Heritage<br />

C<strong>on</strong>clusi<strong>on</strong> and recommend<strong>at</strong>i<strong>on</strong>s<br />

This is an acceptable design in th<strong>at</strong> it complies almost entirely with relevant development<br />

c<strong>on</strong>trols. It also meets the design guidelines in the SEPP 65 Residential Fl<strong>at</strong> Design Code.<br />

It is recommended th<strong>at</strong> the external colours complement the n<strong>at</strong>ural setting with mid-<str<strong>on</strong>g>to</str<strong>on</strong>g>nal<br />

range colours.’<br />

Council’s Heritage Advisor has commented <strong>on</strong> the proposal as follows:<br />

‘The applic<strong>at</strong>i<strong>on</strong> proposes demoliti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> three existing houses and c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a new<br />

residential fl<strong>at</strong> building. The existing houses are all single s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey and make a positive<br />

c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the streetscape in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> scale, m<strong>at</strong>erials, variety in exterior textures, styles,<br />

subdivisi<strong>on</strong> p<strong>at</strong>tern and their m<strong>at</strong>ure gardens. No <strong>26</strong> would d<strong>at</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> the post WW2 period, No<br />

28 is a Sydney School house c1970 and No 30 is a reas<strong>on</strong>able example <str<strong>on</strong>g>of</str<strong>on</strong>g> an Inter War<br />

Georgian Revival house. N<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the houses have <str<strong>on</strong>g>be</str<strong>on</strong>g>en identified as potential heritage items,<br />

but they do have c<strong>on</strong>tribu<str<strong>on</strong>g>to</str<strong>on</strong>g>ry value <str<strong>on</strong>g>to</str<strong>on</strong>g> the streetscape and N<strong>at</strong>i<strong>on</strong>al Trust UCA. I do not<br />

oppose demoliti<strong>on</strong>, but recommend recording <str<strong>on</strong>g>to</str<strong>on</strong>g> the Heritage Council guidelines for local<br />

significance.<br />

The proposed new residential fl<strong>at</strong> building is designed in two main blocks with a linking<br />

element setback from both fr<strong>on</strong>t and rear elev<strong>at</strong>i<strong>on</strong>s. It is set down almost <strong>on</strong>e s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey from the<br />

Marian Street level but due <str<strong>on</strong>g>to</str<strong>on</strong>g> the fall in Caithness Street the southern end is about 2metes<br />

above the ground level. There is an existing s<str<strong>on</strong>g>to</str<strong>on</strong>g>ne retaining wall <strong>at</strong> the boundary <str<strong>on</strong>g>of</str<strong>on</strong>g> the site<br />

with the house <strong>at</strong> 2 Caithness which would help <str<strong>on</strong>g>to</str<strong>on</strong>g> visually reduce the impact <str<strong>on</strong>g>of</str<strong>on</strong>g> the additi<strong>on</strong>al<br />

height and the car park entrance in Caithness Street.<br />

The building is well articul<strong>at</strong>ed with horiz<strong>on</strong>tal and vertical elements and the p<strong>at</strong>tern <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

balc<strong>on</strong>ies and terraces braking up the facades. The <str<strong>on</strong>g>to</str<strong>on</strong>g>p floor is set back in line with DCP 55<br />

and c<strong>on</strong>tains <strong>on</strong>ly 3 large dwellings. I note th<strong>at</strong> the layout and planning <str<strong>on</strong>g>of</str<strong>on</strong>g> the individual<br />

dwellings is s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry and note the larger dwellings would reach the amenity <str<strong>on</strong>g>of</str<strong>on</strong>g> many<br />

houses in Ku-ring-gai. The pitched ro<str<strong>on</strong>g>of</str<strong>on</strong>g> is a form typical <str<strong>on</strong>g>of</str<strong>on</strong>g> the area, but does increase the<br />

overall height <str<strong>on</strong>g>of</str<strong>on</strong>g> the building. Due <str<strong>on</strong>g>to</str<strong>on</strong>g> the large terraces and smaller floor areas, the higher<br />

ro<str<strong>on</strong>g>of</str<strong>on</strong>g> would not <str<strong>on</strong>g>be</str<strong>on</strong>g> a dominant element in the street. The building is c<strong>on</strong>temporary but has a<br />

formality about it th<strong>at</strong> would assist its fit within the existing streetscape and UCA. The<br />

colours chosen are fairly neutral – grey and <str<strong>on</strong>g>be</str<strong>on</strong>g>ige. I suggest th<strong>at</strong> earthy recessive colours<br />

would <str<strong>on</strong>g>be</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g>tter <str<strong>on</strong>g>to</str<strong>on</strong>g> provide more visual interest and further break the bulk and scale <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

facades. I also suggest a different texture <strong>at</strong> the lower level such as a face brick or s<str<strong>on</strong>g>to</str<strong>on</strong>g>ne<br />

cladding.<br />

There are several heritage items within the immedi<strong>at</strong>e vicinity including:<br />

39 Marian Street – large Feder<strong>at</strong>i<strong>on</strong> period house.<br />

1 Caithness Street – low Georgian Revival Inter War house.<br />
