s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry in principle and will facilit<strong>at</strong>e:<br />

- New c<strong>on</strong>structed drainage assets for Council (i.e. less future maintenance costs and<br />

increased capacity) and,<br />

- Easier access <str<strong>on</strong>g>to</str<strong>on</strong>g> infrastructure for any future maintenance.<br />

At this stage <str<strong>on</strong>g>of</str<strong>on</strong>g> the development assessment, the applicant has not completed easement<br />

negoti<strong>at</strong>i<strong>on</strong>s with Council, including obtaining a Council resoluti<strong>on</strong> for the extinguishment. A<br />

resoluti<strong>on</strong> is required <str<strong>on</strong>g>be</str<strong>on</strong>g>fore Council can activ<strong>at</strong>e the DA c<strong>on</strong>sent as the extinguishment<br />

involves a separ<strong>at</strong>e assessment report <str<strong>on</strong>g>to</str<strong>on</strong>g> Council by Technical Services.<br />

Accordingly, obtaining Council resoluti<strong>on</strong> for the extinguishment <str<strong>on</strong>g>of</str<strong>on</strong>g> the drainage easement<br />

will <str<strong>on</strong>g>be</str<strong>on</strong>g> imposed as a schedule A – deferred commencement c<strong>on</strong>diti<strong>on</strong>, as shown.<br />

Traffic gener<strong>at</strong>i<strong>on</strong> and vehicle access and accommod<strong>at</strong>i<strong>on</strong> arrangements<br />

The Applicant has submitted a Traffic Assessment Report with the Development Applic<strong>at</strong>i<strong>on</strong><br />

(refer “Assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> Traffic and Parking Implic<strong>at</strong>i<strong>on</strong>s” by Transport and Traffic Planning<br />

Associ<strong>at</strong>es, d<strong>at</strong>ed Novem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2004). The report is generally <str<strong>on</strong>g>to</str<strong>on</strong>g> an acceptable standard <strong>on</strong><br />

which <str<strong>on</strong>g>to</str<strong>on</strong>g> base an assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the traffic rel<strong>at</strong>ed impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> the subject Development.<br />

Based <strong>on</strong> the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> the LEP, the proposal requires a minimum <str<strong>on</strong>g>to</str<strong>on</strong>g>tal <str<strong>on</strong>g>of</str<strong>on</strong>g> 34 spaces<br />

which includes the required 7 visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r spaces. The proposal provides 61 spaces and complies<br />

with the LEP.<br />

The Traffic Gener<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this Development has <str<strong>on</strong>g>be</str<strong>on</strong>g>en estim<strong>at</strong>ed using the RTA “Guide <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
