Siting, internal planning and design <str<strong>on</strong>g>of</str<strong>on</strong>g> the building ensures high level <str<strong>on</strong>g>of</str<strong>on</strong>g> surveillance <str<strong>on</strong>g>of</str<strong>on</strong>g> the street<br />

and the internal open space. This is achieved by the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> large terrace and balc<strong>on</strong>y areas<br />

provided for each dwelling unit and the large landscaped area <str<strong>on</strong>g>be</str<strong>on</strong>g>tween units <strong>at</strong> the rear <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

building. The development provides quality comm<strong>on</strong> spaces, clear definiti<strong>on</strong> <str<strong>on</strong>g>be</str<strong>on</strong>g>tween public and<br />

priv<strong>at</strong>e spaces and enhances the street level activity.<br />

Social dimensi<strong>on</strong>s:<br />

The applic<strong>at</strong>i<strong>on</strong> provides for <strong>on</strong>e x 2-<str<strong>on</strong>g>be</str<strong>on</strong>g>droom dwelling and twenty six x 3-<str<strong>on</strong>g>be</str<strong>on</strong>g>droom dwellings. This<br />

is not strictly compliant with Council’s requirements <str<strong>on</strong>g>to</str<strong>on</strong>g> provide a range <str<strong>on</strong>g>of</str<strong>on</strong>g> dwelling sizes.<br />

However, the apartments are generously sized (153m 2 <str<strong>on</strong>g>to</str<strong>on</strong>g> 222m 2 ) and will provide high quality<br />

living envir<strong>on</strong>ments for existing residents in the locality who wish <str<strong>on</strong>g>to</str<strong>on</strong>g> ‘downsize’ and remain in the<br />

locality. Further, the development is in an accessible loc<strong>at</strong>i<strong>on</strong> in close proximity <str<strong>on</strong>g>to</str<strong>on</strong>g> public transport<br />

modes.<br />

Aesthetics:<br />

The facades are str<strong>on</strong>gly articul<strong>at</strong>ed with small scale details which will break down the size <str<strong>on</strong>g>of</str<strong>on</strong>g> fl<strong>at</strong><br />

wall areas and provide visual interest through recessed and projected balc<strong>on</strong>ies. The upper floor is<br />

set back from the building perimeter which reduces the apparent scale and bulk <str<strong>on</strong>g>of</str<strong>on</strong>g> the building. The<br />

neo-classical façade compositi<strong>on</strong> will rel<strong>at</strong>e as well as possible (given the substantial scale change)<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the heritage items in the area.<br />

The break up <str<strong>on</strong>g>of</str<strong>on</strong>g> the building <str<strong>on</strong>g>to</str<strong>on</strong>g> present as two pavili<strong>on</strong>s is effective in reducing its perceived scale.<br />

Further s<str<strong>on</strong>g>of</str<strong>on</strong>g>tening is achieved by the retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> two large 24m high m<strong>at</strong>ure Blue Gum trees and<br />

extensive provisi<strong>on</strong> for deep soil landscaping and large canopy tree planting throughout site.<br />

The development is also c<strong>on</strong>sistent with c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the Residential Fl<strong>at</strong> Design Code. These<br />

c<strong>on</strong>sider<strong>at</strong>i<strong>on</strong>s include how the development rel<strong>at</strong>es <str<strong>on</strong>g>to</str<strong>on</strong>g> the local c<strong>on</strong>text, building design and site<br />

analysis. Each <str<strong>on</strong>g>of</str<strong>on</strong>g> these m<strong>at</strong>ters are s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry and have <str<strong>on</strong>g>be</str<strong>on</strong>g>en discussed elsewhere in this report.<br />

St<strong>at</strong>e Envir<strong>on</strong>mental Planning Policy No. 55 – Remedi<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Land<br />

The provisi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> SEPP 55 require Council <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider the potential for a site <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>tamin<strong>at</strong>ed.<br />

The subject site has a his<str<strong>on</strong>g>to</str<strong>on</strong>g>ry <str<strong>on</strong>g>of</str<strong>on</strong>g> residential use and as such, it is unlikely <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>tain any<br />

c<strong>on</strong>tamin<strong>at</strong>i<strong>on</strong> and further investig<strong>at</strong>i<strong>on</strong> is not warranted in this case.<br />
