84. A report is <strong>to</strong> <strong>be</strong> submitted <strong>to</strong> Council and approved by the heritage <strong>of</strong>ficer prior <strong>to</strong>
commencement <strong>of</strong> the work and prior <strong>to</strong> issue <strong>of</strong> a Construction Certificate.
The report is <strong>to</strong> <strong>be</strong> prepared by a heritage consultant included in the NSW Heritage Office list
<strong>of</strong> recognized consultants or other suitably qualified consultants who have knowledge and
experience in preparing archival recording documents.
The report is <strong>to</strong> <strong>be</strong> a bound A4 report and must include copies <strong>of</strong> drawings submitted with the
application including site surveys and specialist reports such as heritage assessments,
dilapidation report, and builders or engineers reports. Three copies <strong>of</strong> the report is <strong>to</strong> <strong>be</strong>
submitted, one copy with negatives. Any archival documents such as family records, old
pho<strong>to</strong>graphs should also <strong>be</strong> included.
All pho<strong>to</strong>graphs <strong>to</strong> <strong>be</strong> <strong>to</strong> <strong>be</strong> mounted, la<strong>be</strong>led and cross-referenced <strong>to</strong> the relevant site plan
and floor plans and showing position <strong>of</strong> camera. A pho<strong>to</strong>graphic recording sheet is <strong>to</strong> <strong>be</strong>
included. Pho<strong>to</strong>graphs <strong>of</strong> the following:
• Each elevation
• Pho<strong>to</strong>graphs <strong>of</strong> specific details nominated by Council
• All structures on site such as sheds, outhouses and significant landscape features
• Several pho<strong>to</strong>graphs <strong>of</strong> house from public streets or laneways including several views
showing relationship <strong>to</strong> neighboring buildings.
Minimum requirements:
• Title page
• Statement <strong>of</strong> reasons the recording was made
• Location Plan showing relationship <strong>of</strong> site <strong>to</strong> nearby area
• Site plan <strong>to</strong> scale (1:200 – 1:500) showing all structures and site elements
• Floor Plan (1:100)
• Black & White archival quality pho<strong>to</strong>graphs, contact prints with negatives and selected
prints (one copy <strong>of</strong> negatives other copies with contact sheets and selected prints)
• Colour slides (one set)
• Colour pho<strong>to</strong>graphs (one copy with negatives)
Digital images and CDs may <strong>be</strong> submitted as supplementary information.
85. A CASH BOND/BANK GUARANTEE <strong>of</strong> $10 000.00 shall <strong>be</strong> lodged with Council as a
Landscape Establishment Bond prior <strong>to</strong> the release <strong>of</strong> the Construction Certificate <strong>to</strong> ensure
that the landscape works are installed and maintained in accordance with the approved
landscape plan or other landscape conditions.
Fifty percent (50%) <strong>of</strong> the bond will <strong>be</strong> refunded upon issue <strong>of</strong> the final Certificate <strong>of</strong>
Compliance, where landscape works as approved have <strong>be</strong>en satisfac<strong>to</strong>rily installed. The
balance <strong>of</strong> the bond will <strong>be</strong> refunded 3 years after issue <strong>of</strong> the building certificate, where
landscape works has <strong>be</strong>en satisfac<strong>to</strong>rily established and maintained.
