<strong>Kansas</strong> has several initiatives with ITS and telecommunications implications.<br />
Coordination with the Missouri <strong>Department</strong> <strong>of</strong> <strong>Transportation</strong> (MoDOT) ITS program<br />
will play a large role in the implementation <strong>of</strong> ITS in <strong>Kansas</strong> City. Finally, the state <strong>of</strong><br />
<strong>Kansas</strong> owns and maintains a large 800 MHz and microwave network. Inasmuch as<br />
KDOT does not want to re-invent the wheel every time it looks at these initiatives,<br />
KDOT must focus on the inter-operability <strong>of</strong> the initiatives with KDOT's ITS<br />
communications network. By using careful planning and having open discussions,<br />
KDOT will be able to leverage the technology used in all <strong>of</strong> these initiatives to their<br />
advantage. KDOT should identify how it wants to serve the citizens <strong>of</strong> <strong>Kansas</strong>,<br />
determine what applications will provide the most benefit, and then look at the<br />
architecture or infrastructure <strong>of</strong> how to make it happen.<br />
1.2 <strong>Kansas</strong> ITS Awareness Seminars<br />
The following section documents the <strong>Kansas</strong> ITS Awareness Seminars that took place<br />
between March 12 th and April 1 st as part <strong>of</strong> the Statewide ITS <strong>Plan</strong>. Section 1.2 begins<br />
with an overview <strong>of</strong> the entire seminar process and then summarizes the chief concerns<br />
<strong>of</strong>fered by seminar participants. Section 1.2.1 provides documentation <strong>of</strong> each seminar.<br />
Finally, section 1.2.2 provides a summary <strong>of</strong> the written feedback from the seminars.<br />
The appendices contain a sample <strong>of</strong> presentation slides, a questionnaire, invitation letter<br />
and mailing lists, and attendance records.<br />
Overview <strong>of</strong> <strong>Kansas</strong> ITS Awareness Seminars<br />
The <strong>Kansas</strong> <strong>Department</strong> <strong>of</strong> <strong>Transportation</strong>, in association with TranSystems and Jane<br />
Mobley Associations, conducted six awareness seminars throughout the state <strong>of</strong> <strong>Kansas</strong><br />
between March 12 and April 1, 1999. Seminars took place at KDOT district <strong>of</strong>fices in<br />
Chanute, Hutchinson, Norton, Salina, Topeka and Garden City.<br />
In addition to KDOT district personnel, 190 individuals were invited to attend the six<br />
seminars. Included in the non-KDOT invitations were city and public works <strong>of</strong>ficials,<br />
transit and paratransit providers as well as EMS, law enforcement, farming and business<br />
interests. A total <strong>of</strong> 206 participants attended the seminars.<br />
KDOT personnel received invitations to attend seminars directly from KDOT District<br />
Engineers. Non-KDOT personnel received a letter from James E. Tobaben, P.E., Chief<br />
<strong>of</strong> <strong>Transportation</strong> <strong>Plan</strong>ning for KDOT (a copy <strong>of</strong> which is provided in Appendix B). Jane<br />
Mobley Associates faxed these letters to invitees and then followed up with phone calls<br />
to encourage attendance. The project team felt the outreach effort was very successful.<br />
Copies <strong>of</strong> the attendance lists for each seminar are included in Appendix C. Seminars<br />
consisted <strong>of</strong> a three-part presentation (a copy <strong>of</strong> which is included in Appendix D), which<br />
included an overview <strong>of</strong> ITS with an emphasis on rural applications, a review <strong>of</strong> ITS<br />
applications in <strong>Kansas</strong> and a discussion <strong>of</strong> the statewide plan. Each seminar was<br />
concluded with a question and answer session during which participants were encouraged<br />
to share their thoughts on ITS in general and its applications in their work in particular.<br />
