V1 was waiting at a driveway entrance/exit (facing WB) to pull SB onto 18th. V2 was NB plowing a wet heavy snow on 18th. As
V2 passed by V1, a large amount of slushy snow was thrown onto the windshield and front end of the WB vehicle. The
windshield was broken by the force and weight of the slushy snow.
