This condition is required so Council may maintain its database ong>ofong> as-constructed on-site song>toong>rmwater detention systems, and also applies if the Principal Certifying Authority (PCA) is not the Council. 122. Prior ong>toong> issue ong>ofong> an Occupation Certificate the approved road, footpath and/or drainage works must ong>beong> completed in the road reserve. The works shall ong>beong> completed in accordance with the Council approved Roads Act 1993 drawings, conditions and specifications. The works must ong>beong> supervised by the applicant’s designing engineer and the works shall ong>beong> completed and approved in full ong>toong> the satisfaction ong>ofong> Council’s Engineers. The supervising consulting engineer is ong>toong> provide certification upon completion that the works were constructed in accordance with the Council approved drawings. The works are also ong>toong> ong>beong> subject ong>toong> inspection by Council at the hold points noted on the approved drawings. Any conditions attached ong>toong> the approved drawings for these works must ong>beong> met in full. 123. Prior ong>toong> issue ong>ofong> an Occupation Certificate the Section 73 Sydney Water compliance certificate must ong>beong> obtained and submitted ong>toong> the Principal Certifying Authority (PCA). 124. Prior ong>toong> issue ong>ofong> an Occupation Certificate (and at the completion ong>ofong> works), the applicant shall submit ong>toong> the Principal Certifying Authority (PCA) written certification from a suitably qualified and experienced traffic/civil engineer, that: a) The dimensions ong>ofong> each as-constructed private carparking space meets the dimension requirements ong>ofong> the Seniors Living SEPP (as last amended), and b) The as-constructed carpark complies with the approved Construction Certificate plans, and c) The vehicular headroom requirements ong>ofong>: − the Seniors Living SEPP (as last amended) for accessible parking spaces, and − − Australian Standard 2890.1 - “Off-street car parking”, and 2.44m height clearance for waste collection trucks (DCP 40) are met from the public street inong>toong> and within the applicable areas ong>ofong> the basement carpark, and d) The gradients ong>ofong> the constructed access driveway from the public street ong>toong> the basement carpark are in accordance with AS2890.1 and will not result in the scraping ong>ofong> the underside ong>ofong> cars. e) No doors or gates have ong>beong>en provided in the access driveways ong>toong> the basement carpark, which would prevent unrestricted access for internal garbage collection from the basement garbage song>toong>rage area. The certifying engineer shall carry out a site inspection and measure each carspace in order ong>toong> satisfy this condition. 125. Prior ong>toong> issue ong>ofong> an Occupation Certificate, Certification and a Works-as-Executed (WAE) plan, in relation ong>toong> the as-built on-site detention are ong>toong> ong>beong> submitted ong>toong> the Principal Certifying Authority (PCA) for approval. Certification is ong>toong> ong>beong> provided by a suitably qualified consulting civil/hydraulic engineer and the WAE plan is ong>toong> ong>beong> prepared by a registered surveyor. The Works-as-Executed details shall ong>beong> marked in red on the approved Construction Certificate design for the on-site detention system, and shall specifically include: − As constructed levels in comparison ong>toong> design levels − As built location ong>ofong> all detention devices on the property (plan view) and distances ong>toong> nearest adjacent boundaries, buildings and easements − As built locations ong>ofong> all pits and grates in the detention system, including dimensions. − The size ong>ofong> the orifice or pipe control fitted. − Dimensions ong>ofong> the discharge control pit and access grates − The achieved capacity ong>ofong> the detention song>toong>rage and derivative calculation. − The maximum depth ong>ofong> song>toong>rage over the outlet control. − Top water levels ong>ofong> song>toong>rage areas and RL’s at overflow point(s) 126. Prior ong>toong> issue ong>ofong> an Occupation Certificate (and at the completion ong>ofong> works), the applicant shall submit certification from a consulting civil/hydraulic engineer ong>toong> the Principal Certifying Authority (PCA), that: a) Construction ong>ofong> the song>toong>rmwater drainage system (including but not limited ong>toong> gutters, downpipes, pits, joints, flushing facilities and all ancillary plumbing) has ong>beong>en carried out by a licensed plumbing contracong>toong>r, and b) The works have ong>beong>en completed in accordance with the approved Construction Certificate drainage plans and the Plumbing and Drainage Code AS3500.3.2, and c) All enclosed floor areas, including habitable and garage floor levels, are safeguarded from outside song>toong>rmwater runong>ofong>f ingress by suitable differences in finished levels, gradings and provision ong>ofong> song>toong>rmwater collection devices. A Works-as-Executed (WAE) drawing ong>ofong> the property song>toong>rmwater drainage system is ong>toong> ong>beong> prepared by a registered surveyor and submitted ong>toong> the Principal Certifying Authority (PCA) prior ong>toong> occupation, issue ong>ofong> an Occupation Certificate or issue ong>ofong> the Final Compliance Certificate. The WAE plan shall show the following as built details, marked in red on the approved construction certificate song>toong>rmwater drawings: a) As built reduced surface and invert levels for all drainage pits and connection points, including the on-site detention system. b) Orifice details. c) As built reduced level(s) at the approved point ong>ofong> discharge ong>toong> the public drainage system. d) Gradients ong>ofong> drainage lines, materials and dimensions. 127. The creation ong>ofong> a Restriction-on-Use under the Conveyancing Act, prior ong>toong> the issue ong>ofong> an Occupation Certificate, restricting the occupation ong>ofong> the premises ong>toong>: a) Seniors and those with a disability as defined in the State Environmental Planning Policy for ‘Seniors Living’. b) People who live with such people as defined in (a) above. c) Staff employed ong>toong> assist in the administration ong>ofong> and provision ong>ofong> services ong>toong> housing provided in this development.
