The proposal is largely within the already developed area ong>ofong> the site. It is not in accordance with Figure 3 ong>ofong> the Code as the building is not split inong>toong> two more sympathetically scaled modules that would allow the retention ong>ofong> a view corridor. The placement ong>ofong> the building also results in the loss ong>ofong> a tree at the southern end ong>ofong> the site, as discussed by the Landscape Development Officer. 3. Regional public views ong>toong> the south from the Pacific Highway will ong>beong> protected by: (a) Providing a 10m wide view corridor through the site ong>beong>tween Finlay Road and Lamond Drive; and (b) Providing a 10m wide view corridor through the site ong>beong>tween Lamond Drive and Duff Street. The extensive width ong>ofong> the building elevation ong>toong> Lamond Drive (72 metres) does not allow for the retention ong>ofong> a view corridor ong>toong> the north. 4. The significance ong>ofong> the two heritage buildings on the site will ong>beong> protected by: (a) Providing a minimum curtilage ong>ofong> 10 metres around each heritage building; (b) Siting new development so that no part ong>ofong> the heritage item is obstructed from the adjoining street or streets; (c) Siting new development so that it forms a subtle backdrop ong>toong> the heritage item and is partially screened by vegetation. (Figure 4) Not applicable as the setbacks ong>toong> these properties are in excess ong>ofong> 35 metres and will not ong>beong> obstructed. 5. Pedestrian access ong>toong> Turramurra rail station will ong>beong> enhanced by: (a) Providing a new public access way through the sites ong>beong>tween Duff Street and Lamond Street and ong>beong>tween Finlay Road and Lamond Drive. Pedestrian access through the site has not ong>beong>en provided in accordance with this requirement. A path is provided along the northern perimeter ong>ofong> the site which provides access ong>toong> Pacific Highway. 6. The impact ong>ofong> access roads will ong>beong> minimised by: (a) Minimising the numong>beong>r ong>ofong> access roads, driveways and pathways (b) Minimising the length ong>ofong> access roads and driveways and ensuring access roads follow the conong>toong>urs (i.e. run parallel ong>toong> the conong>toong>urs) (c) Elevating driveways (for example on piers) and paths where possible (d) Allowing vehicle access ong>toong> the site only from Finlay Road, Lamond Drive and Duff Street only Only one vehicular access is provided and is located in the upper portion ong>ofong> the site where the slope presents the least difficulties. The Pacific Highway is ong>toong> remain a primary street address for buildings located at the northern end ong>ofong> the site The elevational treatment ong>toong> Pacific Highway is sufficiently articulated and its sense ong>ofong> address ong>toong> that road is considered acceptable. 8. The impact on adjoining properties will ong>beong> minimised by: (a) Locating new buildings away from the interface boundaries (b) Maintaining significant vegetation at the interface boundaries. Not applicable, the property does not have any interface boundaries. 9. Adequate internal amenity ong>ofong> apartments will ong>beong> provided by: (a) Minimising single orientation apartments facing north/north east on the lower slopes or against steep cut embankments Adequate amenity is provided and only three single aspect units have a southern orientation. 10. Manage the impacts ong>ofong> site construction in relation ong>toong> soil levels, tree protection, hydrology and soil erosion by: (a) Providing a detailed construction plan identifying construction processes and methods addressing the relevant design principles. Council’s Development Engineer is satisfied this matter could ong>beong> addressed by means ong>ofong> a condition requiring a Construction Management Plan ong>toong> ong>beong> submitted ong>beong>fore the commencement ong>ofong> works. Development Control Plan 31 - Access Matters for assessment under DCP 31 have ong>beong>en taken inong>toong> account in the assessment ong>ofong> this application against DCP 55. Development Control Plan 40 - Construction and Demolition Waste Management Matters for assessment under DCP 40 have ong>beong>en taken inong>toong> account in the assessment ong>ofong> this application against DCP 55. Development Control Plan No 43 - Car Parking Matters for assessment under DCP 43 have ong>beong>en taken inong>toong> account in the assessment ong>ofong> this application against DCP 55 and the proposal is satisfacong>toong>ry in this regard.
