It is noted that the proposed garden ong>beong>d adjacent ong>toong> the western site boundary narrows ong>toong> a minimum 1.0m wide. Given the extent and height ong>ofong> the proposed development it is required that the garden ong>beong>d in this area have a minimum width ong>ofong> 2.0metres ong>toong> accommodate substantial screen planting and trees. A low sandsong>toong>ne wall is proposed adjacent ong>toong> the Marian St and Caithness St frontages. This is consistent with the existing streetscape character and can ong>beong> supported. Arborists report A detailed Arborists report has ong>beong>en submitted with the application which details the health and significance ong>ofong> existing trees located on site. Drainage Plan A revised proposal is ong>toong> place the existing drainage easement within the Marian St road reserve. Root mapping has ong>beong>en undertaken by the consulting Arborist and inspected by Council’s landscape development Officer. Only minor roots were uncovered. These have ong>beong>en detailed in a report submitted ong>toong> Council. Landscape services are in agreement with the Arborist, that the trees will not ong>beong> adversely impacted upon by the severance ong>ofong> these roots. Other proposed drainage works have ong>beong>en located with landscape consideration ong>toong> avoid conflicts. Deep Soil Areas The relocation ong>ofong> the drainage easement within the Marian St road reserve overcomes previous concerns with regard ong>toong> deep soil landscaping areas. Ordinary Meeting ong>ofong> Council - 26 April 2005 21 / 22 26 ong>toong> 30 Marian Street, Killara Item 21 DA1243/04 18 April 2005 Engineering Council’s Engineering Assessment Team Leader, Robin Howard, has commented on the proposal as follows: Summary ‘In summary the engineering aspects ong>ofong> the application are considered satisfacong>toong>ry by Development Engineers, subject ong>toong> the imposition ong>ofong> the engineering conditions ong>ofong> consent shown (including the schedule A – deferred commencement conditions). A pre-DA ong>meetingong> was ong>heldong> for this site in which the applicant was presented with assessment criteria and issues related ong>toong> the engineering aspects. Generally the Applicant has had regard ong>toong> the engineering issues raised at this pre-DA ong>meetingong> (after subsequent requests for additional information) and has submitted the requested engineering information. Subdivision, energy requirements The DA Application form indicates that strata subdivision IS NOT proposed under this DA; hence strata subdivision conditions will NOT ong>beong> applied in this referral response. So that the building is not constructed across lot boundaries, the Applicant will ong>beong> required ong>toong> consolidate all the Torrens lots prior ong>toong> issue ong>ofong> the Construction Certificate. Please also have regard ong>toong> the comments from Energy Australia contained in TRIM document 457717. Development Engineers have placed a condition ong>ofong> consent in this referral response that the Applicant liaise with Energy Australia regarding their power supply requirements, and comply with such prior ong>toong> occupation and issue ong>ofong> the Occupation Certificate. Site drainage comments I refer ong>toong> the Concept Song>toong>rmwater Management & Environmental Site Management Concept Plans, C1A, C2D, C3A, C4A & C5A, dated Novemong>beong>r 2004 and February 2005, by Appleyard Forrest Consulting Engineers. This drainage submission incorporates the following song>toong>rmwater management facilities and works for the development: On site retention ong>ofong> song>toong>rmwater for domestic re-use within the buildings and landscape irrigation (ong>toong>tal volume ong>ofong> 81m3). - Diverting an existing Council drainage easement and associated piped drainage system from within the subject development site ong>toong> the frontage road reserve. - An overland flow path through the building structure, which will then reconnect inong>toong> the existing system downstream. The Applicant will need ong>toong> have the existing drainage easement in Councils favour, and which burdens the subject site, extinguished. A resolution must ong>beong> obtained from Ku-ring-gai Council ong>toong> extinguish this easement for drainage.
