The assignment <str<strong>on</strong>g>of</str<strong>on</strong>g> an additi<strong>on</strong>al (net) 14 vehicles peak hour trips in and out combined (see<br />

table above) in<str<strong>on</strong>g>to</str<strong>on</strong>g> the affected intersecti<strong>on</strong>s (broken down in<str<strong>on</strong>g>to</str<strong>on</strong>g> 80% outgoing and 20%<br />

incoming <strong>at</strong> am peak and the reverse <strong>at</strong> pm peak) is not expected <str<strong>on</strong>g>to</str<strong>on</strong>g> st<strong>at</strong>istically lower the<br />

oper<strong>at</strong>ing levels <str<strong>on</strong>g>of</str<strong>on</strong>g> service <strong>at</strong> any nearby intersecti<strong>on</strong>s.<br />

The 18 trips over the respective peak hours (am and pm) gener<strong>at</strong>ed by the subject<br />

development (in and out combined) is an average <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e vehicle movement over the proposed<br />

driveway crossing every 3.4 minutes in the peak hour. This is not c<strong>on</strong>sidered significant.<br />

Accordingly, while the development may result in the surrounding road network <str<strong>on</strong>g>be</str<strong>on</strong>g>coming<br />

marginally busier in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> increased traffic movements, the subject development <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

assessed is not expected <str<strong>on</strong>g>to</str<strong>on</strong>g> cre<strong>at</strong>e additi<strong>on</strong>al traffic issues in the surrounding road network.<br />

C<strong>on</strong>structi<strong>on</strong> Management<br />

Based <strong>on</strong> the scale <str<strong>on</strong>g>of</str<strong>on</strong>g> works and expected c<strong>on</strong>structi<strong>on</strong> vehicle movements, a detailed<br />

c<strong>on</strong>structi<strong>on</strong> traffic management plan must <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted for review by Council Engineers<br />

prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> any works <strong>on</strong> site. This has <str<strong>on</strong>g>be</str<strong>on</strong>g>en c<strong>on</strong>diti<strong>on</strong>ed.<br />

Impacts <strong>on</strong> Council Infrastructure and associ<strong>at</strong>ed works – comments<br />

The scale <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> work for this site has potential <str<strong>on</strong>g>to</str<strong>on</strong>g> damage the fr<strong>on</strong>tage road reserve.<br />

Accordingly, and for the amenity <str<strong>on</strong>g>of</str<strong>on</strong>g> the development, the following infrastructure works will<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g> required as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>sent:<br />

- Drainage works in Road Reserve, <str<strong>on</strong>g>to</str<strong>on</strong>g> Council specific<strong>at</strong>i<strong>on</strong>s.<br />

- C<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a fully new c<strong>on</strong>crete footp<strong>at</strong>h over the full site fr<strong>on</strong>tage <strong>on</strong> Caithness<br />

Street. To <str<strong>on</strong>g>be</str<strong>on</strong>g> designed and c<strong>on</strong>structed in accordance with Councils Technical Services<br />

specific<strong>at</strong>i<strong>on</strong>s.<br />

- New c<strong>on</strong>crete driveway crossing <str<strong>on</strong>g>to</str<strong>on</strong>g> access the site from Caithness Street.<br />

- Removal <str<strong>on</strong>g>of</str<strong>on</strong>g> all redundant driveway laybacks and re-inst<strong>at</strong>ement <str<strong>on</strong>g>to</str<strong>on</strong>g> upright kerb and<br />

gutter.<br />

- Replacement <str<strong>on</strong>g>of</str<strong>on</strong>g> the verge area <str<strong>on</strong>g>to</str<strong>on</strong>g> turfed verge <str<strong>on</strong>g>be</str<strong>on</strong>g>tween new footp<strong>at</strong>h and existing kerb<br />

alignment.<br />

As with all development <str<strong>on</strong>g>of</str<strong>on</strong>g> this scale, there is the direct risk <str<strong>on</strong>g>of</str<strong>on</strong>g> damage <str<strong>on</strong>g>to</str<strong>on</strong>g> Council<br />

infrastructure during the course <str<strong>on</strong>g>of</str<strong>on</strong>g> the works. A $50,000 b<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> cover res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> such<br />

damage (or completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> uns<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry works by Council) is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> applied.<br />

Geotechnical / Structural Comments<br />

In support <str<strong>on</strong>g>of</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong>, the Applicant has submitted a Report <strong>on</strong> Geotechnical<br />

Investig<strong>at</strong>i<strong>on</strong> by Jeffery and K<strong>at</strong>auskas C<strong>on</strong>sulting Engineers (refer report 18987Vrpt d<strong>at</strong>ed<br />

5th Novem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2004).<br />

The borehole field assessment and subsequent report <strong>on</strong> the findings are c<strong>on</strong>sidered<br />

appropri<strong>at</strong>e for DA assessment based <strong>on</strong> the scale and loc<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> excav<strong>at</strong>i<strong>on</strong>s proposed<br />
