DEFINITIONS / CLARIFICATIONS<br />

Examples:<br />

1. A vehicle changes lanes into the path of another vehicle (without making contact) causing an<br />

accident. The vehicle changing lanes is a non-contact vehicle.<br />

2. A school bus is stopped on the roadway picking up or discharging pupils and one of the pupils is<br />

struck without the school bus being struck. The school bus is a non-contact vehicle.<br />

3. A pedestrian darts into the roadway causing a motor vehicle to stop suddenly without striking the<br />

pedestrian. A following vehicle swerves to avoid the stopped vehicle and collides with a fixed<br />

object. The first vehicle is a non-contact vehicle.<br />

OTHER BUS: An “other bus” is any bus used for transportation purposes other than school bus,<br />

transit bus, intercity bus, or charter bus.<br />

Inclusions:<br />

— Private companies providing transportation services for their own employees and others (hotel<br />

shuttles, etc.).<br />

— Non-governmental organizations (such as churches and non-profit groups).<br />

— Non-educational units of government (such as departments of corrections).<br />

OVERTURN/ROLLOVER: Includes vehicles rotating at least a ¼ turn (motorcycles included if<br />

damaged or riders injured)<br />

PERSONAL CONVEYANCE: A personal conveyance is a device, other than a transport device, used<br />

by a pedestrian for personal mobility assistance or recreation. These devices can be motorized or<br />

human powered, but not propelled by pedaling.<br />

Personal Conveyance Exclusions:<br />

o Golf cart<br />

o Low Speed Vehicles (LSVs)<br />

o Go-carts<br />

o Mini-bike<br />

o "Pocket" motorcycles<br />

o Motor scooters<br />

o Any registered or “tagged” vehicle<br />

RIDING ROUTE: A riding route is a highway that rides on another highway with a higher designation.<br />

Example – U040 rides on I070 from Oakley to Topeka; I070 is the “carrying route” and U040 is the<br />

“riding route”, because Interstate routes “carry” U and K routes. Further, lower numbered routes of the<br />

same type “carry” higher numbered routes (e.g. U160 and U183).<br />

SEMI-TRAILER: A semitrailer is a trailer, other than a pole trailer, designed for carrying property and<br />

so constructed that part of its weight rests upon or is carried by the towing road vehicle.<br />
