A fully new in-ground piped drainage system in Marian Street and Caithness Street,
comprising inlet/junction pits and Reinforced concrete piping <strong>of</strong> nominal 750mm
diameter, at suitable alignment <strong>to</strong> avoid damage <strong>to</strong> significant trees and accommodate
existing services. This drainage line is <strong>to</strong> replace the Council drainage system which
currently traverses the subject site.
Construction <strong>of</strong> a fully new concrete footpath, minimum1.2 metres wide or as directed,
over the full site frontage on Caithness Street.
Development Consent under the EP&A Act does NOT give approval <strong>to</strong> these works on
Council property. THE APPLICANT MUST OBTAIN A SEPARATE APPROVAL
UNDER SECTION 138 AND 139 OF THE ROADS ACT 1993 for the works in the Road
Reserve, required by this consent. The Construction Certificate must not <strong>be</strong> issued, and these
works must not proceed, until Council has issued a formal written consent under the Roads
Act 1993. Construction <strong>of</strong> the works must proceed in accordance with any conditions attached
<strong>to</strong> the Council Roads Act 1993 approval. All works are <strong>to</strong> <strong>be</strong> designed in accordance with the
General Specification for the Construction <strong>of</strong> Road and Drainage Works in Ku-ring-gai
Council, dated Novem<strong>be</strong>r 2004 and Council Water Management DCP 47, chapter 9. The
drawings must detail existing services and trees affected by the works, erosion control
requirements and traffic management requirements during the course <strong>of</strong> works. Traffic
management is <strong>to</strong> <strong>be</strong> certified on the drawings as <strong>be</strong>ing in accordance with the documents
SAA HB81.1 – 1996 – Field Guide for Traffic Control at Works on Roads – Part 1 and RTA
Traffic Control at Work Sites (1998).
A minimum <strong>of</strong> three (3) weeks will <strong>be</strong> required for assessment <strong>of</strong> Roads Act submissions.
Early submission is highly recommended <strong>to</strong> avoid delays in obtaining a Construction
Certificate. An engineering assessment and inspection fee (set out in Council’s adopted fees
and charges) is payable and Council will withhold any consent and approved plans until full
payment <strong>of</strong> the correct fees. Plans and specifications must <strong>be</strong> marked <strong>to</strong> the attention <strong>of</strong>
Council’s Development Engineers. In addition, a copy <strong>of</strong> this condition must <strong>be</strong> provided,
<strong>to</strong>gether with a covering letter stating the full address <strong>of</strong> the property and the accompanying
DA num<strong>be</strong>r.
89. Prior <strong>to</strong> issue <strong>of</strong> the Construction Certificate, the approved drainage works must <strong>be</strong> completed
in the road reserve, in accordance with the Council approved Roads Act 1993 drawings,
conditions and specifications. The works must <strong>be</strong> supervised by the applicant’s designing
engineer and the works shall <strong>be</strong> completed and approved in full <strong>to</strong> the satisfaction <strong>of</strong>
Council’s Engineers. The supervising consulting engineer is <strong>to</strong> provide certification upon
completion that the works were constructed in accordance with the Council approved
drawings. The works are also <strong>to</strong> <strong>be</strong> subject <strong>to</strong> inspection by Council at the hold points noted
on the approved drawings. Any conditions attached <strong>to</strong> the approved drawings for these works
must <strong>be</strong> met in full. At the completion <strong>of</strong> these works the existing Council drainage line
traversing the subject site must <strong>be</strong> decommissioned. A letter from Ku-ring-gai Council stating
that the works have <strong>be</strong>en completed in full and this condition has <strong>be</strong>en satisfied must <strong>be</strong>
submitted <strong>to</strong> the Principal Certifying Authority prior <strong>to</strong> issue <strong>of</strong> any Construction Certificate.
