90. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the Applicant must c<strong>on</strong>solid<strong>at</strong>e the existing<br />

Torrens lots which will form the development site. Evidence <str<strong>on</strong>g>of</str<strong>on</strong>g> lot c<strong>on</strong>solid<strong>at</strong>i<strong>on</strong>, in the form<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> a plan registered with Land and Property Inform<strong>at</strong>i<strong>on</strong>, must <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted for approval <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the Principal Certifying Authority prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e. This<br />

c<strong>on</strong>diti<strong>on</strong> is imposed <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure c<strong>on</strong>tinuous structures will not <str<strong>on</strong>g>be</str<strong>on</strong>g> placed across separ<strong>at</strong>e titles.<br />

91. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e any security g<strong>at</strong>e, grille or door shown <strong>on</strong> the<br />

DA plans, which would prevent unrestricted access for Council waste collecti<strong>on</strong> vehicles <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the basement garbage s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage/collecti<strong>on</strong> area, must <str<strong>on</strong>g>be</str<strong>on</strong>g> deleted from the plans <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> approved<br />

with the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e. Such details shall <str<strong>on</strong>g>be</str<strong>on</strong>g> <str<strong>on</strong>g>to</str<strong>on</strong>g> the s<strong>at</strong>isfacti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Principal<br />

Certifying Authority (PCA).<br />

92. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e , a plan detailing services trenches in accordance<br />

with the relevant supply authorities (including electricity, gas, teleph<strong>on</strong>e, w<strong>at</strong>er and<br />

sewerage), shall <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted for approval by the Principal Certifying Authority (PCA). The<br />

notice <str<strong>on</strong>g>of</str<strong>on</strong>g> requirements for Sydney W<strong>at</strong>er must <str<strong>on</strong>g>be</str<strong>on</strong>g> obtained prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong><br />

Certific<strong>at</strong>e.<br />

93. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the Applicant shall c<strong>on</strong>tact Energy Australia<br />

regarding power supply for the subject development. A written resp<strong>on</strong>se detailing the full<br />

requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> Energy Australia (including cabling, need for subst<strong>at</strong>i<strong>on</strong>s or similar within<br />

the development) shall <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted <str<strong>on</strong>g>to</str<strong>on</strong>g> the Principal Certifying Authority (PCA) for approval<br />

prior <str<strong>on</strong>g>to</str<strong>on</strong>g> C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e issue. Any structures or requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> Energy Australia<br />

shall <str<strong>on</strong>g>be</str<strong>on</strong>g> reflected <strong>on</strong> the plans issued with the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> the s<strong>at</strong>isfacti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the PCA. The requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> the utility provider shall <str<strong>on</strong>g>be</str<strong>on</strong>g> met in full prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Occup<strong>at</strong>i<strong>on</strong> Certific<strong>at</strong>e.<br />

94. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> any C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e the applicant shall submit, for approval by the<br />

Principal Certifying Authority (with a copy forwarded <str<strong>on</strong>g>to</str<strong>on</strong>g> Council) a full dilapid<strong>at</strong>i<strong>on</strong> report <strong>on</strong><br />

the visible and structural c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> all neighbouring buildings within the ‘z<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

influence’ <str<strong>on</strong>g>of</str<strong>on</strong>g> the excav<strong>at</strong>i<strong>on</strong>. This is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> defined as the horiz<strong>on</strong>tal distance from the edge <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the excav<strong>at</strong>i<strong>on</strong> face <str<strong>on</strong>g>to</str<strong>on</strong>g> twice the excav<strong>at</strong>i<strong>on</strong> depth. The report must <str<strong>on</strong>g>be</str<strong>on</strong>g> completed by a<br />

c<strong>on</strong>sulting structural/geotechnical engineer as determined necessary by th<strong>at</strong> pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />

based <strong>on</strong> the excav<strong>at</strong>i<strong>on</strong>s for the proposal and the recommend<strong>at</strong>i<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the submitted Report<br />

<strong>on</strong> Geotechnical Investig<strong>at</strong>i<strong>on</strong> by Jeffery and K<strong>at</strong>auskas C<strong>on</strong>sulting Engineers (refer report<br />

18987Vrpt d<strong>at</strong>ed 5 th Novem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2004). A sec<strong>on</strong>d dilapid<strong>at</strong>i<strong>on</strong> report, recording structural<br />

c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> all structures originally assessed prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e,<br />

must <str<strong>on</strong>g>be</str<strong>on</strong>g> carried out <strong>at</strong> the completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the works and <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted <str<strong>on</strong>g>to</str<strong>on</strong>g> Council. The report<br />

shall have regard <str<strong>on</strong>g>to</str<strong>on</strong>g> protecting the Applicant from spurious claims for structural damage and<br />

shall <str<strong>on</strong>g>be</str<strong>on</strong>g> verified by all stakeholders as far as practicable.<br />

95. Prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e, footp<strong>at</strong>h and driveway levels for the required<br />

driveway crossing <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the property boundary and road alignment must <str<strong>on</strong>g>be</str<strong>on</strong>g> obtained from<br />

Council. Such levels are <strong>on</strong>ly able <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> issued by Council under the Roads Act 1993. All<br />

footp<strong>at</strong>h crossings, laybacks and driveways are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>structed according <str<strong>on</strong>g>to</str<strong>on</strong>g> Council's<br />

specific<strong>at</strong>i<strong>on</strong>s "C<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Gutter Crossings and Footp<strong>at</strong>h Crossings" or as specified by<br />
