In 2011, the construction of the 4G network started, and old base stations were taken down and replaced with new ones. The superfast 4G mobile internet connection allows data to be downloaded at a speed of up to 100 Mbit/s. At the moment the actual download speed ranges between 20 and 60 Mbit/s, and the upload speed can reach 50 Mbit/s. Wholesale market: mobile telephone network interconnection In the mobile telephone network markets, market shares of the interconnection service are distributed among the operators in a more homogenous way than in the interconnection markets of telephone networks, which can be explained by the intense competition in the retail mobile telephone service market. Compared to 2010, the number of call minutes terminated in mobile telephone networks increased by 7.4% in 2011. Telephone service In 2011, the largest service providers in the telephone service market were Elion, STV and Starman, and the year was characterised by a decrease in the number of end-users by 7.6%, whereas the number of subscriber lines in use also decreased by 2.4%. 47

Telephone service wholesale market: interconnection in the fixed communication networks market The notion of the fixed communication networks’ interconnection service market stands for the (telephone) networks that are used to provide the interconnection service necessary for the voice communication service to function. In 2011 there were ten active undertakings with significant market power in the interconnection service market, and the Competition Authority’s decision made in 2009 binds these undertakings to comply with sector-specific obligations (including the obligation of ensuring access to the interconnection service and price regulation). The largest undertakings operating in the market in 2011 were Elion, Starman and STV.
