a) Full road pavement width, including kerb and gutter, <strong>of</strong> Marian Street and Caithness
Street over the site frontage, including the full intersection.
b) All driveway crossings and laybacks opposite the subject site.
The report must <strong>be</strong> completed by a consulting structural/civil engineer. Particular attention
must <strong>be</strong> paid <strong>to</strong> accurately recording (both via pho<strong>to</strong> and in written format) existing damaged
areas on the aforementioned infrastructure so that:

Council is fully informed when assessing any damage <strong>to</strong> public infrastructure caused as
a result <strong>of</strong> the development, and
Council is able <strong>to</strong> refund infrastructure damage bonds, in full or parts there<strong>of</strong>, with
accuracy.
The developer may <strong>be</strong> <strong>held</strong> liable <strong>to</strong> all damage <strong>to</strong> public infrastructure in the vicinity <strong>of</strong> the
site, where such damage is not accurately recorded under the requirements <strong>of</strong> this condition
prior <strong>to</strong> the commencement <strong>of</strong> works. In this respect, the infrastructure damage bond lodged
by the subject developer may <strong>be</strong> used by Council <strong>to</strong> repair the damage regardless.
A second dilapidation report, recording structural conditions <strong>of</strong> all structures originally
assessed prior <strong>to</strong> the commencement <strong>of</strong> works, must <strong>be</strong> carried out at the completion <strong>of</strong> the
works and <strong>be</strong> submitted <strong>to</strong> Council.
110. Prior <strong>to</strong> the commencement <strong>of</strong> any works on site the applicant must submit, for review by
Council Engineers, a Construction and Traffic Management Plan. The following matters must
<strong>be</strong> specifically addressed in the Plan:
1. A plan view <strong>of</strong> the entire site and frontage roadways indicating:

Dedicated construction site entrances and exits, controlled by a certified traffic
controller, <strong>to</strong> safely manage any pedestrians and construction related vehicles in
the frontage roadways,
Turning areas within the site for construction and spoil removal vehicles, allowing
a forward egress for all construction vehicles on the site,
The locations <strong>of</strong> any Work Zones in the frontage roadways,
Location <strong>of</strong> proposed crane standing areas
A dedicated unloading and loading point within the site for all construction
vehicles, plant and deliveries
Material, plant and spoil bin s<strong>to</strong>rage areas within the site, where all materials are
<strong>to</strong> <strong>be</strong> dropped <strong>of</strong>f and collected.
The provision <strong>of</strong> an on-site parking area for employees, tradesperson and
construction vehicles where possible
2. Traffic Control Plan(s) for the site

All traffic control devices installed in the road reserve must <strong>be</strong> in accordance with
the RTA publication “Traffic Control Worksite Manual” and designed by a person
