youths are reportedly grouping themselves and assaulting<br />

anyone they think is derailing the Zanu PF agenda or<br />

supporting the opposition. This has also taken the form of<br />

dissolving meetings organised by the ruling party.<br />

• Midlands – Parents failing to pay supplementary fees are<br />

being labelled MDC supporters by some headmasters.<br />

EXECUTIVE SUMMARY<br />

• In Manicaland province, traditional leaders are reportedly exercising extra legal powers to evict villagers from their<br />

communal homes on the basis that they do not support the ruling party. In some instances, burial space is also<br />

denied.<br />

• Some police officers are allegedly harassing members of the public who they view to be supporters of the opposition<br />

MDC. In Harare, for instance it was reported that police ordered a citizen to take off an MDC t- shirt.<br />

• The price reductions launched in June 2007 have resulted in increased victimization of persons criticizing the<br />

activity. People are being harassed for expressing discontent with the current economic environment. Some cases<br />

were recorded in Midlands.<br />

• Denial of aid in the form of food is rampant with a significant number of cases being documented in Mashonaland<br />

West, Manicaland and Matebeleland south.<br />

• Civil society organizations are facing increasing threats in accessing rural areas for the purposes of conducting<br />

human rights workshops. ZPP documented incidents involving CIVNET in Manicaland and ZESN and the<br />

Women’s coalition in Masvingo as they could not get clearance from the police.<br />

• Members of the United Peoples Party (UPP) have reportedly been harassed by both MDC and Zanu PF supporters in<br />

Bulawayo. UPP members are labelled Zanu PF ‘puppets’ while in Masvingo they were labelled opposition<br />

members.<br />

• In Manicaland Province, they have been reports that in some provinces nurses are using political affiliation to<br />

discriminate against those members not supporting the ruling party.<br />

• Farm invasions have resurfaced in some provinces including Masvingo and Mashonaland East. Farm invasions<br />

resulted in the death of one Zanu PF member at Stock hill farm.<br />

• In Mashonaland West, gender based violence has also been recorded with one youth having been raped by three<br />

Zanu PF youths. The use of rape as a political weapon to punish the fathers, brothers and husbands of women is<br />

deplorable.<br />

• In Mashonaland Central, people were harassed for wanting to benefit from Operation ‘Maguta scheme’ while they<br />

do not support the ruling party. According to the Zanu PF supporters government initiated projects should benefit<br />

those who support the current government.<br />

• The redressive operations such as ‘operation hlalani kuhle’ and ‘operation maguta’ are heavily politicized. In<br />

Mashonaland West, it is reported that some beneficiaries of operation ‘hlalani kuhle’ who are not sympathetic to the<br />

ruling party are under threat of eviction from the project. Eleven families have so far been evicted in Mashonaland<br />

Province alone.<br />

• Access to information in the sense of hearing an alternative voice is severely limited in the current environment.<br />

There are reports that people are being harassed for reading Newspapers from the independent media such as The<br />

Zimbabwean and listening to Short Wave Radio and Studio seven. In Mashonaland Central one person was harassed<br />

for reading a ZESN pamphlet.<br />

• ZPP has received reports that the mobile registration which is being done by the Registrar’s office has been<br />

politicised. Some persons viewed as supporting the opposition have been denied access to procure documents and<br />

also register to vote.<br />

• The wearing of MDC t-shirts, and t- shirts from NGOs and red colours in the form of caps, has resulted in the<br />

harassment of some persons in Harare.<br />

• Intra party violence within the two major parties has reportedly increased with cases being recorded in Bulawayo<br />

between the anti- senate and pro- senate factions of the opposition MDC and Masvingo between members of the<br />

ruling party.<br />

• Some cases have been documented in Mashonaland east of persons being denied registration during the mobile voter<br />

registration exercise. The perpetrators have been groups of Zanu PF youth while those suspected to be supporters of<br />

the opposition have been victimised.<br />

• In Mashonaland East, it is reported that those not supporting the ruling party have been denied information and<br />

services to registers as voters in the Mobile registration exercise.<br />

The reports received indicate that the ruling party Zanu PF is the main perpetrator of politically motivated human rights violations<br />

followed by state agents. The members of Zanu PF perpetrating the violence are mainly from the youth wing, war veterans,<br />

Members of Parliament, traditional leaders such as chiefs and headmen. State agents include the Zimbabwe Republic Police<br />

(ZRP), Central Intelligence Officers (CIO), the army and government officials. Recently there have been new parties involved in<br />

the political arena and these include the Liberty and United Peoples Party (UPP). The total number of perpetrators involved was<br />

682.<br />

The reports received by ZPP indicate that the bulk of the victims are members of the opposition MDC (46%). Members of NGOs<br />

or human rights activists are also vulnerable to political violence as the report indicates that 27% of the total numbers of victims<br />

were from the NGOs 18% were persons with no known political affiliation. The current political environment is highly polarized<br />

and those not supporting the ruling party are viewed as ‘enemies of the state’. Only a few of the incidences had persons belonging<br />

to the ruling party as victims (6%).<br />

HUMAN RIGHTS VIOLATIONS – JANUARY – JUNE 2007<br />

In the period between January and June 2007, the Zimbabwe Peace Project has recorded 4122 incidences of human rights<br />

violations that are in most instances politically motivated. There were 7 murder cases, 18 cases of rape, 34 cases of food aid<br />

discrimination, 69 cases of abduction/kidnapping, 459 cases of torture, 2323 cases of harassment/intimidation, 1141 cases of<br />

assault, 152 cases of unlawful detention and one case of a politically motivated suicide. ZPP has reliable information that those<br />

being abducted are being tortured at a camp in Mazowe.<br />

The majority of the violations are perpetrated against known and suspected members of the opposition parties with the MDC<br />

topping the list, however, there are incidences of human rights violations that are perpetrated mainly by the opposition MDC<br />

against known and suspected supporters of the ruling ZANU PF and other opposition parties. The Zimbabwe Peace Project is also<br />

cognizant of the fact that there are other incidences that go unreported because the victims would rather not risk reprisals of being<br />

outspoken. ZPP recognizes the courage of those victims who have reported violations perpetrated against them. The facts and<br />

figures at ZPP’s disposal demonstrate that the political temperature is definitely rising with June recording 792 cases up from 671<br />

cases in May.<br />

HALF YEARLY ANALYTICAL REPORT – JANUARY – JUNE 2007<br />

To date January recorded the highest incidences of human rights violations standing at a staggering 832. Of these 633 occurred in<br />

the Northern region which comprises Harare/Chitungwiza, Mashonaland West, East and Central and Manicaland and 199 were<br />

recorded in the Southern region made up of Bulawayo, Matebeleland North and South, Masvingo and Midlands.<br />

More specifically, 498 cases of harassment/intimidation were recorded, 194 of assault. In January there were four cases of torture,<br />

6 of abduction/ kidnapping, 2 cases of rape and one case of murder.<br />

In January, the nation started the year on a controversial note after the ruling party Annual People’s Conference the previous<br />

month which had made a proposal to harmonise Presidential and Parliamentary elections in 2010. The proposal sparked outrage<br />

from all sectors and some citizens faced harassment/ intimidation, assault for expressing opinion on the matter. While most<br />

citizens appreciated that harmonization was a noble idea they felt that the proposal to have elections in 2010 was a ploy by the<br />

sitting Head of State to want to extend his term of office through the back door. In the opposition circles, the proposal sparked<br />

outrage and it appeared the opposition was ready for a confrontation as they made it clear that come 2008 they were going to the<br />

polls.<br />

Operation ‘Chikorokoza Chapera’ which had been launched in late 2006 continued to take its toll. January also saw the last stages<br />

of the preparation for the Chiredzi South by-election which had been slated for February. Election campaigns have always been<br />

violent in Zimbabwe and this particular election was no exception, as it saw traditional chiefs threatening villagers with eviction<br />

and hunger if they did not vote for the ruling party.<br />

Intra party violence in the opposition MDC had its fair share of incidences recorded but of particular note was intra party<br />

violence within the ruling party whose cracks were amplified by the harmonization and elections in 2010 proposal.<br />

In February, there was a marked reduction in cases recorded at 527 with 350 of these being in the Northern region and 177 in the<br />

Southern region. Like in January the cases of harassment topped the list at 299 followed by assault recording 155 cases. There<br />

were 6 cases of rape, 5 of abduction/kidnapping, 4 of torture and 1 of murder. The significant decrease of incidences in February<br />

could be attributed to the banning of rallies and demonstrations which saw the heavy handedness of state security agents fall on<br />

citizens who were also subjected to unofficial curfews. Although there was a marked reduction in recorded incidences February<br />

experienced cases of people being forced to contribute towards the President’s birthday. As the voice of teachers and nurse got<br />

louder against their meagre salaries they were responded to with harassment. In Manicaland, the diamond rush saw the police<br />

violating the rights of innocent civilians by subjecting them to inhuman body searches for the elusive stone. Women were<br />

subjected to searches in their private parts. Citizens in general and teachers specifically were victims of the government and the<br />

ruling party as the search for shortwave radios continued in particular Mashonaland East. Grade one pupils in most schools were<br />

more than happy to provide information on who they had seen with the said radios.<br />

March 2007 has gone down in history as the most violent month in the period under review not as a result of the recorded cases<br />

but because of the intensity of the violations. On March 11, opposition and civil society leaders who were going to attend a prayer<br />

meeting organized by Save Zimbabwe Campaign, were detained and tortured in police custody. It was the events of March 11 that<br />

saw even SADC looking closely at Zimbabwe resulting in the meeting in Dar es Salaam where President Thabo Mbeki was<br />

tasked to initiate dialogue between the ruling party and MDC. Two cases of murder closely related to the March 11 events were<br />

recorded. From 500 cases in February, incidences increased to 657 in March. In the Northern region 439 cases were recorded as<br />

compared to 218 in the Southern region. Thirteen cases of torture were recorded a significant increase from 4 the previous month.<br />

In March there were 27 cases of partisan distribution of food that were recorded. Cases of unlawful detention rose sharply from<br />

19 to 42 and this is explained by the swoops on the opposition offices in search of petrol bombers. In the aftermath of the March<br />

11 events there was a spate of petrol bombings of a police station, a commuter train, a ruling party office in Mbare and the attack<br />

of public transport in Harare. A large number of citizens also experienced abuse for putting on either MDC regalia or just the<br />

colour red as it is associated with the MDC.<br />

In April, the cases of kidnapping/abduction doubled from 9 in March to 20. There was 1 murder and 3 cases of politically<br />

motivated rape. It was in April that saw the heavy handedness of state security agents as they tried to block the ZCTU called stayaway.<br />

Government threatened to withdraw the licences of any company that complied with the stay away and most companies<br />

could not risk this and thus opened their doors.<br />

In May, cases of harassment went up to 395 from 337 in April. Assault cases recorded went down from 229 in April to 176 in<br />

May. There were 17 cases of kidnapping/abduction recorded, 2 of rape and 2 of murder.<br />

In June there has been a marked increase in incidences recorded from 671 in May to 792. Incidences of harassment/intimidation<br />

and assault still record the highest. There is an increase in food aid discrimination with 34 incidences recorded. Operation<br />

‘Dzikisa mutengo’ started in June but its effects were mainly felt in July.<br />

Of the 4122 cases documented between January and June 2727 were violations in the Northern region representing 67% of the<br />

total violations.<br />

The trend is the same in all the months that more incidences are recorded in the Northern region more than the Southern. There<br />

are more constituencies in the Northern than the Southern. This could have also meant that there is a denser network of ZPP<br />

monitors in the Northern region than the Southern as monitors are constituency based monitors in each constituency. Furthermore,<br />

there are more ‘no go’ areas for the opposition in the Northern region than the Southern region. In light of the impending<br />

Constitutional Amendment 18 that seeks to increase constituencies, ZPP anticipates more constituencies to the rural areas of the<br />

Northern region more than the Southern region.<br />

Harassment/intimidation and assault continue to be ways by which fear is instilled among the citizens. Fear has ensured that<br />

Zimbabweans do not participate in the democratic process. The images of battered civil society and opposition leaders after<br />

March 11 have refreshed the memory of many who might have forgotten what the Zimbabwean government is capable of. The<br />

sight of the images for many in rural and urban areas has meant that they do not want to cross the path of the government and the<br />

ruling party if given the choice. The sight of the injuries sustained by the leaders tortured in police custody for some means that<br />

those are paths never to be crossed.<br />

The Catholic Bishops’ pastoral letter is one other factor that saw the rise in incidences of harassment and intimidation as Catholic<br />

priests were targeted. The fact that the state President personally attacked the Bishops made the situation worse.<br />

There are strange cases being recorded since May, for example suspected or known members of the opposition are being denied<br />

burial space in their communities by their traditional leaders. For expressing their own opinion and exercise the rights to associate<br />

and to choose whom to associate with citizens are now being banished from their places of birth.<br />

There have also been several cases of health staff denying those of a different political affiliation, an opportunity to be treated. In<br />

one incident a ruling party member was refused treatment on the basis of his political affiliation while in the other case an<br />

opposition MDC supporter was denied the same.<br />

The diamond rush in Manicaland has had its fair share of violations. Women were victims of inhuman searches of their private<br />

parts. Some citizens have been hospitalized for injuries sustained when they were assaulted by the police whenever they were<br />

found in the area. A mother of two is currently in hospital nursing exploded buttocks sustained when she was assaulted by the<br />

police.<br />

then consolidated at the national<br />

office, into the ZPP monthly<br />

At Chirasavana shops, it is alleged that two<br />

by three Zanu PF youths, CM, RH and J.<br />

In Westlea, it is alleged that two Zanu<br />

reportedly harassed, VM, of no known<br />

political affiliation, after he used a route<br />

that passes by the perpetrator’s homestead,<br />

and failed to produce a Zanu PF<br />

membership card. It is reported that, the<br />

perpetrator demands Zanu PF membership<br />

cards from people who pass by his<br />

homestead. The incident happened at Gaza<br />

Township.<br />

11 June 2007<br />

At Mukondomi business centre, JM (59),<br />

was reportedly denied to receive some<br />

donated blankets, by Zanu PF officials led<br />

by IM, because the victim is an MDC<br />

member and also does not attend Zanu PF<br />

activist, reportedly refused to treat VP<br />

that disability was not an excuse not to<br />

attend the meetings since the<br />

victim “walks” to attend church regularly.<br />

2 June 2007<br />

An unidentified suspected Zanu PF<br />

member, allegedly vandalized, NV’s (46)<br />

vehicle at Birchenough Bridge and<br />

inscribed some words “pasi naTsvangirai<br />

and Mutambara”( a death wish to<br />

Tsvangirai and Mutambara). The victim<br />

was also threatened with physical assault,<br />

if he continued to patronize the area.<br />

7 June 2007<br />

GS, a Zanu PF activist, and tout based at<br />

Birchenough Bridge, allegedly pushed TJ<br />

(26), of the MDC out of a moving bus,<br />

claiming that ‘the bus was not permitted to<br />

carry MDC members”. The victim fell off<br />

and incurred facial injuries.<br />

HP (56), of the MDC, was allegedly<br />

summoned by Chief C (Zanu PF) and<br />

ordered to vacate Chamutsa village, after<br />

he reportedly publicly claimed that the<br />

incumbent state President should leave<br />

office, because life in the country has<br />

become unbearable. This was taken as a<br />

sure sign of unpatriotic behaviour by the<br />

perpetrator.<br />

At Zvavamwe business centre, Zanu PF<br />

youths and an unnamed police detail,<br />

reportedly harassed an unnamed man and<br />

removed him from a sugar queue, because<br />

they suspected him to be an MDC member.<br />

At Chamutsa village, Zanu PF activists, led<br />

by MN, the school development committee<br />

Chairperson, allegedly assaulted JP (56),<br />

of the MDC, after he confronted the<br />

perpetrators over the removal of his son<br />

from the BEAM programme. The victim’s<br />

son is in form one at Chamutsa Secondary<br />

School.<br />

An unnamed senior nurse, who is a Zanu<br />

PF activist, at Birchenough Bridge<br />

hospital, reportedly refused an ambulance<br />

them from 200 hectares of company land.<br />

They told AM, the Border Timbers Estate<br />

manager that nothing will happen to them<br />

since they are Zanu PF members. The<br />

perpetrators are occupying more than 200<br />

hectares of ripe pine trees ready for<br />

harvesting facilitated, by RC and BT, on<br />

spurious grounds that the workshop had not<br />

been “properly cleared” by the police.<br />

Chipinge North<br />

2 June 2007<br />

ZRP details Constable J and Z, allegedly<br />

arrested and unlawfully detained GP (28), of<br />

the MDC. They locked him up for three days<br />

at Chipangayi police station, during which<br />

time they assaulted victim severely,<br />

demanding the victim to tell them<br />

information on MDC activities arrested and<br />

detained NR, for three days accusing the<br />

victim of having gone for military training,<br />

since the victim had last visited Chipinge<br />

more than three years ago, after being<br />

transferred to Mutare. The victim was<br />

reportedly verbally harassed and threatened<br />

with further detention, if he did not disclose<br />

the information that the perpetrator required.<br />

He was released after three days without<br />

charge.<br />

Zanu PF Women’s League members, M and<br />

M, reportedly summoned GM (30), of the<br />

MDC, to a kangaroo court at the Zanu PF<br />

offices in Chipinge, to answer charges of<br />

that she will be evicted from her council<br />

rented accommodation, if she did not attend<br />

SN, a retired soldier and Zanu PF activist,<br />

allegedly assaulted, OS (30), of the MDC on<br />

suspicion that the victim wanted to contest<br />

the 2008 ward elections as an MDC<br />

candidate. The incident took place at the<br />

victim’s homestead at Chikepe village.<br />

8 June 2007<br />

Six families from Tapera village, including<br />

IM (50), EM (65), SK and others had their<br />

property including cattle looted, by Zanu PF<br />

activists led by HMM, NG and EM, as<br />

punishment for having ditched Zanu PF and<br />

joined MDC. It is estimated that property<br />

worth two hundred million dollars was lost<br />

during the looting spree.<br />

10 June 2007<br />

CJ (36), who was a general worker at<br />

Chibuwe High School, was reportedly<br />

suspended and later dismissed from work, by<br />

the SDA Chairperson, CK, who is also a<br />

Zanu PF official, because the victim is an<br />

MDC member. The perpetrator then recruited<br />

one of his relatives to fill the vacancy. He<br />

also reportedly bragged that no MDC<br />

members will be employed at the school<br />

during his reign.<br />

Makoni East<br />

4 June 2007<br />

For refusing to take orders from the headman,<br />

W and IM were reportedly labelled MDC<br />

members by Headman LM, during a<br />

community road rehabilitation project, after<br />

the victims refused to take orders from the<br />

headman. The incident took place at Ndingi<br />

Village.<br />

8 June 2007<br />

Zanu PF activists, JC, PK and other political<br />

detainees, allegedly severely assaulted fellow<br />

party activist and detainee, RD (53), for<br />

failing to pass on a message to other exdetainees<br />

regarding a planned meeting for ex<br />

political detainees in ward 23. The victim<br />

was also labelled an MDC member due to his<br />

actions.<br />

19 June 2007<br />

At Gambe Business Centre, Zanu PF<br />

activists, JM and AD, reportedly denied KM,<br />

to buy subsidized fertilizer and other<br />

agricultural inputs through AREX, because<br />

the victims are MDC members.<br />

22 June 2007<br />

T, a Zanu PF activist, reportedly overheard<br />

MB and PM, discussing a pending CIVNET<br />

workshop and demanded that the victims<br />

should furnish him with all details regarding<br />

the workshop. When the victims failed to<br />

give him the information, he threatened them<br />

with serious, but unspecified action.<br />

Makoni North<br />

3 June 2007<br />

At village 39, NN, of Zanu PF, allegedly<br />

assaulted a 65 year old lady, SP, because she<br />

had her fertilizer transported from Rusape by<br />

an unnamed MDC official. The victim was<br />

labelled an MDC activist.<br />

10 June 2007<br />

PN, of the MDC, was reportedly denied<br />

treatment at Dombo Clinic, by a nurse called<br />

M, a Zanu PF activist, after he was overheard<br />

denouncing the ruling party and the<br />

President. The victim was told to go and seek<br />

treatment at an MDC clinic.<br />

12 June 2007<br />

At village 39, Chombe, Zanu PF members H<br />

(52), N (39) and M (56), were reportedly<br />

harassed by fellow party activists, TM and<br />

LN. The victims were further denied to<br />

register for agricultural inputs as punishment<br />

for having attended the funeral of the late<br />

MDC ward secretary, PC.<br />

15 June 2007<br />

About 430 communal farmers, who are<br />

members of Operation Joseph from wards 10,<br />

11 and 20 who had organized themselves into<br />

groups to barter their maize for agricultural<br />

inputs with the GMB, were reportedly turned<br />

away, by Rusape GMB staff, because the<br />

groups did not have known Zanu PF<br />

members as leaders. Some of the group<br />

leaders did not have Zanu PF membership<br />

cards as well, so they were told that only<br />

ruling party members can utilize the barter<br />

facility.<br />

allegedly stopped a farmers’ meeting that<br />

was being held at Nyavhada village, to<br />

discuss issues regarding the purchase of<br />

agricultural inputs. They then assaulted the<br />

Chairperson/convener, MP (40), who is an<br />

MDC member claiming that the meeting<br />

had not been sanctioned by the police.<br />

21 June 2007<br />

At Nemaire Business Centre, seven MDC<br />

supporters, led by one VC, allegedly<br />

engaged in a fierce fist fight against the<br />

same number of Zanu PF members led by<br />

GM, over political differences.<br />

Makoni West<br />

4 June 2007<br />

TR (37), an MDC member from Chakuma<br />

village, had his freedom of association and<br />

movement restricted by Zanu PF activists,<br />

led by BM, after he was ordered to confine<br />

his movements to his homestead alone,<br />

because they suspect the victim will recruit<br />

people into the MDC. The victim was<br />

further threatened with serious<br />

consequences, if he breaches the<br />

instruction.<br />

13 June 2007<br />

GS, a Zanu PF official, reportedly<br />

threatened to get five MDC members<br />

including BM (34) and PC (28), who were<br />

chatting at BM’s house, claiming that the<br />

victims were in breach of POSA, which<br />

requires that more than five people<br />

meeting for political purposes should seek<br />

police clearance to have such a gathering.<br />

He instructed the victims to disperse.<br />

18 June 2007<br />

CN (34), who works at Dorowa Minerals,<br />

was reportedly detained by three police<br />

details for more than two hours, because he<br />

could not produce his national identity<br />

document. The police details reportedly<br />

harassed him and<br />

asked him, if he was an MDC member.<br />

Mutare Central<br />

3 June 2007<br />

D, a Zanu PF activist and war veteran<br />

allegedly harassed and threatened to beat<br />

up, JM, whom he labelled an MDC<br />

member because he had observed the<br />

victim grinning and nodding happily in<br />

agreement as Father D, a Roman Catholic<br />

Priest, delivered a stinging sermon on<br />

corruption during a church<br />

service at St Paul’s Church. The<br />

perpetrator even threatened to burn the<br />

church, if such a sermon is delivered in<br />

church again.<br />

was detained at Chisamba police station for<br />

five hours and then released without any<br />

docket being opened. The victim who has<br />

two minor children lost all her vegetables.<br />

Police at Mutare Central reportedly refused to<br />

give CIVNET facilitators, MS and PC,<br />

clearance to conduct a CIVNET workshop on<br />

community participation and development,<br />

on grounds that the proposed venue had been<br />

booked by another group. In this regard the<br />

right to receive and impart information was<br />

breached.<br />

AT, a vendor teamed up with other vendors<br />

and verbally abused CM (38), who is the wife<br />

of a war veteran, after she bragged that as a<br />

war veteran’s wife, she had lots of money<br />

because the government had increased their<br />

allowances. The perpetrators accused the<br />

victim and other war veterans of being<br />

responsible for destroying the country’s<br />

economy.<br />

Zanu PF Women’s league members, LM and<br />

PD, reportedly harassed and labelled fellow<br />

Zanu PF activist, OK, a traitor after the<br />

victim was seen actively participating and in<br />

mournful mood at the funeral of JM, who<br />

was an MDC activist and employee of the<br />

same party.<br />

allegedly assaulted SM (29), in an effort<br />

to prevent her from receiving some sewing<br />

material from S, whose husband is a Zanu<br />

PF Central Committee member, because<br />

she suspected the victim to be a member of<br />

the MDC.<br />

10 June 2007<br />

JM (28), of the MDC, was reportedly<br />

assaulted at Magaso Business Centre, by a<br />

Zanu PF activist, CK, as punishment for<br />

recruiting people into the MDC and also<br />

organizing MDC meetings in the area.<br />

empowering the disadvantaged and<br />

marginalized. Although the victim is also a<br />

Zanu PF member, she was accused of<br />

abandoning the party.<br />

Some unnamed police details allegedly<br />

arrested and confiscated BB’s vegetables<br />

that she was selling at her house in<br />

16 th of June. The police demanded to<br />

know the whereabouts of DM and JK<br />

who were part of the organizing<br />

committee of the SAVE Zimbabwe<br />

meeting.<br />

24 June 2007<br />

CM, the Acting Town Clerk in the<br />

Commission running the affairs of<br />

Mutare, allegedly victimized MS and<br />

other 29 Municipal police details, for<br />

reportedly failing to stop more<br />

than15000 MDC supporters from<br />

holding a rally at Chisamba grounds, as<br />

the crowd was just overwhelming. The<br />

perpetrator was then demoted by the<br />

Commission for the offence.<br />

28 June 2007<br />

For wearing a WOZA T/shirt, DF, an<br />

MDC member, was reportedly harassed<br />

by P, a member of the Zanu PF<br />

women’s league in the Zororo section of<br />

Sakubva. So incensed was the<br />

perpetrator that she threatened to<br />

unleash the Zanu PF youths on him, if<br />

ever she saw him wearing the T/shirt<br />

again.<br />

5 June 2007<br />

SM (26), a diamond panner, was<br />

allegedly severely beaten by police<br />

details, after he was caught in the<br />

diamond fields. The victim sustained<br />

serious injuries all over the body after<br />

the attack.<br />

7 June 2007<br />

Suspected Zanu PF youths, reportedly<br />

assaulted PT (31), of the MDC for<br />

uttering unflattering words about the<br />

state President. The victim allegedly<br />

blamed the President for the economic<br />

mess, the country is in.<br />

Mutare South<br />

2 June 2007<br />

DG, leading some ZRP details,<br />

reportedly stormed at an MDC meeting<br />

and harassed MC, AM, TR and others,<br />

whom they accused of holding an illegal<br />

meeting. The incident happened at<br />

Gwese School.<br />

days to vacate his rented accommodation<br />

in the OTS section of Sakubva, by his<br />

landlord GM, of the MDC, as punishment<br />

for playing a song called “gushungo<br />

havana mhosva”. The victim was told to<br />

go and get accommodation from his party<br />

Zanu PF.<br />

13 June 2007<br />

Zanu PF ward 12 Councillor, T and RM,<br />

reportedly threatened NK, a member of the<br />

School Development Committee and JM<br />

the deputy school head of Zarawa School,<br />

for sourcing some donors to help<br />

reconstruct the school, after it was<br />

destroyed by strong winds last year. The<br />

victims were accused of being MDC<br />

activists who “want to bring back whites<br />

into the country.<br />

19 June 2007<br />

Village head C, from Chidziya village,<br />

reportedly tore MDC posters and<br />

threatened TM, of the MDC, who was<br />

mounting the posters with eviction from<br />

the area for putting up the posters and<br />

questioning the headman’s actions<br />

22 June 2007<br />

Zanu PF activists, GK, IM and PN, were<br />

warned that their names will be struck off<br />

from the list of GMB maize beneficiaries,<br />

for asking and demanding part of their<br />

monies reportedly misappropriated by AG,<br />

also of Zanu PF. The victims were accused<br />

of disrespecting the actions of their senior<br />

party officials.<br />

Mutare West<br />

2 June 2007<br />

At Chikwariro village, DK and other Zanu<br />

PF activists, reportedly harassed and<br />

labelled, PN (53), a traitor because the<br />

victim defected to join the MDC. The<br />

victim was formerly the district Zanu PF<br />

organizing secretary. The perpetrators also<br />

demanded that the victim return the Zanu<br />

PF membership card and materials that he<br />

had in his possession or face the<br />

consequences.<br />

5 June 2007<br />

Zanu PF activists, led by AM, WM and<br />

CM, reportedly demanded that villagers,<br />

friends and relatives who were attending a<br />

funeral of the late son of an MDC activist,<br />

JTMM, boycott the funeral in an effort to<br />

force the victim to renounce his MDC<br />

membership and surrender MDC regalia in<br />

his possession.<br />

reportedly facilitated the arrest of CD (40),<br />

the MDC district chairperson by claiming<br />

permission to hold the gathering. The<br />

meeting was subsequently stopped. The<br />

incident happened at Manjengwa village.<br />

At Mukotekwa village, the home of MZ<br />

(39), was reportedly stoned during the<br />

night by suspected Zanu PF youths,<br />

because the victim had hosted an MDC<br />

meeting at her home earlier in the day.<br />

Some window panes and roofing sheets<br />

were damaged during the commotion.<br />

2 June 2007<br />

At Chisuko village, war veteran BM and<br />

MN (youth militia), allegedly assaulted<br />

HN (46) and BK (27), using booted feet,<br />

open palm and whips as punishment for<br />

refusing to supply maize and other<br />

consumables to Zanu PF youth militia<br />

camped at Katiyo Estate. The victims who<br />

are vendors were labelled MDC activists.<br />

3 June 2007<br />

PM, a war veteran, who is also the Mutasa<br />

DCC Chairperson and Zanu PF ward<br />

Chairperson, ZM, allegedly harassed GC, a<br />

teacher at Nyatsanza School and warned<br />

him he and other teachers they risked<br />

expulsion from the service, for instigating<br />

teachers strike over salary.<br />

At Dambirepi Business Centre, TN (42),<br />

who is an MDC supporter, was allegedly<br />

assaulted by Zanu PF activists, led by M,<br />

for refusing to attend a Zanu PF meeting as<br />

ordered by senior party officials in the<br />

area. They used whips and booted feet to<br />

beat victim which resulted in the injury of<br />

the victim.<br />

10 June 2007<br />

PN, an MDC member, was allegedly<br />

kidnapped from his home at Stockdale<br />

farm, by Zanu PF activists, led by a war<br />

veteran, MS, for publicly complaining<br />

about the high cost of living and failing<br />

economy, where he was tortured under the<br />

feet, forced to stand in a bucket of cold<br />

water the whole night and beaten severely.<br />

12 June 2007<br />

EG, a care giver and an MDC activist<br />

reportedly refused to attend to an ailing<br />

MS, because the victim is a Zanu PF<br />

At Hauna Hospital, EZ, the MDC ward<br />

Chairperson, was reportedly denied access<br />

to TB drugs by a dispensing clerk, AM, a<br />

Zanu PF youth service graduate because of<br />

the political affiliation of the victim.<br />

TM (52), who was incensed by the cost of<br />

opaque beer and loudly wished for the<br />

quick resignation of the incumbent state<br />

President, was allegedly assaulted by Zanu<br />

PF activists, led by NM at Handei Store,<br />

where he was drinking beer.<br />

Mutasa South<br />

3 June 2007<br />

Zanu PF activists, led by GN, reportedly<br />

demanded to be allowed to attend a closed<br />

ward MDC meeting that was being chaired<br />

by GV at Masaya village. When<br />

permission was denied, the perpetrators<br />

turned violent and assaulted the victims<br />

and chased them away, effectively<br />

bringing the meeting to an end. They then<br />

warned the victims that they will be<br />

evicted from the area for holding MDC<br />

meetings in the area.<br />

League, reportedly compiled a list of<br />

MDC members in Kagweda village,<br />

including those of AM, GM and CM and<br />

forwarded them to the Councillor, so<br />

that the victims would be removed from<br />

the agricultural inputs and GMB grain<br />

scheme.<br />

5 June 2007<br />

At Mapani village, MH (41), who is an<br />

MDC member, was allegedly severely<br />

assaulted by Zanu PF activists, led by<br />

NT, using clenched fists, booted feet and<br />

whips for listening to studio seven. The<br />

victim was labelled a traitor who<br />

supports the country’s enemies.<br />

8 June 2007<br />

At Chinamasa village, Zanu PF<br />

women’s league members, RK and DK,<br />

allegedly denied ID (80), TN and others<br />

access to some mealie-meal handouts,<br />

because the victims are MDC members.<br />

10 June 2007<br />

PM (52), JK and nine others were barred<br />

from buying fertilizer and seeds, under<br />

the government sponsored inputs<br />

programme, by a Zanu PF activist, PM<br />

at Tsonzo as punishment for not<br />

attending Zanu PF meetings.<br />

20 June 2007<br />

At Manyumwa village, Zanu PF<br />

activists, led by MD and IK, reportedly<br />

chased away HN and PB, from the<br />

funeral of a late relative, because the<br />

victims are MDC members, whereas the<br />

deceased was a Zanu PF member. The<br />

victims left the funeral in fear of<br />

reprisals.<br />

Nyanga<br />

10 June 2007<br />

At Ruwangwe Growth Point, Zanu PF<br />

youths, led by BN, allegedly disrupted<br />

an MDC meeting despite the meeting<br />

having been properly sanctioned by the<br />

police. The Zanu PF youths pitched up<br />

as the meeting was starting and started<br />

to sing revolutionary songs and dancing<br />

threateningly. About forty people who<br />

were at the meeting dispersed.<br />

MDC activists, HK and PC, allegedly<br />

beat up a Zanu PF activist, KK, using<br />

booted feet and fists, because the victim<br />

uttered derogatory words against the<br />

MDC and its leadership. The victim<br />

sustained some injuries and was treated<br />

at Elim Mission Hospital.<br />

18 June 2007<br />

At Bungarimwe village, NN, who is a<br />

member of the Zanu PF Women’s<br />

League, allegedly denied PP (38), to join<br />

a local women’s club, because the<br />

victim is a known ‘staunch” MDC<br />

activist. The victim has five children.<br />

perpetrator. I t is said the perpetrator<br />

sent youths to the victim’s house who<br />

threatened her with unspecified action<br />

and accused her of being an MDC<br />

supporter.<br />

10 June 2007<br />

MM, of Zanu PF, was reportedly<br />

harassed by his fellow party members,<br />

who accused him of aligning himself<br />

with the MDC and incompetence in<br />

executing party duties. The victim was<br />

threatened with assault.<br />

was given. They remarked that the perpetrators<br />

in the genocide ought to be brought to book for<br />

justice to prevail. The perpetrators who were<br />

At a Residents Association meeting, SM was<br />

purportedly harassed by FN, of Zanu PF, after<br />

he reminded the perpetrator that the meeting<br />

they were having was not a political one. This<br />

remark came because the perpetrator had<br />

included on the agenda, the issues that were<br />

political in nature and not concerning the<br />

residents. The victim was labelled an MDC<br />

supporter and was threatened with unspecified<br />

DN, of the MDC, was allegedly harassed<br />

by OB and MD, of Zanu PF, when he met<br />

the perpetrators on his way to the city<br />

centre. It is said the victim and his friend<br />

were talking about the failing economy of<br />

Zimbabwe and the perpetrators overheard<br />

them and pounced on them, insulting and<br />

threatening them.<br />

8 June 2007<br />

MM, and AS of Zanu PF, were reportedly<br />

harassed by JN, TM and MG, of MDC. It<br />

is said that the parties involved are<br />

neighbours that were in the habit of<br />

quarrelling over political differences. It is<br />

reported that on the day, the perpetrators<br />

allegedly harassed the victims in the<br />

presence of a police officer at the market<br />

place.<br />

15 June 2007<br />

DN, of Bulawayo Technical College,<br />

was reportedly harassed by MS and SM,<br />

of Zanu PF who accused him of<br />

organizing an MDC youth meeting. He<br />

was threatened with expulsion from the<br />

college if he continued supporting<br />

MDC. The victim is said to be living in<br />

fear after the incident.<br />

NM, a member of the public, was<br />

reportedly harassed by GN, and BN, of<br />

Zanu PF for allegedly commenting in a<br />

discussion that was taking place in an<br />

PF, was ostensibly harassed by Mahatshula<br />

residents suspected to be MDC supporters, for<br />

At a Taxi Rank, NN, an MDC supporter,<br />

was reportedly harassed by CM, DS, and<br />

PN, of Zanu PF, for allegedly remarking<br />

that there was bad governance and bad<br />

political policies in the country. The<br />

action for making such comments.<br />

13 June 2007<br />

For not belonging to the Zanu PF party,<br />

GM, and BB were allegedly denied<br />

access to food. MM, and RR of Zanu<br />

PF were responsible for food<br />

distribution and it is said they were in<br />

the habit of misinforming all those who<br />

were not Zanu PF supporters about dates<br />

of distribution so as to isolate them. The<br />

victims then complained that they were<br />

misinformed on the dates of distribution,<br />

and were openly told that it was because<br />

they were not Zanu PF supporters.<br />

Mpompoma/Pelandaba<br />

16 June 2007<br />

At Bango Shops, MN, of MDC, was<br />

reportedly harassed by three unknown<br />

suspected Zanu PF supporters. It is said<br />

the perpetrators allegedly threatened the<br />

victim with assault accusing him of<br />

campaigning against the ruling party for<br />

the forthcoming 2008 elections.<br />

Lobengula/Magwegwe<br />

20 June 2007<br />

HS, was reportedly harassed and<br />

tortured by three unknown men<br />

suspected to be CIOs, for allegedly<br />

commenting on the economic hardships<br />

which he said was caused by the ruling<br />

party. The victim was forcibly made to<br />

eat a green bar of laundry soap and drink<br />

paraffin. The victim was taken to a<br />

private clinic for treatment.<br />

In a separate incident, HN and NM, of<br />

Zanu PF, were reportedly assaulted by<br />

their fellow party members FT and GN.<br />

The perpetrators in a fit of rage<br />

committed the assault after they were<br />

suspended from the ruling party during a<br />

restructuring exercise.<br />

23 June 2007<br />

TZ, VD, and EP, were reportedly<br />

harassed by CM, and EN, of Zanu PF. It<br />

is alleged that CM and EN had invited<br />

residents to a political meeting<br />

purporting that it was a food distribution<br />

meeting. Residents were shocked to<br />

find that it was a political meeting when<br />

they arrived at the venue and victims<br />

were harassed for complaining.<br />

CM, and SN, suspected MDC supporters<br />

were ostensibly harassed by ET. It is<br />

alleged that the victims were accused of<br />

throwing ZESN flyers in the area using a<br />

red car. The case was reported to the<br />

police and the two were taken in for<br />

questioning. The two were cautioned and<br />

discharged.<br />

Luveve/Pumula<br />

10 June 2007<br />

LP, was allegedly harassed by Zanu PF<br />

supporters because she had refused to<br />

register them as vendors. She was accused<br />

of being an MDC supporter and sell-out<br />

and was threatened with assault.<br />

15 June 2007<br />

ND, was reportedly harassed by B, of<br />

Zanu PF, who accused him of supporting<br />

MDC.<br />

15 June 2007<br />

MM, was reportedly assaulted and<br />

harassed by DN and BM, of Zanu PF, on<br />

allegations that he was involved in the<br />

petrol bombings which had taken place in<br />

the area. He was thus accused because his<br />

mother is an MDC activist. The boy<br />

sustained head injuries.<br />

17 June 2007<br />

Mr. S, of Zanu PF, was reportedly harassed<br />

by an MDC activist (name not supplied) at<br />

a budget meeting held at Luveve Lawn<br />

ground. The victim was harassed for his<br />

support for Zanu PF.<br />

19 June 2007<br />

At Cowdray Park bus terminus, BT, was<br />

purportedly harassed by Zanu PF<br />

supporters who accused him of not<br />

attending the ward Councillor CJ’s<br />

meeting. He was also manhandled by<br />

some of the perpetrators.<br />

26 June 2007<br />

At Chronicle offices, MG, of NCA, was<br />

reportedly harassed by ZRP officers. It is<br />

reported that NCA members were staging a<br />

peaceful demonstration for a new<br />

democratic constitution. When the police<br />

arrived other members managed to flee<br />

save for the victim who was caught but<br />

released after she convincingly denied<br />

being part of the group.<br />

Nkulumane<br />

6 June 2007<br />

SD, of the anti-senate MDC faction, was<br />

allegedly harassed and threatened by YD,<br />

and two others of the pro-senate MDC<br />

faction, when she was coming from a<br />

meeting organised by her faction.<br />

7 June 2007<br />

At Nkulumane complex, NM, of Zanu PF,<br />

was reportedly harassed by MDC supporters,<br />

MM, TM, and MS, for allegedly being seen<br />

in full Zanu PF regalia and chanting Zanu PF<br />

slogans. The victim was forcibly made to go<br />

back home and change into ordinary clothes.<br />

8 June 2007<br />

PN, and ZM, of a local NGO, were allegedly<br />

harassed by two Zanu PF members after they<br />

were seen wearing T/shirts inscribed<br />

“Rambai makashinga/Qiniselani maqawe”.<br />

The victims were ordered to go back and<br />

change into ordinary clothes and warned that<br />

if they continued wearing such regalia, then<br />

they would be assaulted. The incident took<br />

place at Nkulumane shopping complex.<br />

10 June 2007<br />

At Sekusile Complex, ZB, Mrs. N, and MB,<br />

of MDC, were allegedly assaulted by<br />

National Youth Service militia for allegedly<br />

putting up posters for an MDC rally. The<br />

victims were accused of being puppets of the<br />

British and labelled traitors.<br />

In a separate incident, TM, and SS, of the<br />

MDC anti-senate faction, were reportedly<br />

harassed by HM, of the pro-senate MDC,<br />

while they were coming from a meeting at<br />

which the party was selecting a shadow<br />

Councillor for ward 20. The two were rivals<br />

at the meeting. The incident took place<br />

Mgogo Primary School.<br />

13 June 2007<br />

At Pumula Shopping Centre, LM, MC, ZH,<br />

and PL, of UPP were reportedly harassed by<br />

members of the MDC, ZD, TC, AC, RB and<br />

MD. The victims were accused of being<br />

detractors. The UPP members were labelled<br />

Zanu PF puppets which allegation the victims<br />

dismissed as malicious.<br />

In yet another incident, JD and SM, of MDC,<br />

were reportedly harassed by four Zanu PF<br />

supporters for wearing MDC regalia. The<br />

victims had their two T/shirts grabbed by the<br />

perpetrators and left bare.<br />

At Mawabeni business center, Net-One<br />

employees came to sell lines to the people.<br />

They asked each local leader to collect 5<br />

lines per village. In Msizini village, TN, a<br />

local leader gave his lines to his friends<br />

and left out some people with positions of<br />

responsibility in the village. It is reported<br />

that SM, a female member of the MDC,<br />

aged 50, approached TN about the lines<br />

and informed him that she did not get one.<br />

SM demanded the names of those who<br />

received these lines, when this failed; she<br />

then started insulting the victim. She<br />

accused Zanu PF of using these lines for<br />

campaigning. SM is a member of MDC<br />

and she told TN that he was a thief just like<br />

his Zanu PF bosses. TN was threatened<br />

with death, by SM if he does not step<br />

down.<br />

9 June 2007,<br />

At Sizeze School in ward 8, SM, a member<br />

of MDC, was harassed and chased away<br />

from maize distribution point in S by GD<br />

and RS, both Zanu PF members. They<br />

denied him permission to buy maize from<br />

the irrigation because of his political<br />

affiliation. He reported the matter to the<br />

police but they did nothing about it.<br />

10 June 2007,<br />

At Mtshazo business center, in ward 6,<br />

members of Zanu PF have grouped<br />

themselves into 4 and go about assaulting<br />

people from the opposition and anyone<br />

whom they think could be derailing their<br />

party’s leadership. They have reportedly<br />

dissolved any meetings held by the<br />

opposition, MDC, labelling them ‘sell<br />

outs’.<br />

At Wabayi Sofa Business Center, villagers<br />

were called to buy maize from the GMB<br />

lorry. A number of people were denied<br />

food because they belong to MDC,<br />

including, LT, MM, NMM and JMD. The<br />

perpetrators were AVN, who is the village<br />

head and his secretary.<br />

17 June 2007<br />

At Impu School, a member of Zimrights,<br />

MM, was threatened and assaulted by two<br />

Zanu PF members, IN and BM who were<br />

accusing him of accompanying Zimrights<br />

staff and distributing Zimrights material in<br />

the area. It appears these perpetrators were<br />

acting on instructions from the Councillor.<br />

Intimidation has been the order of the day<br />

in the area since Zimrights embarked on a<br />

programme of human rights awareness.<br />

18 June 2007<br />

At Kozi Business Centre, an MDC rally<br />

was held and JBM, some war veterans and<br />

youths from Zanu PF came and disrupted<br />

the rally. They told people to go home and<br />

violence started. The two party members<br />

began fighting and about five people got<br />

injured.<br />

20 June 2007<br />

At Makhuphekhupheni, MD, a member of<br />

Zanu PF had a misunderstanding with his 2<br />

sons in 2002.He wanted them to move to a<br />

resettlement area and they refused<br />

saying they were not Zanu PF<br />

supporters. On this particular day his<br />

grand child passed away and he was<br />

called to attend the burial but refused<br />

saying that his children and grand<br />

children are MDC and they do not listen<br />

to him. The Councillor had to be called<br />

to help the family by bringing the<br />

grandfather to the funeral.<br />

20 June 2007<br />

At Shake village, a ward meeting was<br />

called by the Councillor, JM. At the<br />

meeting which was attended by D, the<br />

Councillor told the people to get into<br />

Zanu PF cells. He told them that those<br />

who will not join will not be able to buy<br />

maize from the Grain Marketing Board<br />

and will not get any aid from any<br />

Organization. Ms D, offered money for<br />

projects but for those with Zanu PF<br />

cards.<br />

Bulilima<br />

23 May 2007<br />

At Sonondo area, FM, in the company<br />

of SN visited Sonondo village from<br />

Ndolwane. FM was wearing an MDC<br />

T/Shirt. They were approached by three<br />

people one of them was NZ, who<br />

severely beat up FM for wearing the<br />

T/shirt.<br />

At Plumtree border post, BG, a border<br />

jumper was caught in the morning with<br />

other people. They were kept at the border<br />

till evening when they were beaten under<br />

their feet and they could hardly walk. They<br />

were released and had to find their way<br />

12 June 2007<br />

At Mangwe shops, NK was approached by<br />

RS and SN, who are members of Zanu PF<br />

aged between 20 and 23. They beat her up<br />

demanding to know why she was having<br />

an affair with VM who belongs to MDC<br />

and not them.<br />

15 June 2007<br />

At Figtree, MK and NN, who are members<br />

of Zanu PF threatened GD, a farm owner<br />

and an MDC member after he refused to<br />

give them jobs on his farm. He could not<br />

employ them because of their political<br />

differences. They then returned at night<br />

and stole three cows. They were caught<br />

and taken to the police.<br />

19 June 2007<br />

At Manda farm, NN and FM members of<br />

MDC had an argument with KB and AB,<br />

who are Zanu PF supporters earlier during<br />

the day about political issues. Then around<br />

2200 hours the perpetrators were seen<br />

outside B’s house and the following day<br />

the victim’s car was vandalized, it had<br />

broken windows and slashed tyres.<br />

22 June 207<br />

At Plumtree town, MN and SN, members<br />

of MDC, were selling fuel on the black<br />

market when MG approached them and<br />

used his powers to arrest them. It is<br />

believed he wanted fuel but did not have<br />

the money so he arrested them.<br />

25 June 2007<br />

At Siziba bottle store, NS, an MDC<br />

member assaulted TN for befriending Zanu<br />

PF people. TN, is a female member of the<br />

MDC. The matter was reported to the<br />

police and NS was fined.<br />

7 June 2007<br />

At Tshelanyemba, BD, TN and SM, were<br />

assaulted by JS, MM and RM who are<br />

members of the MDC for wearing Zanu PF<br />

T/shirts.<br />

10 June 2007<br />

At Dombodema, a rally was held by MDC<br />

and LB, ZM and other Zanu PF supporters<br />

attacked MDC activists, disrupting the<br />

rally.<br />

members harassed MN, and MM, who are<br />

Zanu PF supporters. They told them that it<br />

was because was of this party, Zanu PF,<br />

of the MDC, had visited the shops wearing<br />

their party T/Shirts and caps when MN and<br />

his friend who are Zanu PF approached<br />

them and assaulted them for wearing these<br />

At Mayenziwa general dealer of Tshitshi<br />

village, AN, a Zanu PF supporter had an<br />

argument with members of the Liberty<br />

party SN and NM. One of the Liberty<br />

members made a comment on Zanu PF and<br />

the perpetrator started insulting them and<br />

harassing them and eventually, assaulting<br />

them.<br />

25 June 2007<br />

At Tshitshi village bottle store, VK and<br />

MM, both members of Zanu PF, assaulted<br />

DS, a member of MDC, for making a<br />

comment on price reduction. The<br />

perpetrators told him to be positive about<br />

these changes. The victim told them to go<br />

to hell.<br />

28 June 2007<br />

At Matokonye primary school, a Zanu PF<br />

man, SZ, told a female MDC member, who<br />

is a teacher to vacate her school residence.<br />

SZ purported that there was no more room<br />

to accommodate the female teacher, which<br />

was not true. She was then told that she<br />

could share with some one else or vacate<br />

with immediate effect.<br />

29 June 2007<br />

At Mayabodo primary school, a Zanu PF<br />

teacher, AN, was harassed by two MDC<br />

members, PM and SK, who were accusing<br />

him of being Zanu PF and being corrupt in<br />

the school as the headmaster. They also<br />

alleged that he was getting favours from<br />

the headman.<br />

Gwanda<br />

12 June 2007<br />

At Tshongwe primary school, a ward<br />

meeting was called by the councillor WS.<br />

They expected the meeting to address<br />

issues of development and food. The<br />

Senator was also present. The people were<br />

surprised to find that a lot of Zanu PF<br />

sloganeering was taking place in this<br />

meeting. Those who were not doing the<br />

slogans were harassed. Some of them<br />

ended up leaving the meeting before it was<br />

over. The Senator encouraged equal<br />

treatment of people irrespective of their<br />

political affiliation.<br />

13 June 2007<br />

At Ntalale business center, an MDC<br />

member RN bought ten rand from DN and<br />

gave it to PS the kraal head for safe<br />

keeping as he was getting very drunk. DN<br />

and PS are Zanu PF supporters. When the<br />

victim asked for his money from PS he<br />

was told to go to hell and that he belonged<br />

to a dirty party. DN then beat him with a<br />

fist and he fell down. The Guyu policeman<br />

came in at this time but just picked RN,<br />

arrested him and released him in the<br />

morning after charging him with disorderly<br />

conduct in a public place.<br />

26 June 2007<br />

At Pelele Irrigation, members of the<br />

irrigation are being forced to attend ward<br />

meetings each time they are called. On this<br />

particular day, they were told to close the<br />

irrigation and go to the meeting. However,<br />

this affects the production of the scheme.<br />

Insiza<br />

13 May 2007<br />

At Filabusi urban, a group woman from<br />

WOZA in wards 12, 11, 7, 6, 5, 4, 3, 2, 1<br />

arrived in Filabusi town to demonstrate at<br />

the District Administrator’s office because<br />

they had not received maize because they<br />

had been asked to provide their own maize<br />

bags. The District Administrator promised<br />

to look into the issue.<br />

At Mpalawani, campaigns have started and<br />

members of Zanu PF have once again gone to<br />

the resettlement areas to promise these people<br />

schools, and clinics, which have never existed.<br />

They go there to barter trade, and cheat these<br />

people; a 750ml of cooking oil is equivalent to a<br />

bucket of maize. The farmers suffer, as there is<br />

still no transport network, meaning<br />

communication is bad.<br />

10 June 2007<br />

At Masiyepambili village, TM, the vice<br />

headman, allowed Zanu PF youths to pan gold.<br />

T, a member of the ruling party invited his<br />

friends who are MDC supporters to pan gold.<br />

When TM came to check on them he found<br />

these MDC supporters and started insulting<br />

them. This resulted in SM, one of the MDC<br />

supporters, throwing stones at the vice<br />

headman. TM took the matter further to the<br />

Headman. A date for the hearing has been set.<br />

At Fort Rixon, it appears ‘Operation<br />

Chikorokoza chapera’ seems to be punishing<br />

non Zanu PF people in the mining sector. Some<br />

Zanu PF members have had their mines opened<br />

under unclear circumstances while those of<br />

other people are still closed.<br />

At Chewondo village, the people gathered to<br />

buy maize grain from the GMB. Members of<br />

the food committee who are all Zanu PF had<br />

decided that all opposition supporters would not<br />

get anything. The Councillor of the ward told<br />

them that they would not get anything. Among<br />

those who did not get anything was NN. Those<br />

who were known to be MDC left the meeting<br />

point without anything.<br />

18 June 2007<br />

At Maphisa, MN was wearing a Zanu PF T/shirt<br />

at a bar and having his beer when SM and JD<br />

approached him and started insulting him. They<br />

said that his party was causing economic<br />

hardships in the country and yet he seems to be<br />

proud of it. They harassed him.<br />

27 June 2007<br />

At Filabusi Information center, some Zanu PF<br />

officials and AL are helping establish cross<br />

boarder trading under the Gender and Youth<br />

ministry. However, most of the beneficiaries are<br />

Zanu PF supporters as the participation is<br />

politicised. One of the Traders’ meetings was<br />

held on this day. People like Mrs. M whose<br />

political affiliation is not known but are<br />

interested in trading did not get any assistance<br />

even though they attended the meetings.<br />

Beitbridge<br />

13 June 2007<br />

At Sezani, in ward 4, a ward meeting was held<br />

and the Councillor addressed the people. He<br />

threatened those who do not have Zanu PF<br />

support cards that they will not be able to buy<br />

grain from GMB or receive food supplements.<br />

He appealed to those who do not make efforts<br />

of getting them.<br />

PG, an MDC council election candidate,<br />

who is working as a driver at the Cotton<br />

Company, was harassed by a Zanu PF<br />

supporter. It is alleged that U, one of the<br />

Zanu PF youths, approached the victim<br />

who was behind the steering wheel of<br />

the company car and he ordered PG to<br />

come out of the car and surrender the<br />

keys to the office. PG was told that he<br />

no longer had a job since no MDC<br />

members were going to benefit from any<br />

government programme.<br />

6 June 2007<br />

RC, of Nyaradzo Stands, was harassed<br />

by Zanu PF supporter FK. It is alleged<br />

that, after not paying his rent for 3<br />

months, FK threatened his Landlord,<br />

Mrs C, by reporting her to Zanu PF in<br />

the area, accusing her of wanting to<br />

evict him for political reasons. He<br />

alleged he was being victimised because<br />

he was a Zanu PF supporter, yet this was<br />

all false.<br />

7 June 2007<br />

An MDC Councillor, Mr NN, was<br />

harassed by Zanu PF war veteran and a<br />

Zanu PF supporter, M. The war veteran<br />

and MP N, found N, an MDC<br />

Councillor of ward 2 addressing the<br />

residents on the development<br />

programmes, and they told him to<br />

surrender his Councillor’s stamp in front<br />

of the people. They further told him that<br />

they do not consider MDC Councillors.<br />

The stamp was handed over to Matope<br />

one of the Zanu PF activists.<br />

12 June 2007<br />

An opposition supporter JM, of Mberengwa<br />

Village, was assaulted by PM, of Zanu PF. It<br />

is alleged that privileged stabbed J with a<br />

knife in the abdomen after he accused him of<br />

being a supporter of the opposition, which<br />

called for sanctions. The case was reported to<br />

the police who charged PM with common<br />

assault.<br />

17 June 2007<br />

It is reported that AM, of Ruhwaya Village,<br />

had her garden destroyed by war veteran EM.<br />

The victim was approached by EM, who told<br />

her that she was to vacate her home in the<br />

plot as he claimed that the plots were only<br />

meant to be occupied by war veterans. The<br />

victim was surprised that she is a widow of<br />

one of the war veterans but other war<br />

veterans would want now to move out.<br />

18 June 2007<br />

FM, of Njelele Area was harassed by G, of<br />

Zanu PF. It is alleged that the MP who was<br />

giving out some cell phone lines to the<br />

residents. FM was one of those who had been<br />

issued with a line, but after being told that<br />

FM was an MDC supporter, he then<br />

withdrew the cell phone line from her and he<br />

told the rest of the people who were present<br />

that he wanted to show them that MDC<br />

supporters would never benefit from anything<br />

from the government.<br />

25 June 2007<br />

Headmaster, Mr N and his Senior Master,<br />

Mr M, both of Njelele High School, were<br />

harassed by a Zanu PF member, NG. The<br />

Zanu PF District Chairperson DK, it is<br />

alleged, wrote a threatening letter to the<br />

headmaster after he had wanted the pupils<br />

to attend some AIDS programme in<br />

batches of about 20 at a time. This was<br />

viewed as sabotaging Zanu PF so that it<br />

will fail to win during coming elections.<br />

Gokwe Kana<br />

4 June 2007<br />

MDC supporters EM and TT, were<br />

harassed by two Zanu PF supporters NC<br />

and TM. It is alleged that the Zanu PF<br />

youths gathered at Manoti Business Centre<br />

where they started chanting Zanu PF<br />

slogans. They grouped people who were at<br />

the growth point and started calling one by<br />

one in front of all the people asking them<br />

to surrender their MDC cards. If they said<br />

An MDC supporter, LN, was assaulted by<br />

Zanu PF youths. It is alleged that the<br />

youths went door to door harassing<br />

everyone they knew or suspected to be<br />

supporting the opposition. It is further<br />

alleged that these youths were wearing<br />

Zanu PF T/shirts. They were also asking<br />

people to produce Zanu PF cards.<br />

At Musala Business Centre, all known<br />

youths or suspected to belong to the<br />

opposition were being attacked by Zanu PF<br />

youths. It is said that some Zanu PF youths<br />

were annoyed by the MDC youths who<br />

were complaining about the situation in the<br />

country. The victims were assaulted and<br />

chased away from Musala Business<br />

Centre.<br />

15 June 2007<br />

Zanu PF youths are on a war path in<br />

Gokwe Kana. It is alleged that these yo<br />

uths want to clear the area of any<br />

opposition party supporters. An opposition<br />

supporter, VC, was assaulted by the youths<br />

who knew VC as one of the opposition<br />

supporters.<br />

20 June 2007<br />

PT, of Muyambi Village, was attacked by<br />

TD, of Zanu PF. It is said that the victim<br />

was attacked when he met his assailant at<br />

Manoti business centre. He was attacked<br />

for wearing an MDC T/shirt. It is further<br />

alleged that the victim was asked who he<br />

thought he was to move around in<br />

opposition regalia.<br />

20 June 2007<br />

CM, an opposition sympathizer, was<br />

attacked by JC, of Zanu PF. It is said that<br />

the victim refused to let her daughter be<br />

married by CM, because the perpetrator<br />

wanted to use Zanu PF as a ticket to<br />

marriage.<br />

25 June 2007<br />

Two MDC supporters, NM and SN, were<br />

harassed by three Zanu PF supporters, MJ,<br />

IM and JB. It is alleged that the<br />

perpetrators were chanting Zanu PF<br />

slogans at some kitchen party, where the<br />

organisers were not happy and started<br />

harassing them.<br />

Gokwe Nembudziya<br />

3 June 2007<br />

Opposition supporters, CM and six others,<br />

were attacked by some Zanu PF youths,<br />

led by PS and C. It is alleged that PS<br />

accused the opposition of demonising the<br />

country, and they went on a beating spree<br />

of all those who were present including<br />

school teachers.<br />

The headmaster of Chinyenyetu Primary<br />

School, Mr M, is accusing parents of<br />

children at the school of being saboteurs<br />

sent by the opposition. It is alleged that the<br />

parents are finding it hard to get extra cash<br />

to supplement for the Building Fund. The<br />

headmaster has resorted to calling those<br />

who cannot pay supporters of the<br />

opposition.<br />

8 June 2007<br />

One opposition member, SK, was<br />

assaulted by a Zanu PF supporter OM. It is<br />

alleged that the victim chanted his party’s<br />

slogans when he was approached by the<br />

perpetrator who wanted to know why he<br />

chanted such a shameful slogan. It is<br />

further alleged that the perpetrator<br />

continued to beat him and later he cut off a<br />

piece of the victim’s tongue.<br />

16 June 2007<br />

TZ, of Nyamuponda Primary School, was<br />

reportedly assaulted by TM, of Zanu PF.<br />

TZ was accused of receiving money from<br />

the MDC and not sharing the money with<br />

his relatives and friends.<br />

17 June 2007<br />

LC, was reportedly assaulted by VM, a<br />

Zanu PF supporter, on allegations of<br />

socialising with MDC supporters. The<br />

victim was threatened with further assault<br />

if he continues to mix with MDC<br />

supporters.<br />

21 June 2007<br />

Two opposition supporters, JH and RM, of<br />

Ungwe Primary School, were purportedly<br />

assaulted by C of Zanu PF. The two were<br />

accused of campaigning for the opposition<br />

party.<br />

22 June 2007<br />

Two opposition party supporters, LC and<br />

C, were allegedly harassed by LMM, who<br />

is the headmaster of Chinyenyetu<br />

Secondary School. LMM accused the<br />

victims of supporting the opposition and<br />

barred the victims’ children from attending<br />

school, saying their parents were enemies<br />

of the state.<br />

Zanu PF youth were allegedly deployed by<br />

their kraal head, Z, who sent the youths to<br />

mobilise all locals to vote for Zanu PF<br />

during the coming elections. It is further<br />

beat up all those who opposed them.<br />

EG was allegedly assaulted by Zanu PF<br />

supporters, CS and DM, after EG was<br />

found campaigning for the opposition.<br />

wanted to know where he was going. It is<br />

reported that PN, in response told GD that he<br />

was visiting a friend, but GD was not<br />

convinced and went on to slit PN’s bicycle<br />

tyres, accusing him of organising meetings<br />

for the opposition.<br />

1 June 2007<br />

JM, a local, was allegedly harassed by SM, of<br />

Nehanda village, Watson Farm, who<br />

threatened the victim with eviction from his<br />

farm, because he is not a Zanu PF cadre.<br />

5 June 2007<br />

Three church pastors, M, and others were<br />

allegedly harassed by members of the police<br />

force. It is said that the police approached<br />

the Roman Catholic Priest, Father M, and<br />

asked him why he allowed a group of pastors<br />

to have a prayer meeting at his parish.<br />

TC, an opposition supporter was allegedly<br />

harassed by two war veterans, C and DM.<br />

TC, was allegedly coming from work when<br />

he passed through one of the war veteran’s<br />

house where the war veterans were holding<br />

their meeting. The victim was accused of<br />

Zanu PF sympathisers were to benefit from<br />

the programme.<br />

At Nyepere Village, AH, a former Zanu PF<br />

supporter was reportedly harassed, by PS,<br />

of Zanu PF, for defecting from Zanu PF to<br />

MDC.<br />

CM, was reportedly harassed, by Zanu PF<br />

supporters. It is reported that the CM, the<br />

headman of Makomo village, was harassed<br />

for reasons that his wife is a staunch<br />

supporter of United Peoples’ Party (UPP).<br />

PF because of his wife.<br />

14 June 2007<br />

In Machingambi village, ward 11, AM (31)<br />

was reportedly harassed by BM, of the<br />

ruling party. AM allegedly met BM on her<br />

way to attend a meeting called by Chief M<br />

wearing a red hat. The perpetrator ordered<br />

the victim to remove the hat perceiving red<br />

as an MDC party colour.<br />

intimidated by LC (43), of the ruling party,<br />

celebration, where chief M had benefited a<br />

tractor under the Agricultural<br />

Mechanisation Programme.<br />

At Domoshava Primary School, Chief M<br />

of Mazhawidza village allegedly<br />

threatened villagers with expulsion from<br />

the village, if they support the opposition<br />

BM, a school girl, was reportedly harassed<br />

and accused of supporting MDC together<br />

with her parents by TCS, the headmaster of<br />

her school. It is said that the girl with her<br />

friends were assigned to clean the<br />

headmaster’s office when by error, the girl<br />

touched the wall with wet hands leaving an<br />

open hand print on the wall. The open<br />

hand is said to a symbol for MDC hence<br />

the harassment of the young girl.<br />

25 June 2007<br />

At Chief M’s homestead, Chief M and<br />

PJM, were reportedly harassed, by EM, of<br />

Zanu PF, who threatened to expose Chief<br />

M’s political status to top Zanu PF<br />

officials. Chief M was being accused of<br />

supporting MDC because he had denied<br />

EM, a chance to becoming a kraalhead.<br />

Mwenezi<br />

2 June 2007<br />

MD and EM, of Neshuro Secondary<br />

School, were allegedly assaulted by two<br />

policemen at Sarahuru Township, after<br />

they were found loitering at the<br />

township at around 8 pm. The two<br />

victims were asked to give reasons why<br />

they were at the township. They were<br />

assaulted with baton sticks after they<br />

failed to give satisfactory answers.<br />

5 June 2007<br />

It is alleged that at Lundi Township, JC<br />

(23), BH (28) and JC (30), of the MDC<br />

were harassed by police officers from<br />

Masvingo Central Police Station on<br />

allegations of selling fuel on the parallel<br />

market.<br />

18 June 2007<br />

At Matande Primary School, teachers<br />

including S, M and Z were allegedly<br />

harassed by SM and EM of the ruling<br />

party for not attending ruling party<br />

meetings. The victims were ordered to<br />

produce Zanu PF membership cards and<br />

after they failed to produce the<br />

membership cards, they were threatened<br />

with unspecified action.<br />

20 June 2007<br />

MS, was allegedly harassed by SS, who<br />

is the ward Councillor, at a meeting<br />

platform to welcome his villagers, instead<br />

he started chanting his party slogan and a<br />

number of people did not respond because<br />

they wanted to hear about the food<br />

distribution. The victim was spotted as<br />

the slogans and was chased away from the<br />

meeting. SS also accused the victim of<br />

supporting the MDC.<br />

20 June 2007<br />

It is alleged that Rutenga police are<br />

harassing Sarahuru community. It is said<br />

that the police are going door to door<br />

searching for foreign currency and if they<br />

find the money they just confiscate it<br />

without any fine being paid.<br />

Masvingo Central<br />

2 June 2007<br />

GM (32), a police officer was allegedly<br />

evicted by his landlord, C. C told GM that<br />

he no longer wanted to accommodate<br />

police officers because they went about<br />

beating up people for no reason. GM was<br />

accommodated at a police camp, where he<br />

was given a classroom to put his<br />

belongings together with his family.<br />

2 June 2007<br />

AT and AM, were supposedly harassed, by<br />

WM, of Zanu PF. They were accused of<br />

having gone to the perpetrator’s shop and<br />

ordered the till operators to sell them stuff<br />

at half prices citing that government had<br />

ordered price reductions by 50%.<br />

8 June 2007<br />

TZ (35), CT (29) and NT (24) were<br />

allegedly assaulted by three Zanu PF<br />

members in Rhodene, for asking why the<br />

police gave Zanu PF supporters clearance<br />

to hold a meeting whilst they refused to<br />

clear MDC supporters.<br />

10 June 2007<br />

BM (42), of the MDC, was allegedly<br />

assaulted and unlawfully detained by the<br />

CIO at Mucheke Stadium, where the MDC<br />

party president was addressing a rally, for<br />

opposing the ruling government.<br />

17 June 2007<br />

MT (36), WC (28) and TM (31) were<br />

allegedly harassed by PC, GM, and other<br />

Zanu PF members at Chesvingo crèche<br />

where, MT intended to hold her CIVNET<br />

workshop on participation. The Zanu PF<br />

youths harassed some of the participants<br />

on their way to the workshop, linking<br />

the CIVNET workshop to an MDC rally<br />

that was held at Mucheke stadium.<br />

23 June 2007<br />

AM, was reportedly threatened with<br />

unspecified action, for allegedly<br />

attending a meeting organized by a local<br />

NGO. He was accused of being a<br />

member of the opposition MDC party.<br />

24 June 2007<br />

M (30), M (39) and K (±40), all war<br />

veterans, were reportedly assaulted by<br />

M, S and M of Zanu PF, for telling other<br />

war veterans at a meeting that it was<br />

time for them to make a move on the<br />

Zanu PF leader who did not want to give<br />

others a chance to rule Zimbabwe.<br />

When the ruling party supporters heard<br />

of this they went to the meeting and<br />

assaulted the victims and ordered people<br />

to disperse.<br />

Masvingo North<br />

4 June 2007<br />

LM and CC, of Zanu School, were<br />

purportedly intimidated and harassed by<br />

JK, of Zanu PF, who is also the<br />

Chairperson, at a School Development<br />

Committee meeting. JK allegedly<br />

stopped CC from attending the meeting<br />

accusing him of being an MDC<br />

supporter. JK also went ahead to<br />

suspend LM from being in the School<br />

Development Committee because he<br />

suspected him to be a UPP party<br />

supporter.<br />

6 June 2007<br />

CC, of UPP, was allegedly harassed by<br />

JK, the Zanu PF Chairperson, who<br />

accused him of defecting to UPP. CC<br />

was forced to go for a hearing with the<br />

disciplinary committee at the Zanu PF<br />

offices in Masvingo. CC alleges that he<br />

denied the allegations which were<br />

levelled against him and the committee<br />

asked CC to persuade the youths in ward<br />

14 to join the ruling party.<br />

12 June 2007<br />

JT (45), SS (60) and SM (38), were<br />

allegedly denied food aid because their<br />

sons are MDC activists. The victims<br />

were also accused of being MDC<br />

supporters and were not eligible to get<br />

food aid.<br />

TC (52), was allegedly harassed by<br />

Chief M and Nemamwa Police officers<br />

for organising a ZESN workshop in the<br />

area.<br />

23 June 2007<br />

It is alleged that carpentry instructors at<br />

Masvingo Polytechnic College were<br />

allegedly forced by MP SM, to go to his<br />

homestead in Zimuto to roof another<br />

house. The victims had previously been<br />

taken to do the same job at another<br />

house for no payment in May 2007.<br />

Chivi North<br />

3 June 2007<br />

PM (52), of the MDC, was allegedly<br />

harassed by MB (55) of the ruling party,<br />

for talking to a newspaper correspondent<br />

on how ‘operation maguta’ was being<br />

politicised. The victim was threatened<br />

with unspecified action by the<br />

perpetrator.<br />

6 June 2007<br />

At Chinembiri Secondary School, M,<br />

the headmaster of the school ,was<br />

allegedly harassed by Zanu PF members<br />

and war veterans, during the registration<br />

of the Ordinary Level June<br />

examinations. The perpetrators wanted<br />

the headmaster to reduce the registration<br />

fees. The school was closed resulting in<br />

failure of the June examinations being<br />

written at Chinembiri Secondary School.<br />

14 June 2007<br />

It is alleged that teachers at Madya<br />

Primary School, were allegedly<br />

assaulted and intimidated by the ward<br />

coordinator and Zanu PF supporters.<br />

The teachers were accused of abusing<br />

the children by sending them to fetch<br />

firewood and water. They were also<br />

accused of supporting the MDC.<br />

15 June 2007<br />

NS and Chivi police allegedly denied<br />

WM (47), of Mutangi village, a<br />

clearance letter for him to hold a field<br />

day at ZIPWA Project, accusing him of<br />

being an MDC supporter. Some of the<br />

participants failed to attend.<br />

25 June 2007<br />

LK (28), the registration officer, was<br />

allegedly assaulted by MJ, of Zanu PF, for<br />

trying to explain to the perpetrator why he<br />

should go to Masvingo to pay for his lost<br />

identity particulars. LK was labelled an<br />

MDC supporter.<br />

27 June 2007<br />

Shokoni villagers were reportedly harassed<br />

by police and were also charged under<br />

POSA, whilst they were waiting for a food<br />

for work programme.<br />

Chivi South<br />

8 June 2007<br />

JM (36), of the MDC, was allegedly<br />

assaulted by six Zanu PF supporters under<br />

the leadership of the Minister of Rural<br />

Development and Water Resources, for<br />

commenting that Zanu PF party leaders are<br />

able to preach what they do not practise.<br />

The perpetrators were holding meetings<br />

with rural people, mainly youth groups in<br />

order to train them on income generating<br />

projects.<br />

9 June 2007<br />

TC (30), of Zanu PF, was purportedly<br />

assaulted by D, C and I, MDC supporters<br />

for answering an MDC slogan by shouting<br />

a Zanu PF slogan. The victim was<br />

hospitalised at Chivi hospital.<br />

SM, of the MDC, was allegedly assaulted<br />

by JM, of Zanu PF, who is Councillor T’s<br />

security officer. Councillor T had told<br />

villagers at a meeting that anyone who was<br />

under the age of 35 had no need to register<br />

to vote as they will only go with their<br />

identity cards on the voting day. SM<br />

opposed the Councillor and was assaulted.<br />

25 June 2007<br />

RM (36), of the ruling party, was allegedly<br />

assaulted by fellow party supporter, TM<br />

(38) at Run’ai Township, after saying that<br />

GG, of MDC, was reportedly harassed by<br />

AM, and BC, at a meeting for School fees<br />

top-up at Gozho Primary School. It is<br />

alleged that victim wanted to air his views<br />

at the meeting when the perpetrators<br />

started booing and saying the meeting was<br />

not an MDC rally and told him to sit down.<br />

The victim left the place because of the ill<br />

treatment<br />

by police for organising a Women’s<br />

Coalition workshop at Nyikavanhu<br />

Business Centre. The victims were<br />

charged under POSA and were detained<br />

for two days, and denied access to food<br />

and visitors.<br />

19 June 2007<br />

AC (47), of the MDC, was allegedly found<br />

with MDC materials in his home by Chief<br />

S, of Zanu PF. The victim was ordered to<br />

burn the materials or leave the village. AC<br />

refused to burn the materials claiming that<br />

he had the right to choose party of his own<br />

choice. The victim was ordered to leave<br />

the village.<br />

22 June 2007<br />

At Gunikuni village, TM, BM and others,<br />

of the Zanu PF, reportedly harassed WC,<br />

TR and others of MDC who were at an<br />

MDC rally, threatening attendants that<br />

Zanu PF was going list down their names<br />

and make sure they do not get food aid.<br />

The MDC rally attendants allegedly started<br />

dispersing from the meeting for fear of<br />

being denied food aid.<br />

Zaka East<br />

2 June 2007<br />

M, the MDC candidate for the Zaka East<br />

by-elections and Z, the MDC organising<br />

secretary, were addressing a rally at<br />

Chinorumba Business Centre, when the<br />

police arrived in a truck and grabbed the<br />

two without questioning them and shoved<br />

them into a truck. The police accused the<br />

victims of telling the people to refuse to go<br />

to elections. M and Z, were detained for<br />

some hours and later released without<br />

charge. They were told not to hold any<br />

rally till the Zaka East by-election was<br />

over.<br />

5 June 2007<br />

At Shindi village, an unnamed NGO was<br />

re-registering people for the food aid at<br />

Chief S’s homestead and only a few people<br />

qualified. TM (37), of the MDC, allegedly<br />

went to the chief in a bid to force the chief<br />

to register him. Chief C denied registering<br />

TM, and he threatened Chief C with death.<br />

It is alleged that a group of soldiers were<br />

going around the area distributing maize<br />

seeds and fertiliser under ‘operation<br />

maguta’ and it is further alleged that these<br />

soldiers were only giving seed to those<br />

that they were not going to pay anything<br />

towards the stands accusing him and Zanu<br />

PF of distributing land unfairly.<br />

T, N, E, P and M, were allegedly arrested<br />

It is purported that G, C, M and other<br />

junior teachers were allegedly harassed by<br />

M and M of the ruling party, forcing them<br />

to attend a Zanu PF rally at Padare<br />

Business Centre. Most of the teachers<br />

attended the rally and those who did not<br />

were threatened with loss of jobs. The<br />

headmaster reported the victims to the DA<br />

and the teachers apologised to the DA and<br />

were told to attend every Zanu PF rally in<br />

the ward.<br />

intimidated by VIDCO 3 Chairperson, who<br />

told all the villagers that they must go to<br />

villagers were threatened with eviction.<br />

They were ordered to vote for Zanu PF<br />

only.<br />

Runhengo Primary School committee, for the<br />

two orphans he looks after. This was done<br />

because of his support for the ruling party.<br />

It is purported that ward 18 and 26 residents<br />

are constantly being harassed by Zanu PF<br />

youths who are patrolling the areas, wanting<br />

to know MDC supporters.<br />

and evicted from his farm at gun point, by<br />

Zanu PF youths, led by M. It is said that<br />

the farmer was known for resisting<br />

eviction. The victim has since relocated to<br />

Paymaster Farm 40 from where they are<br />

also forcing him out of the new place.<br />

21 June 2007<br />

M (49), of the MDC, was allegedly<br />

harassed by Chief C, of Zanu PF, on<br />

allegations of mobilising his people not to<br />

vote during the by-election. M told the<br />

chief that his party did not contest in the<br />

elections. The chief asked M to mobilise<br />

support for the ruling party but he refused.<br />

The chief ordered M to pay a goat.<br />

8 June 2007<br />

M, an MDC activist, of Nhema School,<br />

was allegedly displaced from the village by<br />

Chief N, for refusing to vote. The victim<br />

had allegedly told the chief’s police, that<br />

he was not going to vote because MDC<br />

was not participating in the bi-elections. It<br />

is said that the Chief has ordered his police<br />

to force people to go and vote.<br />

12 June 2007<br />

KM, of the MDC, was ordered by kraal<br />

head M of the ruling party to pay $200 000<br />

for not attending the Zaka East bielections.<br />

The victim had refused to attend<br />

the elections because MDC has boycotted<br />

the elections.<br />

EG (31), of the MDC, who was a local<br />

observer during the by-election was<br />

allegedly accused of not voting and being a<br />

local observer meant that she was a<br />

member of the MDC by PM and TM, of<br />

Zanu PF. The victim was threatened with<br />

displacement if she repeated the same.<br />

4 June 2007<br />

It is alleged that AM (65), of the MDC,<br />

was assaulted by his step-son, PM (38), of<br />

Zanu PF for supporting the opposition<br />

party.<br />

NM, of the ruling party, was allegedly<br />

denied donor assistance, by the MDC led<br />

harassed by suspected CIO for carrying out<br />

MDC operations in the area. The victim was<br />

also threatened with death if he continued<br />

working for MDC. The victim suffered minor<br />

injuries from the assault.<br />

11 June 2007<br />

HH, of the MDC, was reportedly assaulted<br />

and displaced. by Zanu PF youths, led by M.<br />

The perpetrators reportedly took the<br />

remaining hectares of the farm including the<br />

house and farm equipment. They also stole<br />

other valuables which were in the house.<br />

14 June 2007<br />

Zanu PF youths, led by M, allegedly<br />

displaced NB, a white farmer, whom they<br />

claimed was resisting eviction. The<br />

perpetrators fired warning shots to intimidate<br />

the victim.<br />

15 June 2007<br />

At Chambuta Business Centre, SM and JM,<br />

of MDC, were allegedly assaulted,<br />

handcuffed and taken to the police station. It<br />

is reported that the victims were accused of<br />

participating in opposition politics. The case<br />

was dismissed by the police. The victims<br />

sustained bruises and they got treatment at<br />

Chambuta Clinic.<br />

17 June 2007<br />

ML, of MDC, was allegedly attacked and<br />

evicted from his farm by Zanu PF youths, led<br />

by M. at gun point. The farmer allegedly left<br />

everything at his farm.<br />

At Chilonga Business Centre, AT, an<br />

MDC supporter, was reportedly assaulted,<br />

by Zanu PF youths led by L. AT, was<br />

accused of not attending a Zanu PF<br />

meeting which was aimed at strategising<br />

for council elections. He was also accused<br />

of distributing MDC T/shirts in the area.<br />

AT, was ordered to relocate.<br />

23 June 2007<br />

RD of the MDC, was reportedly assaulted,<br />

by Zanu PF youths, led by L, for wearing<br />

an MDC T/shirt. The victim was forced to<br />

chant Zanu PF slogans and was kicked<br />

with booted feet and beaten with sticks.<br />

Chiredzi North<br />

7 June 2007<br />

IN (29) of the MDC, was allegedly<br />

harassed, by FM and ZT, of the ruling<br />

party after IN was seen reading the<br />

Zimbabwean Newspaper. The victim was<br />

ordered to put the paper in the fire as it was<br />

an anti-government paper which was not to<br />

be read in their community.<br />

15 June 2007<br />

EN, a commercial farmer, was allegedly<br />

displaced from his farm, by army officers<br />

who drove to his farm using army vehicles<br />

and ordered him to leave the farm because<br />

they were taking over the farm. The<br />

victim left everything at the farm and went<br />

to live in Chiredzi town.<br />

18 June 2007<br />

EC, of MDC, allegedly suffered malicious<br />

damage to his property, when his house<br />

was set on fire by M, M and ten others of<br />

Zanu PF. The victim was also receiving<br />

threats of violence, assault and<br />

victimization at his work place for his<br />

involvement with ZCTU. He was accused<br />

of supporting MDC.<br />

SH (72), was reportedly assaulted, by MH,<br />

of the ruling party because her son who is<br />

outside the country bought her a residential<br />

stand. The perpetrator is threatening the<br />

victim with unspecified action.<br />

M, who is the manager at Collective<br />

Finance, was reportedly given money by<br />

the RBZ to distribute to Small and<br />

Medium Enterprises. It is alleged that the<br />

victim was threatened with assault by M,<br />

who is a member of Zanu PF, after the<br />

victim refused to give preference to Zanu<br />

PF supporters only.<br />

22 June 2007<br />

At Mpandawana Council, residents of<br />

ward 33 and 34 were reportedly threatened<br />

by MP M, of Zanu PF, who told the people<br />

to vote for Zanu PF in the 2008 elections<br />

or else there was going to be war. People<br />

were given clothes after the meeting.<br />

22 June 2007<br />

It is reported that ward 27 MDC<br />

Councillor, was denied to take part in the<br />

full council meeting by Zanu PF<br />

supporters. The perpetrators told the only<br />

MDC Councillor that they wanted to<br />

discuss Zanu PF issues and he was not<br />

welcome.<br />

22 June 2007<br />

The MP for Gutu North, LM, reportedly<br />

threatened villagers of wards 8, 33 and 34<br />

with war if they voted for the MDC in the<br />

economy of Zimbabwe, teachers of Gomba<br />

School, were allegedly harassed, by M, a<br />

Councillor with Zanu PF who accused<br />

them of discussing politics. The case was<br />

reported to the District office for the<br />

teachers to be disciplined.<br />

22 June 2007<br />

ST, a Zanu PF Councillor, was reportedly<br />

harassed by people at a meeting for<br />

HIV/AIDS. It is said that the victim was<br />

supposed to take minutes at the meeting<br />

but was stopped after people accused him<br />

of supporting MDC.<br />

26 June 2007<br />

Mr M, a businessman, and member of the<br />

MDC, was reportedly harassed, by Mrs. C<br />

of Zanu PF. It is reported that the<br />

perpetrator went to the victim’s<br />

supermarket and accused him of<br />

overcharging because his goods were<br />

above the gazetted price. The perpetrator is<br />

said to have attempted buying opaque beer<br />

at the gazetted price but the shop owner<br />

refused thus he was harassed.<br />

Zaka West<br />

2 June 2007<br />

BT allegedly suffered malicious damage to<br />

his property because he was being accused<br />

of supporting MDC. It is alleged that FZ,<br />

of Zanu PF, purportedly set BT’s house on<br />

fire with the intention of burning the<br />

victim inside the house. Fortunately, the<br />

victim was not in the house when the fire<br />

started.<br />

4 June 2007<br />

At Muchingambi Business Centre, NM, of<br />

MDC, was ostensibly assaulted by KR, of<br />

Zanu PF, accused of being an MDC<br />

supporter who was disturbing the<br />

MDC women were reportedly harassed by<br />

Zanu PF officials, who denied them access to<br />

paraffin which was promised to the women<br />

of the area because they supported MDC.<br />

15 June 2007<br />

MDC supporters, TR, and PS, were<br />

purportedly harassed by M, of Zanu PF, who<br />

threatened them with unspecified action from<br />

Zanu PF if they were going to continue<br />

supporting and campaigning for MDC. This<br />

took place at Veza Business Centre at a<br />

meeting which was called by the ward<br />

Councillor W, to announce the price for a<br />

50kg bag of maize.<br />

19 June 2007<br />

TG, of MDC, was reportedly threatened and<br />

harassed by PM, of Zanu PF, and told to stop<br />

distributing MDC material in the area.<br />

20 June 2007<br />

At Mawere Business Centre, TT, and AC of<br />

Zanu PF, were purportedly harassed, by EC,<br />

of MDC, when he told them to stop forcing<br />

other youths to join Zanu PF if they wanted<br />

to live in the area. He warned that if he ever<br />

heard that the two continued with their<br />

agenda then they would be risking their lives.<br />

23 June 2007<br />

IC and KM, of MDC, were purportedly<br />

harassed, by AH, of Zanu PF, for supporting<br />

MDC. The two were being forced to join<br />

Zanu PF or else suffer eviction from the area<br />

It is alleged that a police officer H harassed<br />

and threatened to assault TM, M, and PN<br />

of MDC Empumalanga Township, who<br />

had gone to notify the police about their<br />

intention to convene a meeting in Binga on<br />

the 16 th of June. It is alleged that on arrival<br />

constable H who as manning the gate<br />

accused TM, of acting like an American<br />

negro and threatened to break his pride. H<br />

allegedly ordered TM to remove his ear<br />

stud as he was not properly dressed to<br />

enter the police station to which TM<br />

complied for fear of being assaulted.<br />

However, TM, reported the case to another<br />

officer M at the same station who in turn<br />

summoned Constable H, to his office and<br />

enquired about the matter. It is said that<br />

afterwards, Constable H further threatened<br />

TM and warned that he would continue<br />

frustrating all MDC efforts to hold<br />

meetings in the area.<br />

PN, of Bulawayo Agenda in Victoria Falls,<br />

is said to have had applied several times to<br />

hold a public meeting and was turned<br />

down by the Victoria Falls police violating<br />

the organization’s freedom of expression.<br />

BT, of Dingani village stole a bed from<br />

Marist and was arrested. She did not resist<br />

were denied access to food for the<br />

allegedly coming from the MDC<br />

stronghold area.<br />

LM, of Tsholotsho Business Centre, was<br />

reportedly accused of being an active<br />

member of ZESN by the Zanu PF<br />

senator JM and was harassed and forced<br />

to name other ZESN leaders in the<br />

district violating his freedom of<br />

association.<br />

LM, the Zimrights Chairperson from<br />

Tsholotsho business centre was<br />

reportedly accused of pursuing the<br />

interests of the West, by JM, the Zanu<br />

PF senator by working for Zimrights and<br />

the perpetrator denounced Zimrights.<br />

MT, and RM of MDC from Manqe<br />

village were reportedly accused of<br />

sourcing funding from an NGO for their<br />

project by VM and T, of Zanu PF<br />

claiming that the organization is linked<br />

to their MDC party and were given two<br />

week ultimatum to step down from the<br />

leadership positions of the project.<br />

20 June 2007<br />

IT, a freelance pump mechanic from<br />

Nquoya Tsholotsho in Mbizo village<br />

was contracted by the community to fix<br />

dysfunctional boreholes. When he was<br />

halfway through, DM, a war vet<br />

eran and Zanu PF member blocked his<br />

efforts accusing him of not belonging to<br />

Zanu PF. He therefore could not fix the<br />

boreholes on behalf of government.<br />

34 year old TG a Zanu PF supporter of<br />

Lupane allegedly annoyed NN of MDC<br />

at a funeral when he said “The Ndebele<br />

people are stupid just like the deceased,<br />

no wonder they were killed in the<br />

Gukurahundi era and this year many of<br />

them will die”. This led to the assault of<br />

NN with clenched fists and pressing him<br />

down onto the fire burning one side of<br />

his face.<br />

9 June 2007<br />

CN, and JM of MDC of Lupanda,<br />

Somgolo Primary School, Lupane, were<br />

allegedly assaulted by PL, MM, MS and<br />

MM, of Zanu PF. It is said that the<br />

victims were on their way home from<br />

their party meeting. The perpetrators<br />

demanded all the meeting materials that<br />

were distributed at the meeting and this<br />

triggered a fist fight and JM was injured.<br />

13 June 2007<br />

FN, of Zanu PF from Shabula Village in<br />

Lupane, was reportedly assaulted by<br />

BN, of MDC and was accused of being<br />

problematic because he is a trained<br />

youth militia who was allegedly<br />

implicated in a number of human rights<br />

violations during the 2005 election. He<br />

was beaten with a club on the back. The<br />

incident took place at Matshabala beer<br />

hall in Matshiya ward.<br />

15 June 2007<br />

MN, of Zanu PF who resides at Nyathi<br />

homestead in Lilangeni village, was<br />

accused of belonging to an unruly party<br />

that discriminate along party lines when<br />

distributing food by MM, QD, and HS<br />

of MDC. A heated argument is said to<br />

have ensued, and he was assaulted<br />

during the conflict and got injured. The<br />

three were later arrested by the police.<br />

HZ, of MDC, from Mhlahlandlela<br />

village in Matshiya ward was reportedly<br />

denied access to maize grain by GMB<br />

official JN, allegedly accusing him of<br />

being an MDC activist and was advised<br />

to see Mr. M the MDC Member of<br />

Parliament for maize.<br />

allegedly harassed and threatened with a<br />

second “Gukurahundi” if they continued<br />

was allegedly harassed by Councillor JD,<br />

of MDC and gave preference to his MDC<br />

party members to board the bus to<br />

Dakamela at the expense of other members<br />

of the public and NN of Zanu PF in<br />

particular was denied to board the bus.<br />

SN the Minister of Small and Medium<br />

Scale businesses addressed a meeting at<br />

Simon business centre in Nkayi where she<br />

allegedly threatened MM, TM and NM, of<br />

MDC with suspension of the monthly<br />

allowances since they were kraal heads and<br />

accused of being loyal to the MDC.<br />

EM of MDC from Sibangilizwe village in<br />

Ngomambi was reportedly threatened with<br />

loss of his post of kraalhead by SM of<br />

Zanu PF also from Sibangilizwe for<br />

allegedly attending a ZESN democracy<br />

workshop that was held at Mtshabi<br />

Primary School. He was told that as a<br />

kraal head he was supposed to be loyal to<br />

Zanu PF.<br />

supporters of Zanu PF were purportedly<br />

threatened with expulsion from the party<br />

by JD and FS a war veteran also of Zanu<br />

PF, for allegedly attending the MDC rally.<br />

village were elected by the community to<br />

SN and LD both MDC supporters from<br />

Mbembeswana ward in Matateni village<br />

were allegedly accused of stealing maize<br />

from the Bulilima Member of Parliament.<br />

This incident made the two to be displaced<br />

from ward 2 by TN and N also of MDC.<br />

ZM of MDC from Mbembeswana 1, ward<br />

3, village 2, was supposedly accused of<br />

20 June 2007<br />

MS of MDC from Mbembeswana ward 3,<br />

village 3 was reportedly assaulted by DN,<br />

and ST, of Zanu PF at a kraalhead’s<br />

meeting accusing him of saying nonsense<br />

and belonging to MDC. The kraalhead<br />

reported the matter to police.<br />

20 June 2007<br />

SN, and SH, of Zanu PF of Majiji village<br />

allegedly accused ID, of organizing a<br />

youth meeting which was to be held at<br />

their homestead. The perpetrators<br />

allegedly approached her, saying, if she<br />

ever addresses the meeting, she was not<br />

going to make MDC members hold<br />

positions in their village as only Zanu PF<br />

members were allowed.<br />

It is alleged that at Balanda beer garden,<br />

argued over the elections to be held in<br />

2008. It is said that MM, MM and CM of<br />

MDC allegedly told Zanu PF supporters<br />

that their candidate whom they campaign<br />

for, will never win. This statement led to a<br />

fist fight and MM, and CM were injured in<br />

the process<br />

EN, and TM of MDC and Zanu PF<br />

respectively were accused of being lovers<br />

yet they were from different political<br />

parties. The perpetrator is said to even<br />

have threatened the male victim with<br />

dismissal from their party saying he is a<br />

sell-out. The incident occurred during a<br />

gala at their area. The two were also<br />

threatened with dismissal from the area.<br />

It is alleged that the victims were at the<br />

School meeting when DD and HM<br />

approached PD, and TM, all of Zanu PF<br />

wanting to now why they separated<br />

themselves from their party and accused<br />

them of holding a clandestine political<br />

conceived shortly after 2000 by a group of<br />

Churches and NGOs working or interested in<br />

human rights and peace-building initiatives, and<br />

was to become a vehicle for civic interventions<br />

in a time of political crisis. In particular ZPP<br />

sought to monitor and document incidents of<br />

human rights violations and politically-motivated<br />

breaches of the peace e.g. violence.<br />

Today, ZPP’s member organisations include, the<br />

Catholic Commission for Justice and Peace<br />

(CCJP), Zimbabwe Council of Churches (ZCC),<br />

Evangelical Fellowship of Zimbabwe (EFZ),<br />

Zimbabwe Election Support Network (ZESN),<br />

Liberators’ Platform, Zimbabwe Civic Education<br />

Trust, Zim<strong>Rights</strong>, Civic Education Network<br />

GOAL AND OBJECTIVES OF THE ORGANISATION<br />

ZPP was established with the aim of promoting<br />

peaceful co-existence and to help reduce political<br />

conflict and violence through monitoring,<br />

investigating and researching the causes and<br />

nature of violence and circulating widely the<br />

results of such activities. The organisation also<br />

aims to help resolve politically related conflicts,<br />

and to identify victims and perpetrators of<br />

such conflicts, the former of whom will be<br />

assisted by being given any support they may<br />

require, e.g. legal, medical or material assistance.<br />

ZPP aims to work in cooperation with any<br />

authorities, institutions and individuals to<br />

achieve its objectives of curbing violence and<br />

upholding human rights.<br />

VISION<br />

To see Zimbabwe transform into a society that cherishes the pursuit and realisation of justice, freedom,<br />

peace, human dignity and development.<br />

MISSION<br />

ZPP is registered community based trust that promotes peace through documenting human rights violations<br />

and disseminating them to stakeholders and policy makers.<br />

GOAL<br />

To reduce violence and human rights violations through community-based and national monitoring,<br />

documentation of cases of human rights abuses, and making partnerships and alliances that tap the<br />

expertise and assets of local communities and local and regional organisations that will help the attainment<br />

of sustainable peace and democracy in Zimbabwe.<br />

THE OBJECTIVES OF THE ZPP<br />

the human rights, freedoms, dignity<br />

and livelihood of people, e.g. the<br />

availability or otherwise of food;<br />

• Recording and documenting cases<br />

of conflict and human rights<br />

violations;<br />

• Networking strategically with other<br />

organisations able to assist victims<br />

and perpetrators;<br />

• Conducting follow-up<br />

investigations to gather enough<br />

evidence to build up water tight<br />

cases for purposes of litigation;<br />

• Ensuring that certain verified cases<br />

of violence and human rights<br />

violations are litigated and<br />

perpetrators are punished; as part of<br />

an anti-impunity drive through the<br />

courts<br />

• Providing basic counselling<br />

services for both victims and<br />

perpetrators of violence and human<br />

The organisation’s strength lies in the fact that it is perhaps the only permanent community-based civil<br />

society organisation with a country-wide grassroots presence. ZPP has two trained primary monitors<br />

deployed in each of the 120 electoral constituencies of Zimbabwe.<br />

The monitors are members of the communities within which they reside and work, and this gives ZPP the<br />

capacity to, among other things, ‘sense’ conflicts long before their symptoms spread.<br />
