Executive Summary<br />

Overview<br />

Thomas A. Stewart Secondary <strong>School</strong> is located at 1009 Armour Road in Peterborough, Ontario.<br />

The school, designed by Craig Zeidler & Strong Architects, was originally built in 1967-1968. The<br />

building is sited on 29.2 acres with frontage on Armour Road and the Otonabee River. The school<br />

contains a gross area of approximately 219,328 sq.ft. (20,376 sm), including a full-size gymnasium<br />

and a 740-seat auditorium. It was originally designed for an occupant capacity of 2,048 staff<br />

and students, with 64 classrooms containing 32 people each. A June 23, 2011 report from the<br />

Accommodation Review Committee recommended that the <strong>Kawartha</strong> <strong>Pine</strong> <strong>Ridge</strong> <strong>District</strong> <strong>School</strong><br />

<strong>Board</strong> consolidate its four secondary schools into three, and that TASSS be closed as a secondary<br />

school and re-purposed as a new Education Centre.<br />

Purpose<br />

The purpose of this feasibility study is to allow the <strong>Kawartha</strong> <strong>Pine</strong> <strong>Ridge</strong> <strong>District</strong> <strong>School</strong> <strong>Board</strong> to evaluate the<br />

existing conditions of the Thomas A. Stewart Secondary <strong>School</strong> and provide a proposal to extend the life of the<br />

structure by re-purposing it as a multi-use building containing an Education Centre, a Specialized <strong>School</strong> and<br />

Community Use Facility, as per the ‘Vision Statement’ outlined in the KPRDSB Request for Tender (PUR11-048).<br />

Building Lifecycle<br />

Due to the age of the facility, many basic building issues must be rectified in order to ensure compliance with<br />

current codes and standards for a modern facility. In addition, improvements are required to the site amenities<br />

and parking lot to meet City of Peterborough zoning standards.<br />

Deficiencies<br />

While the current school facility is functioning as intended, many areas do not meet modern building code,<br />

security, accessibility and health & safety requirements. The following deficiencies need to be addressed if the life<br />

of the building is to be extended:<br />

1. Asbestos containing materials are present throughout the school building. Any proposed re-purposing<br />

requires asbestos assessment and abatement.<br />

2. The school building does not meet modern accessibility standards. Any proposed re-purposing will require the<br />

building to be in compliance with the requirements of the 2006 Ontario Building Code and the guidelines set<br />

forth by the City of Peterborough Accessibility Advisory Committee.<br />

3. As per the current Ontario Building Code, any new construction is required to be sprinklered and any repurposing<br />

of the existing building would require the installation of a standpipe system.<br />

4. The existing paved areas of the Armour Road site do not provide sufficient parking for the proposed repurposing.<br />

The paved area of the site will need to be re-configured and extended to accommodate current<br />

City of Peterborough Zoning parking and loading requirements.<br />

New Amenities<br />

Due the building’s size and its proximity to the Otonabee River, the Armour Road site provides unique<br />

opportunities for Specialized <strong>School</strong> curriculums and Community Use partnerships in conjunction with the<br />

Education Centre use. Site alterations and a small building addition would allow the major use areas to coexist<br />

while addressing the existing accessibility and parking deficiencies. Asbestos and fire-protection deficiencies will<br />

be a required part of any re-purposing proposal.<br />

After completing the consultation process with the KPRDSB working group it is evident that this facility requires<br />

major upgrading in order to address its existing deficiencies and meet the new, proposed program demands.<br />

The concept plans developed for this study address the deficiencies, fulfill the new program requirements and<br />

illustrate the opportunities and challenges involved in the proposed re-purposing of the Thomas A. Stewart<br />

Secondary <strong>School</strong>.<br />

As of the date of this report, TASSS is not listed on the Ontario Heritage Properties Database.<br />

3. Zoning<br />

The building portion of the site that is the subject of this<br />

study is currently zoned PS.2 (Public Service Zone),<br />

permitting a “public service establishment use”. The<br />

City of Peterborough Planning Department has verbally<br />

confirmed that both the relocated KPRDSB Education<br />

Centre and the Specialized <strong>School</strong> would be permitted<br />

uses of the current zoning.<br />

There is no existing Site Plan Agreement for the site.<br />

A Site Plan Approval would be required under the<br />

following conditions:<br />

• A building addition with a footprint greater than 100<br />

square meters<br />

• Significant Parking Footprint Changes<br />

• Changes to Site Storm Water Management<br />

While the existing secondary school use is permitted<br />

on the site, the current parking configuration does not<br />

satisfy the current Peterborough Zoning requirements<br />

for this use.<br />

The site is located in Peterborough Parking Area 3,<br />

the designation with the most demanding parking<br />

requirements. Under current Peterborough Zoning,<br />

tasss would require 231 parking spaces (assuming 64<br />

classrooms and a maximum capacity of 2,048 students)<br />

– currently the site contains only 208 spaces.<br />

The school was constructed in 1967-1968 and opened<br />

in 1968. It has since undergone a number of interior<br />

alterations and building system upgrades. Some of<br />

these include:<br />

• 1992 Boiler and Chiller Replacement<br />

• 1994 Fire Alarm upgrade<br />

• 1998 Partial Asbestos Abatement<br />

• 2006 Window Replacement<br />

6. Existing Asbestos Deficiencies<br />

Asbestos has been confirmed to be present throughout<br />

the building, contained in building materials including<br />

sprayed fireproofing, pipe and duct insulation, acoustic<br />

ceiling tiles, drywall compound, asbestos cement<br />

products and vinyl floor tile.<br />

As per the June 2011 Asbestos Assessment report<br />

prepared by Pinchin Environmental Ltd.:<br />

“… an Asbestos Management Program is required<br />

to comply with O. Reg. 278/05. The following<br />

are components of a comprehensive Asbestos<br />

Management Program:<br />

1. An Asbestos Building Materials Assessment. Report<br />

to be kept on site and updated once every 12<br />

month period or if the information changes.<br />

2. Notify workers, staff, and prospective contractors/<br />

constructors of information regarding asbestoscontaining<br />

materials (as per this report). An<br />

employer whose workers work in a building of<br />

which the employer is not the owner shall advise<br />

the owner if workers discover material that may be<br />

asbestos-containing material in the building.<br />

3. Notify any other person who is an occupier of the<br />

building in writing of any information regarding the<br />

presence of asbestos in the area occupied by the<br />

person.<br />

4. Prepare written asbestos work practices.<br />

5. Repair or remove damaged ACM where it may<br />

be disturbed and become airborne (see Specific<br />

Recommendations).<br />

6. Provide workers who may disturb friable ACM with<br />

training on the hazards of asbestos, the use, care<br />

and disposal of protective equipment and clothing<br />

to be used and worn when doing the work, personal<br />

hygiene to be observed when doing the work, the<br />

measures and procedures prescribed by Regulation<br />

278/05.<br />

7. Submit Asbestos Work Records to the Ministry of<br />

Labour for workers performing work using Type<br />

2 or 3 procedures, on an annual basis, and upon<br />

termination of the worker.<br />

8. Allocate internal responsibilities, standardized forms,<br />

inspection and air monitoring requirements, etc.”<br />

Additionally, Pinchin’s report requires that a<br />

reassessment of the asbestos-containing materials<br />

be performed prior to April 2012, in order to remain in<br />

compliance.<br />

Pinchin’s report also make clear that in the event of<br />

any building renovation or demolition, a Designated<br />

Substances assessment as per Section 30 of the<br />

Occupational Health and Safety Act must be performed<br />

(Pinchin, Asbestos Assessment, June 2011, page 15.).<br />

Furthermore, “prior of building demolition, all ACM must<br />

be removed. Prior work brought about by renovations<br />

that may disturb a specific ACM, that specific ACM<br />

must be removed.” (Pinchin, Asbestos Assessment,<br />

June 2011, page 15.)<br />

7. Existing Accessibility Deficiencies<br />

a. Site Accessibility Deficiencies<br />

The 17 September 1999 Site Survey Prepared by Elliott<br />

and Parr Ltd. shows slopes and ramps that are, as per<br />

the requirements outlined in the current Ontario Building<br />

Code, too steep to provide an accessible path to the<br />

main building entrance at the second level.<br />

The accessible parking spaces are distributed<br />

throughout the parking lot and are often further from an<br />

accessible entrance than desirable.<br />

b. Building Accessibility Deficiencies<br />

The existing TASSS building does not meet modern<br />

accessibility standards.<br />

There are no elevators or ramps between floor levels<br />

and there are many small level-changes on the ground<br />

and second floor that are mitigated with stairs or ramps<br />

that are too steep to meet today’s standards. Some of<br />

these ramps and stairs have retrofitted lifts, but these<br />

are out-dated and undesirable solutions.<br />

Many doorways throughout the facility do not meet the<br />

clearance requirements to be considered accessible.<br />

Further information can be found in Appendix E.<br />

8. Existing Fire Protection Deficiencies<br />

Fire Department Access<br />

the existing TASSS Fire Access Route is not<br />

located within 15 m of the principal entrance.<br />

Automatic Sprinkler System<br />

While sprinklers are present in a small area of<br />

the building in an effort to meet specific code<br />

requirements, TASSS is, for the most part, nonsprinklered.<br />

Additionally, the building does not<br />

contain a stand-pipe system.<br />

as per the current Ontario Building Code, any<br />

new construction is required to be sprinklered and<br />

any re-purposing of the existing building would<br />

require the installation of a standpipe system (refer<br />

to the Code Report prepared by Larden Muniak<br />

Consulting Inc found in Appendix E).<br />

Travel Distances<br />

Many of the exit travel-distances in the building<br />

do not meet 2006 OBC requirements for nonsprinklered<br />

buildings.<br />

9. Other Existing Building Code Related<br />

Deficiencies<br />

Please refer to the Code Report prepared by Larden<br />

Muniak Consulting, Inc. (appendix E) for further coderelated<br />

information.<br />

10. Existing Building Envelope Assessment<br />

Preliminary visual observations and report from TASSS<br />

staff indicate that the building envelope is in reasonable<br />

condition. The roof and drains appear to be functioning<br />

and no leaks have been observed. All exterior windows<br />

in the building were replaced in 2006.<br />

Based on preliminary visual observations, all building<br />

washrooms will need to be updated to meet modern<br />

accessibility requirements.<br />

11. Existing Exterior Building Finishes<br />

Assessment<br />

Preliminary visual observations and report from TASSS<br />

staff indicate that the exterior building finishes are in<br />

reasonable condition.<br />

The exterior brick veneer is in good condition, suffering<br />

only from minor wear and discoloration.<br />

14. Existing Structural Summary<br />

The “Draft <strong>Feasibility</strong> <strong>Study</strong> – Thomas A. Stewart<br />

Secondary <strong>School</strong> (TASSS)” (Halsall Associates 2011)<br />

notes no outstanding structural deficiencies; however<br />

alterations and upgrades are required for any new work.<br />

Please refer to Appendix C for the full report.<br />

The exterior standing seam metal system shows no<br />

signs of rust or deterioration, but the existing paint<br />

on the system is peeling in several locations. Please<br />

refer to existing building photographs (Appendix B) for<br />

further information.<br />

12. Existing Mechanical Summary<br />

As noted in “<strong>Kawartha</strong> <strong>Pine</strong> <strong>Ridge</strong> DSB Head Office<br />

Relocation Mechanical & Electrical Design Report”<br />

(Jain & Associates Ltd. 2011) the “existing mechanical<br />

system is generally in good condition because most<br />

of the major equipment and plumbing fixtures were<br />

replaced in 2006.” However, the following components<br />

are recommended for replacement due to their age:<br />

• Domestic hot water storage tank<br />

• Domestic hot water piping<br />

• Hot water and Chilled water piping<br />

13. Existing Electrical Summary<br />

As noted in “<strong>Kawartha</strong> <strong>Pine</strong> <strong>Ridge</strong> DSB Head Office<br />

Relocation Mechanical & Electrical Design Report” (Jain<br />

& Associates Ltd. 2011) the “existing power distribution<br />

system is adequate to serve the proposed use of the<br />

building. Receptacles will need to be relocated/added<br />

to suit proposed usage”.<br />

Proposed TASSS<br />

Re-Purposing<br />

1. Vision Statement<br />

This study intends to explore the feasibility of re-purposing the existing<br />

Thomas A. Stewart Secondary <strong>School</strong> Building as a new Education<br />

Centre and Specialized <strong>School</strong> and to examine the potential for new and<br />

expanded community use partnerships of the re-purposed building. This<br />

would allow the <strong>Board</strong> to retain its unique riverside school site while providing<br />

new opportunities for emerging community partnerships.<br />

The three components comprising the modern multiuse<br />

facility proposed in this study are:<br />

• The existing KPRDSB education Centre, re-located<br />

from its existing site into the south-west of the<br />

tasss building maintaining as many existing adjacencies<br />

as possible.<br />

• A specialized school focused on environmental<br />

science. As the school is currently unplanned we<br />

have designed for both elementary and secondary<br />

students.<br />

• Centralized Community Use Auditorium and Gymnasiums.<br />

2. Project Opportunities and Challenges<br />

a. Asbestos Abatement<br />

As per the June 2011 Asbestos Assessment report<br />

prepared by Pinchin Environmental Ltd., “work brought<br />

about by renovations that may disturb a specific ACM,<br />

that specific ACM must be removed.” (Pinchin, Asbestos<br />

Assessment, June 2011, page 15.)<br />

Due to the asbestos containing materials present<br />

throughout the building, the proposed re-purposing of<br />

tasss will, at a minimum, require a Designated Substances<br />

assessment as required by Section 30 of the<br />

Occupational Health and Safety Act.<br />

Pinchin’s report makes clear that even minimal renovation<br />

activities (i.e. installation of new network cabling<br />

above ceilings) will require assessment and removal of<br />

asbestos (fallen asbestos-containing fireproofing present<br />

on top of ceiling tiles, etc.) using Type 2 or Type 3<br />

procedures.<br />

Refer to Section 4.5 of Pinchin’s report for their Long<br />

Term Recommendations regarding areas of specific<br />

concern at TASSS and an outline of the abatement<br />

procedures required.<br />

The scope of the renovations required for the re-purposing<br />

of the TASSS building into an Education Centre,<br />

Community Use Facility and Specialized <strong>School</strong> provide<br />

KPRDSB with an opportunity to perform a thorough<br />

assessment and asbestos abatement during the period<br />

that the building is closed and unoccupied. While there<br />

is cost associated with immediate large-scale abatement,<br />

in terms of long-term budgeting, it is far more<br />

economical than performing piecemeal abatements in<br />

the future.<br />

b. Building Accessibility<br />

The existing TASSS building and site do not meet<br />

modern accessibility standards. The following<br />

accessibility deficiencies are considered high-priority<br />

and should be part of any renovation or re-purposing<br />

project:<br />

• Accessible entrance(s) in close proximity to<br />

designated handicapped parking<br />

• Accessible doors along accessible paths of travel<br />

• Accessible paths of travel navigating intra-floor level<br />

changes<br />

• Accessible elevators navigating between the three<br />

building levels<br />

• Alterations to washrooms to meet current<br />

accessibility standards<br />

Any accessibility alterations should be in compliance<br />

with both the 2006 Ontario Building Code, and the<br />

City of Peterborough Accessibility Advisory Committee<br />

requirements. For further information, refer to the<br />

City of Peterborough Accessibility Guidelines dated<br />

September 2002.<br />

extended to accommodate the parking requirements<br />

of the proposed building re-purposing. This will likely<br />

alter the existing storm water management conditions<br />

(surface run-offs, etc.) and a new storm water<br />

management approach will need to be implemented.<br />

The existing paved area on the site is unable to<br />

achieve the parking requirements outlined above (for<br />

either Parking Scenario 1 or 2). As such, if the board<br />

decides not to extend the area of paving, a variance<br />

from the Committee of Adjustments will be required<br />

for any re-purposed use of the building. Please note<br />

that these numbers are an estimate – full parking<br />

requirements will require detailed consultation with city<br />

zoning & parking staff.<br />

The existing paved area on the site can be re-striped<br />

per current Peterborough Zoning standards to include<br />

283 spaces and a bus-loop with only minor alterations<br />

(Refer to Appendix A – Site Plan Option 1).<br />

If the existing tennis courts are removed and deadend<br />

parking is extended to this area it is possible to<br />

achieve 359 spaces and a bus-loop (Refer to Appendix<br />

A – Site Plan Option 2). This alteration could<br />

trigger the need for a Site Plan Approval and would<br />

not conform to Peterborough Zoning requirements in<br />

either parking scenario.<br />

If the east side of the site adjacent to Armour Road,<br />

including the existing tennis courts, is repaved and<br />

restriped to construct a new two-way parking lot to<br />

current Peterborough Zoning standards featuring:<br />

• Minimized dead-end parking (only in loading area)<br />

• Re-located secure loading and garbage area<br />

• Bus loop adjacent to future school<br />

• Accessible paths to all building entrances<br />

• 486 parking spaces<br />

4. Approval and Zoning Requirements<br />

As the TASSS site has no existing Site Plan Agreement<br />

with the City of Peterborough, any project proposing<br />

”significant” changes to the existing TASSS building or<br />

the existing site parking footprint would require a Site<br />

Plan Agreement. Any re-purposed use scenario would<br />

require changes to the site parking footprint. Therefore,<br />

the Site Plan Control (SPC) process will be part of any<br />

site redevelopment.<br />

A minimum of three months should be allowed for the<br />

SPC and the following drawings and reports (non-inclusive)<br />

would be prepared for the initial submission:<br />

The Otonabee Region Conservation Authority (ORCA)<br />

is involved in the SPC process and will review the<br />

drawings to determine if an additional permit will be<br />

required. An ORCA permit is likely to be required if there<br />

are any changes proposed to the part of the site zoned<br />

OS or any changes to the site stormwater management<br />

that affect the Otonabee River floodplain.<br />

If any proposed re-purposing project is unable to meet<br />

City of Peterborough Parking requirements a minor variance<br />

will be required before a building permit is issued.<br />

The Peterborough Committee of Adjustments (CoA) is<br />

the authority responsible for granting minor variances.<br />

The CoA meets bi-monthly and any minor variance<br />

ruling will be followed by a 20-day appeal period, so a<br />

minimum of two months should be allowed. The CoA<br />

process can run parallel with the SPC process and<br />

would require the following drawings and reports (noninclusive):<br />

• Site Parking <strong>Study</strong><br />

• Site Survey<br />

• Statistical Summary of development parameters<br />

• Proposed Site plan<br />

Once a Site Plan Agreement has been reached, a minor<br />

variance granted and its associated appeals period<br />

lapsed a building permit can be obtained. A minimum<br />

of one month should be allowed for the building permit<br />

review process.<br />

If ORCA requires an additional permit, an additional<br />

minimum three weeks should be allowed for prior to the<br />

building permit application.<br />

5. Conclusions and Recommendations<br />

The potential re-purposing of the existing Thomas<br />

A. Steward Secondary <strong>School</strong> building as the<br />

new <strong>Kawartha</strong> <strong>Pine</strong> <strong>Ridge</strong> <strong>District</strong> <strong>School</strong> <strong>Board</strong><br />

Education Centre and Specialized school provides<br />

the school board with a unique opportunity to create<br />

a new, modern office space for staff, an exceptional<br />

environmental educational facility on a distinctive<br />

riverside site for students, and expanded community<br />

use partnerships for area residents.<br />

Remedial site work required by the City of<br />

Peterborough Zoning requirements appears easily<br />

achievable through the Site Plan Control process and a<br />

Minor Variance application (primarily for parking relief).<br />

Clearly, issues related to the age of the building need<br />

to be addressed – foremost among these is dealing<br />

with the extent of asbestos and asbestos containing<br />

materials contained within the building. While often<br />

convenient, a piecemeal asbestos abatement<br />

program is simply not cost effective, and cannot be<br />

recommended.<br />

Although the extent of a thorough asbestos abatement<br />

is likely to be destructive in nature (requiring the<br />

removal of ceilings, partition walls, etc.), it also presents<br />

an opportune time to install a new sprinkler system<br />

throughout the TASSS building – thereby resolving<br />

travel-distance and exiting deficiencies in several<br />

locations.<br />

Finally, in order to bring TASSS up to modern building<br />

code standards, barrier-free and accessibility provisions<br />

must be provided where required (including elevators,<br />

ramps and redesigned washrooms).<br />

These aforementioned efforts are needed to produce<br />

a ‘clean state’ (in compliance with the current Ontario<br />

Building Code) from which can be developed any<br />

number of building uses. It should be noted that in the<br />

event the TASSS re-purposing does not move forward,<br />

any investment to correct non-compliance and indoor<br />

environmental quality issues will still serve to increase the<br />

value of the property and can be expected to be returned<br />

in the event that sale is considered in the future.<br />

We feel confident that the Order of Magnitude summary<br />

realistically reflects the probable costs to achieve the<br />

TASSS repurposing. In our professional opinion, it is<br />

unlikely that the full programmatic requirements could<br />

be achieved for less.<br />

In keeping with the KPRDSB re-purposed Thomas<br />

A. Stewart Secondary <strong>School</strong> ‘Vision Statement’, the<br />

proposed scheme developed by the consultant team<br />

acknowledges and addresses these challenges in a<br />

cost-effective manner, while concurrently creating<br />

a modernized and much-improved environment for<br />

all users of the facility. We therefore recommend<br />

proceeding with the development plans contained in<br />

this study.<br />

a. Site Analysis and Design Rationale<br />

Site Statistics:<br />

The TASSS site features many amenities – its riverside<br />

location, extensive open space and sports fields, but<br />

lacks modern parking, accessible paths to the TASSS<br />

building and an identifiable street presence. The “front<br />

door” of the building is hidden behind mechanical<br />

equipment and a loading dock.<br />

Re-purposing the TASSS building requires additional<br />

parking for the new uses and presents an opportunity<br />

to address outstanding site deficiencies.<br />

Loading Dock Relocation:<br />

Proposed Education Centre uses require secure loading<br />

and parking space for staff, couriers and deliveries. A<br />

controlled-access loading/maintenance/delivery area is<br />

proposed south of the existing greenhouse. This allows<br />

for all current Education Centre uses to be contained<br />

in one controllable space that is not blocking the “front<br />

door” of the building.<br />

New Signage:<br />

New pylon signs are proposed at the main driveway<br />

entrance points from Armour Road. These will enhance<br />

the buildings street identity and allow passing cars to<br />

easily locate the site entrances. Signage on the TASSS<br />

building and the proposed canopy will help direct site<br />

traffic to appropriate building entrances.<br />

Accessible Parking and Paths:<br />

Proposed changes to the current parking layout<br />

maximize site parking and preserve desirable green<br />

space. Additional parking in the current tennis court<br />

location is at a lower grade and requires an accessible<br />

path to the building entrance. A series of ramps are<br />

proposed and will present an opportunity for planters<br />

that will serve to enhance the TASSS street image.<br />

A new drop-off is proposed in the current loading area<br />

to facilitate accessible access to the new building<br />

entrance in the same area.<br />

b. Architectural Analysis and Design Rationale<br />

In its current condition, the Thomas A. Steward<br />

Secondary <strong>School</strong> building lacks any real street<br />

address. This is due to a combination of factors<br />

including the deep site setback, lack of signage, lack<br />

of distinguishing architectural features and locations of<br />

large mechanical and electrical units near the building.<br />

Additionally, the location of the loading dock area – and<br />

its proximity to the stair leading up to the second floor<br />

entrance courtyard – has been less than ideal.<br />

Repurposing of the existing TASSS building into<br />

an Education Centre, Community Use Facility,<br />

and Specialized <strong>School</strong> provides the KPRDSB the<br />

opportunity to architecturally address the issues<br />

outlined above, and to refine and clarify entry into the<br />

building. The proposed scheme attempts to provide<br />

distinct and identifiable entrances to each of the three<br />

proposed building uses.<br />

The entry sequence to the Education Centre and<br />

Community Use Facility entrances are defined by the<br />

addition of large entrance canopy which extends from<br />

the former loading dock area to the second floor entry<br />

courtyard.<br />

The former loading dock area becomes the new<br />

barrier-free entrance to the Education Centre, where<br />

an elevator carries guests up to the redesigned main<br />

entrance lobby.<br />

The internal ‘open office’ design implements a blend<br />

of private offices, workstations and support spaces.<br />

This arrangement provides an effective open plan<br />

landscape with all necessary tools needed to support<br />

a productive environment and accommodates changes<br />

while maintaining an organized and efficient office<br />

environment.<br />

Enclosed private offices strategically located away from<br />

the windows have fully-glazed, floor-to-ceiling fronts,<br />

which allow for the use of “borrowed light” and ensures<br />

a transparent and collaborative work style. For privacy<br />

semi-transluscent film application on glazing can be<br />

applied as required for individual offices.<br />

An open 37 ft. deep workspace allows maximum<br />

flexibility and access to natural light. All filing cabinets,<br />

screens, shelving and storage elements are kept low to<br />

ensure natural light permeates throughout the space.<br />

Located along main corridors are low filing or storage<br />

cabinets with integrated tops. This is a designated<br />

area for equipment (printers, copiers, etc.) as well as a<br />

shared work counter. Additional low filing cabinets can<br />

be located along the exterior wall.<br />

as ‘teaming’ or ‘heads-down’.<br />

Perpendicular to the windows, ‘spines’ provide wire<br />

management and the opportunity to hang overhead<br />

storage without blocking natural light.<br />

Each team cluster is equipped with a mobile table to<br />

encourage impromptu team meetings or to receive<br />

visitors.<br />

Supplementary storage or work areas can be provided<br />

by the small guest waiting area located at each entry<br />

point to the space. The larger area near the elevator is<br />

outfitted with a coat closet. These areas can also be<br />

used as casual meeting spaces.<br />

Existing Mechanical System<br />

H.V.A.C<br />

Heating in the entire school is provided by three (3) gas-fired hot water boilers and cooling by a<br />

centrifugal chiller and cooling Tower. Boilers were installed in 1993 and chiller and cooling tower in<br />

2006. They are all working fine. There are a number of air handling units in several mechanical rooms<br />

providing cooling and heating for the entire school. The Cafeteria, Gym and Auditorium units also have<br />

heating coils. All units have chilled water coils. Except for the Cafeteria, Gym and Auditorium, heating<br />

in all other areas is provided by either hot water reheat coils in ducts or Unitrane units with hot water<br />

coils under windows in classrooms. Hot water re-heat coils in ducts provide individual room control.<br />

All heating piping is original (1967). All air handling units and exhaust fans were replaced in 2006.<br />

Exhaust has been provided from the Kitchen Hood, Welding Hood, Spray Booth, Science Rooms and<br />

Washrooms, etc. Make-Up Air Units have been provided for the Kitchen, Welding and Spray Booth<br />

Exhaust.<br />

A saw dust collector has been provided for the Wood Working Shop.<br />

There is a Building Management System to monitor and control all mechanical systems. The system is<br />

by Reliable Controls and all existing controls are pneumatic.<br />

Plumbing and Drainage<br />

Domestic hot water is provided by two gas-fired hot water boilers (installed in 2006) and one large hot<br />

water storage tank (installed in 1967). Storage tank was re-lined in 2010.<br />

All plumbing fixtures were replaced in 2006 however the plumbing piping is original and was installed in<br />

1967.<br />

There is an air compressor for the Shops.<br />

There are sprinklers in certain areas of the school to meet specific code requirements. Generally, the<br />

school is non-sprinklered. There is no stand-pipe system.<br />

Proposed Mechanical System Modifications<br />

The existing mechanical system is generally in good condition because most of the major equipment and<br />

plumbing fixtures were replaced in 2006. We recommend that the following be considered for<br />

replacement because of their age. The Cost consultant should provide an itemized price for these items:<br />

I. Replace existing domestic hot water storage tank.<br />

II. Replace all existing domestic hot water piping.<br />

III. Replace all existing hot water & chilled water piping.<br />

The following work shall be done to accommodate the proposed architectural changes:<br />

I. All ductwork will be revised to suit new layout except for in the Gymnasiums, Auditorium,<br />

Cafeteria, Shops and Science Rooms/Computer Labs Wing.<br />

II. All areas were the ductwork us revised will have VAV Boxes for individual room control. For<br />

costing purposes, allow 120 VAV boxes. All VAV Boxes will have hot water reheat coils.<br />

Existing hot water piping will be adjusted to suit.<br />

III. Provide variable frequency drives on all fans in air handling units which are connected to VAV<br />

Boxes.<br />

IV. Revise all controls to electronic and provide new controls for VAV Boxes and control of VFD’s,<br />

etc.<br />

V. Provide a new sprinkler system for the entire building.<br />

Also, an Existing Liebert A.C. unit will be relocated to this building and installed in the new Server<br />

Room.<br />

The electrical service consists of a padmount transformer feeding switchgear in the basement electrical<br />

room which distributes power at 208V throughout the school. Panelboards are located throughout<br />

including corridors. Only the Physics lab has a dedicated panel.<br />

The existing power distribution system appears to be in good condition. The Chief Caretaker advised that<br />

the system was upgraded in approximately 2009 by Black & MacDonald. Certain components were also<br />

replaced as part of the 2006 renovation.<br />

Emergency Power& Lighting<br />

Emergency power is provided to the school via a 50 kW, 120/208V Detroit Diesel Generator that was<br />

replaced in 2006. The Head Caretaker advised that the generator is tested regularly.<br />

The generator supplies power to emergency lighting throughout the school. Only one battery unit c/w<br />

emergency lighting heads was found in the main mechanical room.<br />

Exit signs coverage appears adequate and signs are of LED technology.<br />

Lighting<br />

Interior lighting generally consists of T8 fluorescent luminaires. Fixtures are in good condition except<br />

those in the library have some discoloured lenses. It was noted that lamps in cove fixtures in corridors do<br />

not have polycarbonate lamp sleeves which is normally recommended for safety.<br />

Chief Caretaker advised that Auditorium lighting has been replaced with LED Fixtures.<br />

Lighting control consists of lighting switches and/or breaker control. Lighting is also interconnected with<br />

Intrusion Alarm system and is set to shut-off 15 minutes after system is armed.<br />

The exterior of the building is illuminated via pole-mounted metal-halide fixtures and a few wallpaks.<br />

Exterior lighting is controlled via photocell and also connected to the Intrusion Alarm System.<br />

Fire Alarm System<br />

The fire alarm control panel is located in the Chief’s Caretaker’s Office and was replaced in 1995. It is a<br />

Simplex 4100 addressable, single-stage system. Smoke and heat detectors were found throughout the<br />

buildingas required by code. Pull stations are located at exits however are not at barrier-free height.<br />

Audible devices consist of horns without visual signaling except in Mechanical Room and Shop Areas<br />

where strobes have been provided due to high ambient noise.<br />

There is a fire alarm annunciator in the General Office and active fire alarm graphic located outside the<br />

office.<br />

Public Address System<br />

The head-end of the public address system is located in an IT Room in the General Office Area.It is a<br />

Dukane MCS350 System. PA Speakers are located throughout the school including classrooms.<br />

Telephone handsets in the classrooms are integrated with the PA System.<br />

Other Systems<br />

There is a Simplex Central Clock System in the <strong>School</strong>. Most but not all clocks are connected to this<br />

system<br />

Many classrooms are equipped with Smartboards and ceiling-mounted projectors.<br />

Telephone cabling terminates at a phone system in a storage room adjacent to the Teacher’s Lounge.<br />

Data cabling terminates at 3 locations throughout the school.<br />

There are door contacts at exterior doors connected to a Security Panel located in the basement storage room.<br />

Proposed Electrical System Modifications<br />

Power Distribution<br />

The existing power distribution system is adequate to serve the proposed use of the building.<br />

Receptacles will need to be relocated/added to suit proposed usage of the various rooms.<br />

The Owner would like to relocate existing backup power supply (assumed to be a UPS) to this building. The<br />

system will need to be installed and wired to back up critical computer equipment.<br />

It is proposed to relocate the padmount transformer. Existing primary and secondary ductbanks c/w wiring<br />

will need to be relocated to suit.<br />

Lighting<br />
