The power plant is mainly being built to supply electricity for a proposed low-emission aluminium smelter<br />
to be located in East Iceland. Already a memorandum <strong>of</strong> under-standing has been signed to this effect<br />
between the Icelandic government, Landsvirkjun (The National Power Company <strong>of</strong> Iceland) and the<br />
world’s largest aluminium producer, Alcoa. The smelter will have a production capacity <strong>of</strong> 295,000 tons<br />
per year and will receive power from the Kárahnjúkar power station, which will be constructed and<br />
operated by Landsvirkjun. The power station will start delivering electricity to Alcoa's aluminium plant<br />
no later than 2007. Landsvirkjun had already fulfilled all requirements <strong>of</strong> an Environmental Impact<br />
Assessment in December 2001, and received the required legislative approval for going ahead with the<br />
project. A court case was filed in 2001 by the Icelandic Nature Conservation Association and some<br />
individuals opposing the project, and the court ruled in favour <strong>of</strong> the project.<br />
Attitude towards the Kárahnjúkar project. A number <strong>of</strong> opinion polls have been carried out examining<br />
attitudes toward the Kárahnjúkar Hydroelectric Project, the most extensive by the Institute <strong>of</strong> Social<br />
Sciences at the University <strong>of</strong> Iceland and Gallup. The Icelandic media has also carried out a number <strong>of</strong><br />
smaller polls. In all the polls, the project received more than 50% support. However, many felt that the<br />
project should not be implemented due to what they perceived as negative impacts.<br />
5.3 Comparison and contrasts <strong>of</strong> impacts <strong>of</strong> Kárahnjúkar and Sondu hydropower projects<br />
The two projects have similar impacts in general terms. However, there are various differences in nature<br />
and magnitude <strong>of</strong> the two projects, which result in a great difference in impacts. The <strong>comparison</strong> is based<br />
mostly on the impacts as predicted in the EIA reports, EIS, and in part on the experiences so far (in case<br />
<strong>of</strong> Sondu Miriu).
