72. All c<strong>on</strong>structi<strong>on</strong> traffic c<strong>on</strong>trol and management measures shall <str<strong>on</strong>g>be</str<strong>on</strong>g> implemented in<br />
accordance with an approved C<strong>on</strong>structi<strong>on</strong> Traffic Management Plan <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted and<br />
approved by Council prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> works. The Principal Certifying<br />
Authority shall m<strong>on</strong>i<str<strong>on</strong>g>to</str<strong>on</strong>g>r the traffic c<strong>on</strong>trol and management situ<strong>at</strong>i<strong>on</strong> over the course <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
c<strong>on</strong>structi<strong>on</strong> works, and shall pay particular <strong>at</strong>tenti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> traffic c<strong>on</strong>trol during school drop <str<strong>on</strong>g>of</str<strong>on</strong>g>f<br />
and collecti<strong>on</strong> hours. Where it is found th<strong>at</strong> the Traffic c<strong>on</strong>trol and management measures<br />
may <str<strong>on</strong>g>be</str<strong>on</strong>g> improved, this shall <str<strong>on</strong>g>be</str<strong>on</strong>g> undertaken under the supervisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> qualified traffic c<strong>on</strong>trol<br />
pers<strong>on</strong>s and in c<strong>on</strong>sult<strong>at</strong>i<strong>on</strong> with Council.<br />
73. In order <str<strong>on</strong>g>to</str<strong>on</strong>g> allow unrestricted access for Council waste collecti<strong>on</strong> vehicles <str<strong>on</strong>g>to</str<strong>on</strong>g> the basement<br />
garbage s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage/collecti<strong>on</strong> area, no doors or g<strong>at</strong>es shall <str<strong>on</strong>g>be</str<strong>on</strong>g> provided in the access driveways <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
the basement carpark which would prevent this service.<br />
74. All new public utility services, or appropri<strong>at</strong>e c<strong>on</strong>duits for the same, including electricity, gas,<br />
teleph<strong>on</strong>e, w<strong>at</strong>er and sewerage shall <str<strong>on</strong>g>be</str<strong>on</strong>g> provided underground by the developer in accordance<br />
with the specific<strong>at</strong>i<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the supply authorities.<br />
75. Staging <str<strong>on</strong>g>of</str<strong>on</strong>g> trunk drainage diversi<strong>on</strong> works must take place in the following sequence:<br />
1. Ku-ring-gai Council approves through resoluti<strong>on</strong> the extinguishment <str<strong>on</strong>g>of</str<strong>on</strong>g> the Council<br />
drainage easement through the site (in accordance with schedule A c<strong>on</strong>diti<strong>on</strong>).<br />
2. Applicant prepares c<strong>on</strong>structi<strong>on</strong> detail drainage plans for the new drainage line in the<br />
fr<strong>on</strong>tage road reserve, <str<strong>on</strong>g>to</str<strong>on</strong>g> Council specific<strong>at</strong>i<strong>on</strong>s.<br />
3. Plans reviewed, approved and stamped by Council Technical Services department prior<br />
<str<strong>on</strong>g>to</str<strong>on</strong>g> commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> any works within site and prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong><br />
Certific<strong>at</strong>e by the Principal Certifying Authority. Plan assessment and inspecti<strong>on</strong> fees<br />
paid <str<strong>on</strong>g>to</str<strong>on</strong>g> Council.<br />
4. The Council approved drainage works in the road reserve are completed by Applicant in<br />
accordance with terms <str<strong>on</strong>g>of</str<strong>on</strong>g> Council Roads Act approval and prior <str<strong>on</strong>g>to</str<strong>on</strong>g> commencement any<br />
works within the site. The existing oper<strong>at</strong>ing Council drainage line through the site is<br />
maintained during pipe laying works in road reserve.<br />
5. The Council drainage line traversing site is decommissi<strong>on</strong>ed and new drainage line in<br />
road reserve made oper<strong>at</strong>ive.<br />
6. Applicant may commence works in site <str<strong>on</strong>g>to</str<strong>on</strong>g> remove the decommissi<strong>on</strong>ed Council<br />
drainage system, subject <str<strong>on</strong>g>to</str<strong>on</strong>g> Principal Certifying Authority approval.<br />
76. In order <str<strong>on</strong>g>to</str<strong>on</strong>g> achieve an acceptable fit with the nearby heritage items and the N<strong>at</strong>i<strong>on</strong>al Trust<br />
UCA, external mas<strong>on</strong>ry finishes <str<strong>on</strong>g>to</str<strong>on</strong>g> the basement and ground floor <str<strong>on</strong>g>of</str<strong>on</strong>g> the building are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />
clad with face brick or s<str<strong>on</strong>g>to</str<strong>on</strong>g>ne. The colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the face brick or s<str<strong>on</strong>g>to</str<strong>on</strong>g>ne is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> approved by<br />
Council. The colour should <str<strong>on</strong>g>be</str<strong>on</strong>g> an earthy <str<strong>on</strong>g>to</str<strong>on</strong>g>ne and should <str<strong>on</strong>g>be</str<strong>on</strong>g> comm<strong>on</strong> in the immedi<strong>at</strong>e<br />
streetscape.<br />
A colour scheme for the exterior colours <str<strong>on</strong>g>of</str<strong>on</strong>g> the external walls is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted and approved<br />
by Council. The colour scheme should use two or three colours for the external walls <str<strong>on</strong>g>to</str<strong>on</strong>g> assist<br />
in blending the massing <str<strong>on</strong>g>of</str<strong>on</strong>g> the new building in<str<strong>on</strong>g>to</str<strong>on</strong>g> the existing streetscape. Earthy recessive<br />
colours are suggested with <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> two lighter colours.<br />
