Council’s Engineering Assessment Team Leader, Robin Howard, has commented <strong>on</strong> the proposal<br />

as follows:<br />

Summary<br />

‘In summary the engineering aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong> are c<strong>on</strong>sidered s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry by<br />

Development Engineers, subject <str<strong>on</strong>g>to</str<strong>on</strong>g> the impositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the engineering c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent<br />

shown (including the schedule A – deferred commencement c<strong>on</strong>diti<strong>on</strong>s).<br />

A pre-DA <str<strong>on</strong>g>meeting</str<strong>on</strong>g> was <str<strong>on</strong>g>held</str<strong>on</strong>g> for this site in which the applicant was presented with assessment<br />

criteria and issues rel<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> the engineering aspects. Generally the Applicant has had regard<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the engineering issues raised <strong>at</strong> this pre-DA <str<strong>on</strong>g>meeting</str<strong>on</strong>g> (after subsequent requests for<br />

additi<strong>on</strong>al inform<strong>at</strong>i<strong>on</strong>) and has submitted the requested engineering inform<strong>at</strong>i<strong>on</strong>.<br />

Subdivisi<strong>on</strong>, energy requirements<br />

The DA Applic<strong>at</strong>i<strong>on</strong> form indic<strong>at</strong>es th<strong>at</strong> str<strong>at</strong>a subdivisi<strong>on</strong> IS NOT proposed under this DA;<br />

hence str<strong>at</strong>a subdivisi<strong>on</strong> c<strong>on</strong>diti<strong>on</strong>s will NOT <str<strong>on</strong>g>be</str<strong>on</strong>g> applied in this referral resp<strong>on</strong>se. So th<strong>at</strong> the<br />

building is not c<strong>on</strong>structed across lot boundaries, the Applicant will <str<strong>on</strong>g>be</str<strong>on</strong>g> required <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

c<strong>on</strong>solid<strong>at</strong>e all the Torrens lots prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e.<br />

Please also have regard <str<strong>on</strong>g>to</str<strong>on</strong>g> the comments from Energy Australia c<strong>on</strong>tained in TRIM document<br />

457717. Development Engineers have placed a c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent in this referral resp<strong>on</strong>se<br />

th<strong>at</strong> the Applicant liaise with Energy Australia regarding their power supply requirements,<br />

and comply with such prior <str<strong>on</strong>g>to</str<strong>on</strong>g> occup<strong>at</strong>i<strong>on</strong> and issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the Occup<strong>at</strong>i<strong>on</strong> Certific<strong>at</strong>e.<br />

Site drainage comments<br />

I refer <str<strong>on</strong>g>to</str<strong>on</strong>g> the C<strong>on</strong>cept S<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er Management & Envir<strong>on</strong>mental Site Management C<strong>on</strong>cept<br />

Plans, C1A, C2D, C3A, C4A & C5A, d<strong>at</strong>ed Novem<str<strong>on</strong>g>be</str<strong>on</strong>g>r 2004 and February <strong>2005</strong>, by Appleyard<br />

Forrest C<strong>on</strong>sulting Engineers. This drainage submissi<strong>on</strong> incorpor<strong>at</strong>es the following<br />

s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er management facilities and works for the development:<br />

On site retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er for domestic re-use within the buildings and landscape<br />

irrig<strong>at</strong>i<strong>on</strong> (<str<strong>on</strong>g>to</str<strong>on</strong>g>tal volume <str<strong>on</strong>g>of</str<strong>on</strong>g> 81m3).<br />

- Diverting an existing Council drainage easement and associ<strong>at</strong>ed piped drainage system<br />

from within the subject development site <str<strong>on</strong>g>to</str<strong>on</strong>g> the fr<strong>on</strong>tage road reserve.<br />

- An overland flow p<strong>at</strong>h through the building structure, which will then rec<strong>on</strong>nect in<str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

existing system downstream.<br />

The Applicant will need <str<strong>on</strong>g>to</str<strong>on</strong>g> have the existing drainage easement in Councils favour, and which<br />

burdens the subject site, extinguished. A resoluti<strong>on</strong> must <str<strong>on</strong>g>be</str<strong>on</strong>g> obtained from Ku-ring-gai<br />

Council <str<strong>on</strong>g>to</str<strong>on</strong>g> extinguish this easement for drainage. The associ<strong>at</strong>ed drainage infrastructure<br />

within the easement <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> extinguished must <str<strong>on</strong>g>be</str<strong>on</strong>g> decommissi<strong>on</strong>ed and reloc<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> the fr<strong>on</strong>tage<br />
