The houses <strong>at</strong> No <strong>26</strong>, 28 & 30 Marian Street have some c<strong>on</strong>tribu<str<strong>on</strong>g>to</str<strong>on</strong>g>ry value <str<strong>on</strong>g>to</str<strong>on</strong>g> the streetscape<br />

but as they have not <str<strong>on</strong>g>be</str<strong>on</strong>g>en identified as having any specific heritage significance, I do not<br />

oppose their demoliti<strong>on</strong> but recommend th<strong>at</strong> they should <str<strong>on</strong>g>be</str<strong>on</strong>g> recorded <str<strong>on</strong>g>be</str<strong>on</strong>g>fore demoliti<strong>on</strong><br />

occurs. Draft c<strong>on</strong>diti<strong>on</strong>s for recording are <strong>at</strong>tached <str<strong>on</strong>g>to</str<strong>on</strong>g> this memo.<br />

Impacts from the proposed development <strong>on</strong> the nearby heritage items generally comply with<br />

the requirements in DCP 55. I wish <str<strong>on</strong>g>to</str<strong>on</strong>g> note th<strong>at</strong> several sites immedi<strong>at</strong>ely adjoining the<br />

heritage item <strong>at</strong> No 1 Caithness Street have <str<strong>on</strong>g>be</str<strong>on</strong>g>en rez<strong>on</strong>ed for medium density residential fl<strong>at</strong>s<br />

and th<strong>at</strong> future development <strong>on</strong> those sites will need <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> carefully assessed by Council.<br />

The design <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed development is in my opini<strong>on</strong> acceptable, but I suggest th<strong>at</strong> more<br />

vari<strong>at</strong>i<strong>on</strong> in the texture and colours <str<strong>on</strong>g>of</str<strong>on</strong>g> exterior walls would assist in respecting the character<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the existing area. I have <strong>at</strong>tached a draft c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> this memo th<strong>at</strong> could <str<strong>on</strong>g>be</str<strong>on</strong>g> <strong>at</strong>tached <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

any c<strong>on</strong>sent issued by Council.’ (Refer C<strong>on</strong>diti<strong>on</strong> No’s. 37, 76, 84).<br />

Landscaping<br />

Council’s Landscape and Tree Assessment Officer, Ge<str<strong>on</strong>g>of</str<strong>on</strong>g>f Bird, has commented <strong>on</strong> the proposal as<br />

follows:<br />

‘It is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish the existing three dwellings and associ<strong>at</strong>ed structures and<br />

c<strong>on</strong>struct a five s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey residential fl<strong>at</strong> building with basement car parking <strong>on</strong> the<br />

amalgam<strong>at</strong>ed corner site <str<strong>on</strong>g>of</str<strong>on</strong>g> 3628sqm, with vehicular access from Caithness St. The site is<br />

characterised by a m<strong>at</strong>ure landscape setting with established trees and shrubs within formal<br />

garden <str<strong>on</strong>g>be</str<strong>on</strong>g>ds and lawn expanses. The site fr<strong>on</strong>tage is domin<strong>at</strong>ed by three highly significant,<br />

possibly remnant, Eucalyptus saligna (Bluegum). The three trees are approxim<strong>at</strong>ely 25m<br />

high, outwardly healthy and in good c<strong>on</strong>diti<strong>on</strong>, which provide habit<strong>at</strong> for local fauna. There<br />

is an unders<str<strong>on</strong>g>to</str<strong>on</strong>g>rey planting <str<strong>on</strong>g>of</str<strong>on</strong>g> predominantly exotic small trees and shrubs.<br />

The rear <str<strong>on</strong>g>of</str<strong>on</strong>g> the site likewise is characterised by a m<strong>at</strong>ure landscape setting with established<br />

trees and shrubs. Trees loc<strong>at</strong>ed <strong>at</strong> the rear <str<strong>on</strong>g>of</str<strong>on</strong>g> the site are not as significant within the broader<br />

landscape, but they do provide a valuable corridor <str<strong>on</strong>g>of</str<strong>on</strong>g> veget<strong>at</strong>i<strong>on</strong> <strong>at</strong> the rear <str<strong>on</strong>g>of</str<strong>on</strong>g> numerous<br />

properties. These trees are <str<strong>on</strong>g>be</str<strong>on</strong>g>ing retained as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed development works.<br />

Impacts <strong>on</strong> trees/Trees <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> removed/Tree replenishment<br />

The proposed development will result in the removal <str<strong>on</strong>g>of</str<strong>on</strong>g> numerous trees and shrubs,<br />

predominantly through the core <str<strong>on</strong>g>of</str<strong>on</strong>g> the site. The most significant tree <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> removed is a<br />

m<strong>at</strong>ure Eucalyptus saligna (Bluegum) T14, loc<strong>at</strong>ed centrally adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the rear boundary.<br />

The tree is prominent within the broader landscape, but has a structural defect due <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

previous s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damage. The tree has <str<strong>on</strong>g>be</str<strong>on</strong>g>en previously poorly pruned and is in fair c<strong>on</strong>diti<strong>on</strong>.<br />

The c<strong>on</strong>sulting Arborist has recommended its removal and replacement with the same<br />

species. The tree has now <str<strong>on</strong>g>be</str<strong>on</strong>g>en removed with Council c<strong>on</strong>sent by a separ<strong>at</strong>e tree removal<br />

applic<strong>at</strong>i<strong>on</strong>.<br />

There is no objecti<strong>on</strong> raised <str<strong>on</strong>g>to</str<strong>on</strong>g> the removal <str<strong>on</strong>g>of</str<strong>on</strong>g> the nomin<strong>at</strong>ed trees as they are not c<strong>on</strong>sidered<br />

significant within the broader landscape and are loc<strong>at</strong>ed centrally <strong>on</strong> site within the proposed<br />
