The Bond may ong>beong> in the form ong>ofong> a bank guarantee and must ong>beong> lodged prior ong>toong> the issue ong>ofong> a Construction Certificate. The Bond will not ong>beong> released until Council has inspected the site at all hold points specified in the Roads Act Approval, and is satisfied that the works have ong>beong>en carried out ong>toong> Council’s requirements. Council may use part or the entire bond ong>toong> complete the works ong>toong> its satisfaction if the works do not meet Council’s requirements. After Council’s final inspection ong>ofong> these works 10% ong>ofong> the bank guarantee will ong>beong> retained for a further six (6) month period and used by Council ong>toong> repair any defects or temporary works necessary after the final inspection. 78. Prior ong>toong> issue ong>ofong> the Construction Certificate footpath and driveway levels for any fully new, reconstructed or extended sections ong>ofong> driveway crossings ong>beong>tween the property boundary and road alignment must ong>beong> obtained from Council. Such levels are only able ong>toong> ong>beong> issued by Council under the Roads Act 1993. All footpath crossings, laybacks and driveways are ong>toong> ong>beong> constructed according ong>toong> Council's specifications "Construction ong>ofong> Gutter Crossings and Footpath Crossings" or as specified by Council. These are issued with alignment levels after completing the necessary application form at Cusong>toong>mer Services and payment ong>ofong> the adopted fee. The grading ong>ofong> such footpaths or driveways outside the property shall comply with Council's standard requirements. The suitability ong>ofong> the grade ong>ofong> such paths or driveways inside the property is the sole responsibility ong>ofong> the applicant and the alignment levels fixed by Council may affect these. Approval ong>ofong> this Development Application is for works wholly within the property. DA consent does not imply approval ong>ofong> footpath or driveway levels, materials or location within the road reserve regardless ong>ofong> whether this information is shown on the application documents. The construction ong>ofong> footpaths and driveways outside the property, in materials other than those approved by Council, is not permitted and Council may require immediate removal ong>ofong> unauthorised installations. When completing the request for driveway levels application from Council, the applicant must attach a copy ong>ofong> the relevant Development Application drawing which indicates the position and proposed level ong>ofong> the proposed driveway at the boundary alignment. Failure ong>toong> submit this information may delay processing. 79. Prior ong>toong> the issue ong>ofong> the Construction Certificate the Applicant shall submit, for approval by the Principal Certifying Authority, a revised plan for the basement parking area and vehicular access driveway. The plan shall incorporate the following revisions ong>toong> the plan basement plan A1.02 (B) by Building Design and Technology, dated 2.12.2004: a) An increase in the width ong>ofong> non-complying vehicle spaces so that all parking spaces (notably spaces 2, 4, 6) have a minimum width ong>ofong> 3.2 metres and length ong>ofong> 6 metres, in accordance with the requirements ong>ofong> the State Environment Planning Policy for 'Seniors Living'. b) Ramped access driveway shall ong>beong> widened ong>toong> have a minimum clear width ong>ofong> 6 metres so that ingressing and egressing vehicles may pass on the driveway. This is ong>beong>cause sight distance from one end ong>ofong> the driveway ong>toong> the other is limited. Prior ong>toong> the issue ong>ofong> the Construction Certificate, longitudinal driveway sections are ong>toong> ong>beong> prepared by a qualified civil/traffic engineer and ong>beong> submitted ong>toong> and approved by the Principal Certifying Authority (PCA). These prong>ofong>iles are ong>toong> ong>beong> at 1:100 scale along both edges ong>ofong> the proposed driveway, starting from the centreline ong>ofong> the frontage street carriageway ong>toong> the proposed basement parking slab. The driveway prong>ofong>iles must demonstrate the following: a) That vehicular access can ong>beong> obtained using grades ong>ofong> 25% (1 in 4) maximum and b) That all changes in grade (transitions) comply with Australian Standard 2890.1 –“Offstreet car parking” (refer clause 2.5.3) ong>toong> prevent the scraping ong>ofong> the underside ong>ofong> vehicles. The longitudinal sections must incorporate the driveway crossing levels as issued by Council upon prior application. 81. Prior ong>toong> issue ong>ofong> the Construction Certificate the applicant shall submit, for approval by the Principal Certifying Authority (PCA), a Soil and Erosion Control Plan prepared in accordance with the NSW Department ong>ofong> Housing document “Managing Urban Song>toong>rmwater – Soils and Construction” (1998). A suitably qualified and experienced civil/environmental engineer or surveyor shall prepare this plan in accordance with the above guidelines and section 8.2.1 ong>ofong> Councils Water Management DCP 47 (available on the Council website). 82. Prior ong>toong> issue ong>ofong> the Construction Certificate the Applicant shall submit, for approval by the Principal Certifying Authority (PCA), construction details and specifications for provision ong>ofong> a 5,000 ong>toong> 10,000 litre rainwater tank(s) within the subject property, ong>toong> ong>beong> used for garden irrigation purposes. The tank(s) shall designed ong>toong> capture and retain runong>ofong>f from a minimum 100m 2 roong>ofong> area for each 5000 litres ong>ofong> rainwater song>toong>rage, after which runong>ofong>f reverts ong>toong> the main drainage system. A design shall ong>beong> prepared by a suitably qualified and experienced civil/hydraulic engineer in accordance with Councils Water Management Development Control Plan 47 (appendix 6), available in hard copy at Council and on the Council website. NOTE 1: NOTE 2: NOTE 3: NOTE 4: NOTE 5: NOTE 6: NOTE 7: NOTE 8: NOTE 9: Maximum capacity ong>ofong> an individual rainwater tank ong>toong> ong>beong> 10,000 litres. If abutting a wall ong>ofong> the dwelling, rainwater tanks must ong>beong> ong>beong>low the eaves line. Rainwater tanks must not ong>beong> located on the front façade ong>ofong> a dwelling. If rainwater tanks are ong>toong> ong>beong> attached ong>toong> a structure then a structural engineer is ong>toong> certify the adequacy ong>ofong> the design ong>ofong> the structure ong>toong> carry the tank. Maximum height ong>ofong> a rainwater tank is 1.8 metres above natural ground level where installed along the side boundary setback ong>ofong> a dwelling. Rainwater tanks ong>toong> ong>beong> commercially manufactured tanks designed for the use ong>ofong> water supply and ong>toong> ong>beong> installed in accordance with manufacturer’s specifications. A first flush system shall ong>beong> provided. Rainwater tanks ong>toong> ong>beong> located above an available landscaped area so that the tank may ong>beong> readily used for watering purposes. Rainwater tanks ong>toong> ong>beong> fitted with a standard garden tap or similar which is ong>toong> ong>beong> clearly marked as not ong>toong> ong>beong> used for drinking purposes.
