1 April <strong>2005</strong><br />

<str<strong>on</strong>g>be</str<strong>on</strong>g> designed for a 235mm/hour rainfall intensity for a dur<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> five (5) minutes (1:50 year<br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm recurrence) and shall <str<strong>on</strong>g>be</str<strong>on</strong>g> comp<strong>at</strong>ible with the necessary retenti<strong>on</strong> and/or detenti<strong>on</strong><br />

devices. Plans and calcul<strong>at</strong>i<strong>on</strong>s are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> prepared by a suitably qualified and experienced<br />

civil/hydraulic engineer in accordance with Councils W<strong>at</strong>er Management Development<br />

C<strong>on</strong>trol Plan 47. New c<strong>on</strong>necti<strong>on</strong> points <str<strong>on</strong>g>to</str<strong>on</strong>g> the public drainage system must <str<strong>on</strong>g>be</str<strong>on</strong>g> shown<br />

accur<strong>at</strong>ely <strong>on</strong> the plan and shall <str<strong>on</strong>g>be</str<strong>on</strong>g> made in accordance with the General Specific<strong>at</strong>i<strong>on</strong> for the<br />

C<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Road and Drainage Works in Ku-ring-gai Council, d<strong>at</strong>ed Novem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2004.<br />

95. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the issue <str<strong>on</strong>g>of</str<strong>on</strong>g> a C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the applicant shall lodge a $50,000 (fifty<br />

thousand dollars) public infrastructure damage b<strong>on</strong>d with Council. This b<strong>on</strong>d is <str<strong>on</strong>g>to</str<strong>on</strong>g> cover the<br />

res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> by Council <str<strong>on</strong>g>of</str<strong>on</strong>g> any damage <str<strong>on</strong>g>to</str<strong>on</strong>g> public infrastructure, caused as a result <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

c<strong>on</strong>structi<strong>on</strong> works, in close proximity <str<strong>on</strong>g>to</str<strong>on</strong>g> the subject development. The b<strong>on</strong>d will also cover<br />

the finishing <str<strong>on</strong>g>of</str<strong>on</strong>g> any incomplete works required in the road reserve under this c<strong>on</strong>sent and/or<br />

as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the approved development. The b<strong>on</strong>d shall <str<strong>on</strong>g>be</str<strong>on</strong>g> refundable following completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

all works rel<strong>at</strong>ing <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposed development and <strong>at</strong> the end <str<strong>on</strong>g>of</str<strong>on</strong>g> any maintenance period<br />

stipul<strong>at</strong>ed by c<strong>on</strong>sent c<strong>on</strong>diti<strong>on</strong>s up<strong>on</strong> approval by Council’s Engineers. Further, Council<br />

shall have full authority <str<strong>on</strong>g>to</str<strong>on</strong>g> make use <str<strong>on</strong>g>of</str<strong>on</strong>g> the b<strong>on</strong>d for such res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> works as deemed<br />

necessary by Council in the following circumstances:<br />

- Where the damage c<strong>on</strong>stitutes a hazard in which case Council may make use <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

b<strong>on</strong>d immedi<strong>at</strong>ely, and<br />

- The applicant has not repaired nor commenced repairing the damage within 48 hours <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the issue by Council in writing <str<strong>on</strong>g>of</str<strong>on</strong>g> instructi<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> undertake such repairs or works.<br />

- Works in the public road associ<strong>at</strong>ed with the development are <str<strong>on</strong>g>to</str<strong>on</strong>g> an unacceptable<br />

quality.<br />

96. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the applicant shall submit, for approval by the<br />

Principal Certifying Auth ority (PCA), advanced plans for the basement and external vehicle<br />

access and accommod<strong>at</strong>i<strong>on</strong> arrangements. These plans shall incorpor<strong>at</strong>e the following details:<br />

- Install<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>vex mirrors or traffic signals <strong>on</strong> single width circul<strong>at</strong>i<strong>on</strong> ramps <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

ensure ingressing and egressing drivers are aware <str<strong>on</strong>g>of</str<strong>on</strong>g> each other.<br />

97. Service ducts shall <str<strong>on</strong>g>be</str<strong>on</strong>g> provided within the building <str<strong>on</strong>g>to</str<strong>on</strong>g> keep external walls free <str<strong>on</strong>g>of</str<strong>on</strong>g> plumbing or<br />

any other utility install<strong>at</strong>i<strong>on</strong>s. Such service ducts are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>cealed from view from the<br />

street. Details dem<strong>on</strong>str<strong>at</strong>ing compliance are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> provided in the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e.<br />

98. The following energy efficiency devices are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> installed within the development:<br />

a. Gas boosted solar, he<strong>at</strong> pump or electricity boosted solar, instantaneous gas or high<br />

efficiency centralised gas hot w<strong>at</strong>er he<strong>at</strong>ing system.<br />

b. Dual flush <str<strong>on</strong>g>to</str<strong>on</strong>g>ilets.<br />

c. Low flow taps and showerheads.<br />

Details are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted for approval with the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e. (Reas<strong>on</strong>: To<br />

promote the use <str<strong>on</strong>g>of</str<strong>on</strong>g> energy efficient appliances)<br />

99. All overhead electricity and other lines (existing and proposed) shall <str<strong>on</strong>g>be</str<strong>on</strong>g> undergrounded from<br />

the proposed building <strong>on</strong> the site <str<strong>on</strong>g>to</str<strong>on</strong>g> the appropri<strong>at</strong>e power pole(s) or other c<strong>on</strong>necti<strong>on</strong> point, in<br />

accordance with the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> Energy Australia. Details <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> shown <strong>on</strong> plans<br />
