by cre<strong>at</strong>ing two pavili<strong>on</strong>s r<strong>at</strong>her than <strong>on</strong>e c<strong>on</strong>tinuous building. The upper floor has <str<strong>on</strong>g>be</str<strong>on</strong>g>en further set<br />

back from the perimeter <str<strong>on</strong>g>of</str<strong>on</strong>g> the building and c<strong>on</strong>tains <strong>on</strong>ly three large dwellings, reducing the<br />

overall bulk and scale <str<strong>on</strong>g>of</str<strong>on</strong>g> the building.<br />

The building will <str<strong>on</strong>g>be</str<strong>on</strong>g> set back <str<strong>on</strong>g>be</str<strong>on</strong>g>tween 12-19m al<strong>on</strong>g the Marian Street fr<strong>on</strong>tage and 9m-16m al<strong>on</strong>g<br />

the Caithness Street (sec<strong>on</strong>dary) fr<strong>on</strong>tage. The fall <str<strong>on</strong>g>of</str<strong>on</strong>g> the site away from Marian Street,<br />

substantially reduces the pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile <str<strong>on</strong>g>of</str<strong>on</strong>g> the building <str<strong>on</strong>g>to</str<strong>on</strong>g> Marian Street, c<strong>on</strong>cealing almost the entire<br />

ground level from the street. Substantial landscaping within the Marian Street setback affords a<br />

high level <str<strong>on</strong>g>of</str<strong>on</strong>g> amenity <str<strong>on</strong>g>to</str<strong>on</strong>g> the street, particularly with the retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> two 24m high m<strong>at</strong>ure blue gum<br />

trees th<strong>at</strong> c<strong>on</strong>tribute <str<strong>on</strong>g>to</str<strong>on</strong>g> s<str<strong>on</strong>g>of</str<strong>on</strong>g>tening <str<strong>on</strong>g>of</str<strong>on</strong>g> the built form and canopy cover th<strong>at</strong> is characteristic <str<strong>on</strong>g>of</str<strong>on</strong>g> the area.<br />

Al<strong>on</strong>g the Caithness Street fr<strong>on</strong>tage, the fall <str<strong>on</strong>g>of</str<strong>on</strong>g> the site from Marian Street cre<strong>at</strong>es a 1.2m vari<strong>at</strong>i<strong>on</strong><br />

in height (from ground level <str<strong>on</strong>g>to</str<strong>on</strong>g> ceiling level <str<strong>on</strong>g>of</str<strong>on</strong>g> the uppermost floor) from the intersecti<strong>on</strong> with<br />

Marian Street 12m <str<strong>on</strong>g>to</str<strong>on</strong>g> the south-east (rear) corner 13.2m in height. This if <str<strong>on</strong>g>of</str<strong>on</strong>g>fset, however, by a<br />

corresp<strong>on</strong>ding increase in setbacks with height and reduces dominance <str<strong>on</strong>g>of</str<strong>on</strong>g> built form effectively.<br />

Deep soil landscaping can <str<strong>on</strong>g>be</str<strong>on</strong>g> adequ<strong>at</strong>ely accommod<strong>at</strong>ed within the setbacks provided for visual<br />

amenity and s<str<strong>on</strong>g>of</str<strong>on</strong>g>tening <str<strong>on</strong>g>of</str<strong>on</strong>g> built form.<br />

The building resp<strong>on</strong>ds effectively <str<strong>on</strong>g>to</str<strong>on</strong>g> the streetscape objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> DCP 55 and reflects development<br />

c<strong>on</strong>sistent with the desired future character <str<strong>on</strong>g>of</str<strong>on</strong>g> the area.<br />

Privacy <str<strong>on</strong>g>to</str<strong>on</strong>g> the occupants <str<strong>on</strong>g>of</str<strong>on</strong>g> 2 Caithness Street<br />

The proposal has <str<strong>on</strong>g>be</str<strong>on</strong>g>en set back from the southern (rear) boundary th<strong>at</strong> adjoins No. 2 Caithness<br />

Street in accordance with the c<strong>on</strong>trols <str<strong>on</strong>g>of</str<strong>on</strong>g> DCP 55 th<strong>at</strong> require a 6m setback from the rear boundary.<br />

In particular, the southern elev<strong>at</strong>i<strong>on</strong> is set back a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 6m from the rear boundary, with the<br />

centre <str<strong>on</strong>g>of</str<strong>on</strong>g> the building (for a length <str<strong>on</strong>g>of</str<strong>on</strong>g> 13m) set back in excess <str<strong>on</strong>g>of</str<strong>on</strong>g> 21m from the comm<strong>on</strong> boundary<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> provide for a large landscaped area <strong>on</strong> site and assist in reducing dominance <str<strong>on</strong>g>of</str<strong>on</strong>g> built form and<br />

potential overlooking <str<strong>on</strong>g>to</str<strong>on</strong>g> the adjoining site <strong>at</strong> No. 2 Caithness Street. The remaining part <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

southern elev<strong>at</strong>i<strong>on</strong> is broken up in<str<strong>on</strong>g>to</str<strong>on</strong>g> two parts <strong>at</strong> the east and west end <str<strong>on</strong>g>of</str<strong>on</strong>g> the building, each <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

approxim<strong>at</strong>ely 16.5m in length and set back 6m from the rear boundary.<br />

Glazing <str<strong>on</strong>g>to</str<strong>on</strong>g> the southern elev<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the development is necessary <str<strong>on</strong>g>to</str<strong>on</strong>g> provide effective cross<br />

ventil<strong>at</strong>i<strong>on</strong>, energy efficiency and solar access <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposed units. The <str<strong>on</strong>g>to</str<strong>on</strong>g>p floor <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

development has <str<strong>on</strong>g>be</str<strong>on</strong>g>en further set back from the perimeter <str<strong>on</strong>g>of</str<strong>on</strong>g> the building avoiding direct<br />

overlooking from windows.<br />

Further, the boundary <str<strong>on</strong>g>to</str<strong>on</strong>g> the rear <str<strong>on</strong>g>of</str<strong>on</strong>g> the site will <str<strong>on</strong>g>be</str<strong>on</strong>g> adequ<strong>at</strong>ely landscaped <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure th<strong>at</strong> sufficient<br />

screening <str<strong>on</strong>g>of</str<strong>on</strong>g> the development is afforded <str<strong>on</strong>g>to</str<strong>on</strong>g> No. 2 Caithness Street in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> s<str<strong>on</strong>g>of</str<strong>on</strong>g>tening <str<strong>on</strong>g>of</str<strong>on</strong>g> built<br />

form and privacy. This is achieved through planting <str<strong>on</strong>g>of</str<strong>on</strong>g> up <str<strong>on</strong>g>to</str<strong>on</strong>g> 10 large canopy trees al<strong>on</strong>g the rear<br />

boundary with infill planting.<br />
