83. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the applicant shall submit, for approval by the<br />

Principal Certifying Authority (PCA), full c<strong>on</strong>structi<strong>on</strong> drawings for the proposed method <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

achieving Council s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage requirements for the <strong>on</strong>-site s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er detenti<strong>on</strong> system. The<br />

design shall <str<strong>on</strong>g>be</str<strong>on</strong>g> generally based <strong>on</strong> the c<strong>on</strong>cept plans by United C<strong>on</strong>sulting Engineers,<br />

drawings 03MB1252/D01 and D02, revisi<strong>on</strong>s B d<strong>at</strong>ed Decem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2004, and shall <str<strong>on</strong>g>be</str<strong>on</strong>g> an<br />

advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> these plans suitable for c<strong>on</strong>structi<strong>on</strong> issue purposes. The s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage volume shall<br />

comply with Council S<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er Management and <strong>on</strong>-site detenti<strong>on</strong> design shall comply with<br />

Councils W<strong>at</strong>er Management DCP 47, appendix 5 (available <strong>on</strong> the Council website and <strong>at</strong><br />

Council cus<str<strong>on</strong>g>to</str<strong>on</strong>g>mer services). The design and c<strong>on</strong>structi<strong>on</strong> plans, with all supporting<br />

document<strong>at</strong>i<strong>on</strong>, are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> prepared by a qualified and experienced civil/hydraulic engineer and<br />

may <str<strong>on</strong>g>be</str<strong>on</strong>g> incorpor<strong>at</strong>ed <strong>on</strong> the overall site drainage plan. The standard Council On-site<br />

S<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er Detenti<strong>on</strong> Calcul<strong>at</strong>i<strong>on</strong> Sheet is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> completed and included <strong>on</strong> design drawings.<br />

84. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the applicant shall submit, for approval by the<br />

Principal Certifying Authority (PCA), c<strong>on</strong>structi<strong>on</strong> design drawings and calcul<strong>at</strong>i<strong>on</strong>s for the<br />

property drainage system comp<strong>on</strong>ents. The property drainage system (including but not<br />

limited <str<strong>on</strong>g>to</str<strong>on</strong>g> gutters, downpipes, pits, joints, flushing facilities and all ancillary plumbing) shall<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g> designed for a 235mm/hour rainfall intensity for a dur<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> five (5) minutes (1:50 year<br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm recurrence) and shall <str<strong>on</strong>g>be</str<strong>on</strong>g> comp<strong>at</strong>ible with the necessary retenti<strong>on</strong> and/or detenti<strong>on</strong><br />

devices. Plans and calcul<strong>at</strong>i<strong>on</strong>s are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> prepared by a suitably qualified and experienced<br />

civil/hydraulic engineer in accordance with Councils W<strong>at</strong>er Management Development<br />

C<strong>on</strong>trol Plan 47 available <strong>on</strong> the Council website and <strong>at</strong> Council, and AS 3500.2 - Plumbing<br />

and Drainage Code.<br />

85. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the applicant shall submit, for approval by the<br />

Principal Certifying Authority (PCA), c<strong>on</strong>structi<strong>on</strong> plans and calcul<strong>at</strong>i<strong>on</strong>s for provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

basement s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er pump-out system for the driveway ramp run<str<strong>on</strong>g>of</str<strong>on</strong>g>f. The system shall<br />

comprise <str<strong>on</strong>g>of</str<strong>on</strong>g> both duty and back-up pumps, shall <str<strong>on</strong>g>be</str<strong>on</strong>g> designed for the 100 year run<str<strong>on</strong>g>of</str<strong>on</strong>g>f and have<br />

an emergency alarm system. The system is <str<strong>on</strong>g>to</str<strong>on</strong>g> include a holding well which has a s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage<br />

capacity equivalent <str<strong>on</strong>g>to</str<strong>on</strong>g> the run<str<strong>on</strong>g>of</str<strong>on</strong>g>f volume from a 2 hour 100 year ARI s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm event so th<strong>at</strong> the<br />

basement is safeguarded from flooding during power failure for such a s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm over such a<br />

period. Plans and details, including but not limited <str<strong>on</strong>g>to</str<strong>on</strong>g>, holding well volume calcul<strong>at</strong>i<strong>on</strong>s,<br />

inflow and outflow calcul<strong>at</strong>i<strong>on</strong>s, pump specific<strong>at</strong>i<strong>on</strong> and duty curves are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> prepared by a<br />

qualified civil/hydraulic engineer.<br />

86. To enable compliance with the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> Clause 25(e) <str<strong>on</strong>g>of</str<strong>on</strong>g> SEPP 5 the main entrance <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

each unit shall <str<strong>on</strong>g>be</str<strong>on</strong>g> provided with a glazed panel 200mm in width for either the entire height <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the door or altern<strong>at</strong>ively from a height <str<strong>on</strong>g>of</str<strong>on</strong>g> 1.0metre from the finished floor level <str<strong>on</strong>g>to</str<strong>on</strong>g> <strong>at</strong> least 1.8<br />

metres above the finished floor level. Additi<strong>on</strong>ally each main entrance shall <str<strong>on</strong>g>be</str<strong>on</strong>g> provided with<br />

an eye ‘peep hole’ <str<strong>on</strong>g>to</str<strong>on</strong>g> enable residents <str<strong>on</strong>g>to</str<strong>on</strong>g> view pers<strong>on</strong>s <strong>at</strong> the fr<strong>on</strong>t door without the need <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

open the fr<strong>on</strong>t door. Details <str<strong>on</strong>g>of</str<strong>on</strong>g> such shall <str<strong>on</strong>g>be</str<strong>on</strong>g> provided in the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e Plans.<br />

87. A c<strong>on</strong>structi<strong>on</strong> traffic management plan <str<strong>on</strong>g>be</str<strong>on</strong>g> prepared and submitted <str<strong>on</strong>g>to</str<strong>on</strong>g> and approved by the<br />

Council which includes:<br />

a. No heavy c<strong>on</strong>structi<strong>on</strong> vehicles <str<strong>on</strong>g>to</str<strong>on</strong>g> use Bunyana Avenue;<br />

b. Traffic c<strong>on</strong>trols in and out <str<strong>on</strong>g>of</str<strong>on</strong>g> the site during c<strong>on</strong>structi<strong>on</strong>; and<br />

c. Any necessary traffic c<strong>on</strong>trols for using Clissold Avenue.<br />
