Council’s Urban Design C<strong>on</strong>sultant, Russell Olssen, has commented <strong>on</strong> the proposal as follows:<br />

C<strong>on</strong>text<br />

‘The existing c<strong>on</strong>text is comprised <str<strong>on</strong>g>of</str<strong>on</strong>g> the n<strong>at</strong>ural setting and the existing built form. The<br />

n<strong>at</strong>ural setting includes large eucalypt trees in the street fr<strong>on</strong>tage <str<strong>on</strong>g>of</str<strong>on</strong>g> the subject property,<br />

which are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> retained in the development.<br />

The heritage items in close proximity <str<strong>on</strong>g>to</str<strong>on</strong>g> the site are:<br />

• 39 Mari<strong>on</strong> Street<br />

• 33 Mari<strong>on</strong> Street<br />

• 11 Buckingham Road<br />

• 10 Buckingham Road<br />

• Item in Caithness Street<br />

Other buildings in the area include detached houses and 4 s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey apartment buildings <strong>on</strong> the<br />

southern side <str<strong>on</strong>g>of</str<strong>on</strong>g> Marian Street. The general built form characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> these buildings<br />

include:<br />

• Detached houses with large setbacks from fr<strong>on</strong>t, side and rear boundaries<br />

• Apartment buildings set well back from the street, with tall trees in the fr<strong>on</strong>t setback<br />

• Predominantly brick or rendered brick c<strong>on</strong>structi<strong>on</strong><br />

• Predominantly brick or s<str<strong>on</strong>g>to</str<strong>on</strong>g>ne fr<strong>on</strong>t fences or fr<strong>on</strong>t hedges<br />

The future c<strong>on</strong>text for this site will <str<strong>on</strong>g>be</str<strong>on</strong>g> 4 and 5 s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey apartment buildings in the 2 (d3) z<strong>on</strong>e.<br />

While this is a substantial change <str<strong>on</strong>g>of</str<strong>on</strong>g> scale from the existing houses, it is not unlike the scale <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the 4 s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey apartment buildings <strong>on</strong> the southern side <str<strong>on</strong>g>of</str<strong>on</strong>g> Marian Street.<br />

The proposed development rel<strong>at</strong>es well <str<strong>on</strong>g>to</str<strong>on</strong>g> the existing and future c<strong>on</strong>texts as it<br />

• Provides sufficiently large setbacks from the streets. This minimises the visual impact <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

these larger scale buildings within the streetscape.<br />

• Provides sufficient area with deep soil within the fr<strong>on</strong>t setbacks for tree planting.<br />

• Retains existing m<strong>at</strong>ure trees.<br />

• Breaks down the scale <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed development in<str<strong>on</strong>g>to</str<strong>on</strong>g> 2 pavili<strong>on</strong>s. These will read, as<br />

far as possible within a development <str<strong>on</strong>g>of</str<strong>on</strong>g> this scale, as 2 pavili<strong>on</strong>s within a landscaped<br />

setting, r<strong>at</strong>her than a perimeter block development<br />

• The neo classical proporti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the development will rel<strong>at</strong>e as well as possible (given<br />

the substantial scale change), <str<strong>on</strong>g>to</str<strong>on</strong>g> the heritage items in the area, which include<br />

• Feder<strong>at</strong>i<strong>on</strong>, Col<strong>on</strong>ial Revival, Mediterranean and Art Deco buildings<br />

Principle 2: Scale<br />

The building complies with the site coverage and height c<strong>on</strong>trols, and reduces the perceived<br />

scale <str<strong>on</strong>g>of</str<strong>on</strong>g> the building mass by cre<strong>at</strong>ing 2 "pavili<strong>on</strong>s" r<strong>at</strong>her than 1 c<strong>on</strong>tinuous building. As<br />
