Q.1 We continuously read about ASCI Training Programme in your Newsletter. What is ASCI Training Programme ?<br />

How can we participate in this Training Programme ?<br />

A.1 In order to enhance administrative, technical and project implementation capacities, Administrative Staff<br />

College of India, Hyderabad organizes five days training programme for Public Representatives and Officials of<br />

Municipal Corporations. This training programme is financially supported by UN-HABITAT. The main objectives<br />

of this programme is to develop capacities of participants regarding maintenance of improved facilities provided<br />

by project and get acquainted with best practices in other parts of the country for better service delivery to<br />

citizens.<br />

Q.2 I am continuously reading your six issues of newsletter and understand about project activities on a regular<br />

basis. However, so far no articles is being published regarding water, sanitation, health, etc. and responsibilities<br />

of general community. If you could kindly include this suggestion then, this will increase the importance of<br />

newsletter.<br />

A.2 It is encouraging to note that, you read our newsletter on a regular basis. We acknowledge your concern<br />

regarding roles and responsibilities of community on issues like water, sanitation and health. We will definitely<br />

consider your suggestion. Our editorial team will publish relevant information very soon on identified topics.<br />

Q.3 There are provisions for construction of Treatment Plants in project cities for safe disposal of wastewater. Are<br />

they safe and beneficial in a long run?<br />

A.3 Treatment Plants constructed in Bhopal, Indore, Gwalior and Jabalpur of M.P for safe disposal of wastewater,<br />

human excreta etc. will be technically reliable. The design and structure of these treatment plants are prepared<br />

with support from International Engineers and Consultants. These plants will cater the need of projected urban<br />

population for 20-25 years. In addition, there is a provision in the design to modify as per future needs.<br />

Q.4 We have read about Public Relations Consultants in last issue of newsletter. What will be the responsibility of<br />

Public Relations Consultants in project activities?<br />

A.4 Public Relations Consultants are important unit in this project. Their main responsibilities would be to inform<br />

community about project activities and ensure active public participation in the project. This unit would use<br />

extensive media based strategy to inform community about importance and utility of project improved facilities.<br />

This unit will also inform community about problems and hurdles faced by the beneficiaries during construction<br />

work well in advance. It will work as interface between community and project officials.<br />

Greetings on the occasion of Deepawali and Eid.<br />

Dear Readers, we are enthusiastic with overwhelming response received from you for<br />

our newsletter. With this, we are publishing the seventh issue of the project newsletter.<br />

Although the month had a number of holidays on the occasion of Deepawali and Eid<br />

festivals project was successful in implementation of targeted activities.<br />

A State Level Review meeting was organized on 9 Oct. 2006 under the chairmanship<br />

of Hon'ble Minister Shri Jayant Mallaiya, UADD, GoMP to review the status of<br />

proposed project activities. He expressed his satisfaction with the progress of the<br />

project so far.<br />

A high-level mission led by Shri Tadashi Kondo, Country Director, Asian Development<br />

Bank (ADB), New Delhi visited the state and reviewed the implementation progress in<br />

this month. Two Technical Clearance Committee meetings were also organized during<br />

the month, in which, the technical clearance was accorded to 12 packages. This will<br />

help us to expedite implementation process.<br />

An Empowered Committee Meeting was organized in this month. Committee has<br />

accorded the approval for award of contracts to the invited tenders for Indore and<br />

Gwalior.<br />

A State Level Meeting was organized on 9 Oct. 2006 under the Chairmanship of<br />

Hon'ble Shri Jayant Mallaiya, Minister, Urban Administration and Development<br />

Department (UADD) GoMP to review the progress of project activities. He<br />

expressed his satisfaction over progress of project. This meeting was attended by<br />

Shri Sewaram, Secretary, UADD, Shri Malay Shrivastava, Commissioner, UADD,<br />

Shri Sunil Sood, Hon'ble Mayor, Municipal Corporation, Bhopal.<br />

Empowered Committee Meeting:<br />

Meeting of Empowered Committee was organized on 10 Oct. 2006 under the chairmanship of Chief<br />

Secretary. This meeting was attended by Shri Sumit Bose, Principal Secretary, Finance, GoMP, Shri Sewaram,<br />

Secretary, UADD, GoMP, Shri P.C. Meena, Secretary, PHED, GoMP,<br />

Shri Malay Shrivastava, Commissioner, UADD, GoMP, Shri Hari Ranjan Rao, <strong>Project</strong> Director, MP Urban (ADB)<br />

<strong>Project</strong>. After detailed deliberations the following decisions were taken in the meeting:<br />

The committee directed to achieve the targets by March 2007, by putting special efforts;<br />

<br />

To expedite the implementation schedule, bids shall first be cleared by MIC before obtaining<br />

concurrence of ADB and clearance from TE & AC and / or EC;<br />

<br />

The committee approved the bid for design and construction of 7RCC overhead reservoirs for<br />

water supply at Indore and construction of 132/33 KV sub stations and transmission line of<br />

water supply Indore;<br />

The committee approved the bid for rehabilitation of existing water treatment plant and pumping<br />

station at Gwalior.<br />

Visit of ADB Mission:<br />

ADB Mission comprising of Shri Tadashi Kondo, Country Director, Shri Narhari Rao, Principal Economist,<br />

Shri. Shamit Chakravarti, Program Officer, Shri Anil Motwani, <strong>Project</strong> Implementation Officer (Transport),<br />

Shri Vallabh Karbar Rao, Energy Specialist and Shri Ashok Shrivastava, <strong>Project</strong> Implementation Officer (Urban<br />

Development) visited Bhopal to review on-going as well as pipe line projects from 11 -12 Oct. 2006. The mission<br />

objectives were to review the implementation progress, e-procurement system, FIAP status and status of clearances<br />

required from various agencies. The mission discussed the technicalities of the project at length with the <strong>Project</strong><br />

Director and other staff members of PMU & PMC. Mission desired expedient award of the packages and<br />

disbursement.<br />

representatives was organized from 9 -13 Oct. 2006 at<br />

Administrative Staff College of India (ASCI), Hyderabad<br />

under Water for Asian Cities Programme supported by<br />

UN-HABITAT. This training programme was attended by<br />

22 Corporators and other Senior Officials from project<br />

cities.<br />

The objective of the training programme is to get<br />

participants acquainted to best practices related to<br />

policies, legal, technical, behavioral, financial and social<br />

aspects of infrastructure development to ensure<br />

effective service delivery for water supply and sanitation<br />

programme.<br />

City Steering Committee Meeting, Gwalior:<br />

City Steering Committee meeting in Gwalior was organized on 18 Oct. 2006 under the chairmanship of<br />

Shri Komal Singh, Divisional Commissioner, Gwalior. This meeting was attended by Hon'ble Mayor<br />

Shri Vivek Narayan Shejwalkar, District Collector, Gwalior, Shri Hari Ranjan Rao, <strong>Project</strong> Director, Shri B.M. Sharma,<br />

Commissioner Municipal Corporation, Gwalior, Members of Mayor-in-Council and other officials. Shri Komal Singh,<br />

Divisional Commissioner, Gwalior suggested to procure all water meters at one time and also prepare time bound<br />

strategy for its installation. It was also suggested, to do the detail engineering survey so that, all technical problems<br />

are handled scientifically.<br />

Shri Hari Ranjan Rao, <strong>Project</strong> Director suggested to obtain No Objection Certificate for land acquisition from the<br />

concerned department so that, the implementation of proposed works can be started immediately after getting their<br />

sanctions.<br />

Workshop on Open Defecation Free City:<br />

Realizing the need for a practical urban environmental sanitation approach that recognizes the challenges<br />

inherent in achieving to move towards sanitary disposal of human excreta and the given scenario of urbanization<br />

where the services related to basic amenities have been deteriorating, a brain storming session was held on<br />

19 Oct. 2006. The Officials of MP Urban (ADB) <strong>Project</strong>, the <strong>Project</strong> Management Consultants, Design and<br />

Supervision Consultant, UN-HABITAT, Water Aid, NGO partners and Nagar Nigam representatives participated<br />

in the discussion. Choices and options for the following categories were discussed:<br />

<br />

Access to Sewer System Network <br />

Access to Septic Tank<br />

<br />

Access to community toilet <br />

Defecating in open<br />

The discussion culminated to the genesis of consensus over the following options:<br />

<br />

Selection of technology is subject to availability of space;<br />

<br />

Financial management would be according to identified techniques;<br />

<br />

Behaviour change is possible only through Information, Education and Communication (IEC)<br />

strategies.<br />

Technical Clearance Committee meetings were organized on 7 & 27 Oct. 2006 under the chairmanship of<br />

Shri Hari Ranjan Rao, <strong>Project</strong> Director. This meeting was attended by Shri R.S. Nema, Chief Engineer, PHED,<br />

Shri M.A. Khan, Dy. <strong>Project</strong> Director (Technical), Shri S.K. Gupta, Joint Director, Institutional Finance, GoMP and<br />

<strong>Project</strong> Managers from Indore, Jabalpur, Gwalior and Bhopal. In these meetings technical clearance was given to<br />

the following projects: Construction of RCC overhead service reservoir and ground service reservoir, additional<br />

works for 25 MLD capacity STP at Maholi Damkheda, sanitary sewers in Zone-I, including Allied works in Bhopal;<br />

6450 m long clear water pumping main with allied works for rehabilitation of existing pumping main from water<br />

treatment plant at Motijheel to Jayendraganj Tank; RCC overhead and ground service reservoir, storm water<br />

drainage system for Gadhaipura supply, multi Jet type and Woltmann type water meters for domestic / nondomestic<br />

consumers at Gwalior; clear water rising main and feeder mains, maintenance of mechanical multi Jet<br />

type water meters for all commercial consumers and above 20 mm size for domestic consumers, storm water<br />

drainage for Adhartal and Cherital area, Trunk sewer and outfall sewer for the core areas, 120 MLD capacity<br />

water treatment plant with clear water pumping station and 33 KV sub-station at Jabalpur.<br />

Site Visits of Public Relations<br />

Consultants:<br />

Public Relations Consultants visited all four project<br />

cities viz.: Bhopal, Gwalior, Jabalpur and Indore in the<br />

month of Oct. 2006 to get acquainted with actual status<br />

of water supply, sewerage and solid waste.<br />

Consultants had also discussed in detail about actual<br />

status of solid waste disposal with officials from <strong>Project</strong><br />

Implementation Unit (PIU), Community Development<br />

Experts and Team Leaders of Design and Supervision<br />

Consultants (DSC). Hon'ble Mayor Smt. Sushila<br />

Singh, Jabalpur, Public Representatives and officials<br />

from Municipal Corporations suggested PRC to<br />

develop effective strategy for IEC activities.<br />

Tripartite Portfolio Review Meeting (TPRM), Kerala:<br />

Smt. Susheela Singh, Hon'ble Mayor, Jabalpur<br />

TPRM was organized on 30-31 Oct. 2006 in Kovalam, Kerala. This meeting was attended by representatives<br />

from Govt. of India, Govt. of M.P. and Asian Development Bank (ADB). The following issues were discussed in<br />

this meeting:<br />

Physical and Financial progress of targets of ADB funded projects;<br />

<br />

Status of contract award for different packages;<br />

<br />

Compliance of major Loan covenants;<br />

Government of India desired that targets for award and disbursement, fixed by the state must be achieved<br />

under all circumstances within the stipulated timeframe.
