All construction traffic control and management measures shall ong>beong> implemented in accordance with an approved Construction Traffic Management Plan ong>toong> ong>beong> submitted and approved by Council prior ong>toong> the commencement ong>ofong> works. The Principal Certifying Authority shall moniong>toong>r the traffic control and management situation over the course ong>ofong> construction works, and shall pay particular attention ong>toong> traffic control during school drop ong>ofong>f and collection hours. Where it is found that the Traffic control and management measures may ong>beong> improved, this shall ong>beong> undertaken under the supervision ong>ofong> qualified traffic control persons and in consultation with Council. 73. In order ong>toong> allow unrestricted access for Council waste collection vehicles ong>toong> the basement garbage song>toong>rage/collection area, no doors or gates shall ong>beong> provided in the access driveways ong>toong> the basement carpark which would prevent this service. 74. All new public utility services, or appropriate conduits for the same, including electricity, gas, telephone, water and sewerage shall ong>beong> provided underground by the developer in accordance with the specifications ong>ofong> the supply authorities. 75. Staging ong>ofong> trunk drainage diversion works must take place in the following sequence: 1. Ku-ring-gai Council approves through resolution the extinguishment ong>ofong> the Council drainage easement through the site (in accordance with schedule A condition). 2. Applicant prepares construction detail drainage plans for the new drainage line in the frontage road reserve, ong>toong> Council specifications. 3. Plans reviewed, approved and stamped by Council Technical Services department prior ong>toong> commencement ong>ofong> any works within site and prior ong>toong> issue ong>ofong> the Construction Certificate by the Principal Certifying Authority. Plan assessment and inspection fees paid ong>toong> Council. 4. The Council approved drainage works in the road reserve are completed by Applicant in accordance with terms ong>ofong> Council Roads Act approval and prior ong>toong> commencement any works within the site. The existing operating Council drainage line through the site is maintained during pipe laying works in road reserve. 5. The Council drainage line traversing site is decommissioned and new drainage line in road reserve made operative. 6. Applicant may commence works in site ong>toong> remove the decommissioned Council drainage system, subject ong>toong> Principal Certifying Authority approval. 76. In order ong>toong> achieve an acceptable fit with the nearby heritage items and the National Trust UCA, external masonry finishes ong>toong> the basement and ground floor ong>ofong> the building are ong>toong> ong>beong> clad with face brick or song>toong>ne. The colour ong>ofong> the face brick or song>toong>ne is ong>toong> ong>beong> approved by Council. The colour should ong>beong> an earthy ong>toong>ne and should ong>beong> common in the immediate streetscape. A colour scheme for the exterior colours ong>ofong> the external walls is ong>toong> ong>beong> submitted and approved by Council. The colour scheme should use two or three colours for the external walls ong>toong> assist in blending the massing ong>ofong> the new building inong>toong> the existing streetscape. CONDITIONS TO BE COMPLIED WITH PRIOR TO THE ISSUE OF A CONSTRUCTION CERTIFICATE 78. Prior ong>toong> issue ong>ofong> the Construction Certificate, the Applicant must consolidate the existing four Torrens lots. Evidence ong>ofong> lot consolidation, in the form ong>ofong> a plan registered with Land and Property Information, must ong>beong> submitted for approval ong>ofong> the Principal Certifying Authority prior ong>toong> the issue ong>ofong> the Construction Certificate. The condition is imposed ong>toong> ensure a continuous structure will not ong>beong> placed across separate titles. 79. The Long Service Levy is ong>toong> ong>beong> paid ong>toong> Council in accordance with the provisions ong>ofong> Section 34 ong>ofong> the Building and Construction Industry Payments Act 1986 prior ong>toong> the issue ong>ofong> the Construction Certificate. Note: Required if cost ong>ofong> works exceed $25,000.00. 80. It is a condition ong>ofong> consent that the applicant, builder or developer or person who does the work on this residential building project arrange the Builders Indemnity Insurance and submit the Certificate ong>ofong> Insurance in accordance with the requirements ong>ofong> Part 6 ong>ofong> the Home Building Act 1989 ong>toong> the Council or other Principal Certifying Authority for endorsement ong>ofong> the plans accompanying the Construction Certificate. It is the responsibility ong>ofong> the applicant, builder or developer ong>toong> arrange the Builder's Indemnity Insurance for residential building work over the value ong>ofong> $12,000 and ong>toong> satisfy the Council or other Principal Certifying Authority by the presentation ong>ofong> the necessary Certificate ong>ofong> Insurance so as ong>toong> comply with the applicable requirements ong>ofong> Part 6 ong>ofong> the Home Building Act 1989. The requirements for the Builder's Indemnity Insurance does not apply ong>toong> commercial or industrial building work or for residential work less than $12,000, nor ong>toong> work undertaken by persons holding an Owner/Builder's Permit issued by the Department ong>ofong> Fair Trading (unless the owner/builder's property is sold within 7 years ong>ofong> the commencement ong>ofong> the work). 81. The Infrastructure Resong>toong>rations Fee calculated in accordance with the Council's adopted schedule ong>ofong> Fees and Charges is ong>toong> ong>beong> paid ong>toong> the Council prior ong>toong> any earthworks or construction commencing. The applicant or builder/developer will ong>beong> ong>heldong> responsible for and liable for the cost any damage caused ong>toong> any Council property or for the removal ong>ofong> any waste bin, building materials, sediment, silt, or any other article as a consequence ong>ofong> doing or not doing anything ong>toong> which this consent relates. "Council Property" includes footway, footpath paving, kerbing, guttering, crossings, street furniture, seats, litter bins, trees, shrubs, lawns mounds, bushland, and similar structures or features on road reserves or any adjacent public place. Council will undertake minor resong>toong>ration work as a consequence ong>ofong> the work at this site in consideration ong>ofong> the "Infrastructure Resong>toong>rations Fee" lodged with the Council prior ong>toong> the release ong>ofong> the Construction Certificate. This undertaking by the Council does not absolve the applicant or Builder/developer ong>ofong> responsibility for ensuring that work or activity at this site does not jeopardise the safety or public using adjacent public areas or ong>ofong> making good or maintaining "Council property" (as defined) during the course ong>ofong> this project.
