90. Prior <strong>to</strong> the commencement <strong>of</strong> any work, the Principal Certifying Authority shall <strong>be</strong> notified
in writing <strong>of</strong> the name and contrac<strong>to</strong>r licence num<strong>be</strong>r <strong>of</strong> the owner/builder who intends <strong>to</strong>
carry out the approved works.
91. External finishes and colours are <strong>to</strong> <strong>be</strong> sympathetic <strong>to</strong> the surrounding environment. Samples
<strong>of</strong> materials and finishes are <strong>to</strong> <strong>be</strong> submitted <strong>to</strong> and approved by Council prior <strong>to</strong> the
commencement <strong>of</strong> work.
92. The following are required details and must <strong>be</strong> submitted <strong>to</strong> the Principal Certifying Authority
prior <strong>to</strong> the works relating <strong>to</strong> the detail <strong>be</strong>ing carried out. Any matter listed <strong>be</strong>low must have
a Certificate attached from a suitably qualified person <strong>to</strong> the effect that the design or matter
complies with the relevant design Standard or Code which the Certificate must identify.
a. A Registered Surveyor's set out report.
93. Five units are <strong>to</strong> <strong>be</strong> designed <strong>to</strong> meet the requirements <strong>of</strong> Clause 13A(2)(a) <strong>of</strong> State
Environmental Planning Policy No 5 for disabled occupation <strong>to</strong> the satisfaction <strong>of</strong> Council.
Full details are <strong>to</strong> <strong>be</strong> submitted <strong>to</strong> and approved by the Principal Certifying Authority prior <strong>to</strong>
work commencing.
94. To enable the "ageing in place" philosophy <strong>to</strong> <strong>be</strong> achieved in Ku-ring-gai:
a. Prior <strong>to</strong> the commencement <strong>of</strong> construction, documentary evidence is <strong>to</strong> <strong>be</strong> provided <strong>to</strong>
Council's satisfaction, <strong>of</strong> an agreement with suitably qualified service provider/s for the
provision <strong>of</strong> the following services if and when required by any <strong>of</strong> the residents <strong>of</strong> the
development:
• Personal care, including bathing and dressing;
• Housekeeping, including cleaning and laundry;
• Home delivered meals; and
• 24 hour a day moni<strong>to</strong>red emergency call system.
b. The documentary evidence is <strong>to</strong> include the following details:
• Proposed cost <strong>to</strong> residents <strong>of</strong> each <strong>of</strong> the services listed in (a) above; and
• Proposed means <strong>of</strong> altering the cost <strong>to</strong> residents <strong>of</strong> these services. This may
include: linking costs <strong>to</strong> the Consumer Price Index or a proportion <strong>of</strong> the Aged
Pension; or <strong>be</strong> selecting a new service provider.
c. Promotional material shall include details <strong>of</strong> the services available <strong>to</strong> residents <strong>of</strong> the
development and their cost.
d. A comprehensive residents' manual is <strong>to</strong> <strong>be</strong> provided <strong>to</strong> all residents which includes
information <strong>of</strong> relevance <strong>to</strong> them, such as doc<strong>to</strong>rs, churches and other community
services and facilities.
