Part 4.8 Resource, energy and w<strong>at</strong>er efficiency:<br />

DCP55 requires 90% <str<strong>on</strong>g>of</str<strong>on</strong>g> units <str<strong>on</strong>g>to</str<strong>on</strong>g> meet with the N<strong>at</strong>HERS r<strong>at</strong>ing <str<strong>on</strong>g>of</str<strong>on</strong>g> 4.5 stars and above. The<br />

applic<strong>at</strong>i<strong>on</strong> proposes 100% <str<strong>on</strong>g>of</str<strong>on</strong>g> the units meet the 3.5 star N<strong>at</strong>HERS r<strong>at</strong>ing and 80% <str<strong>on</strong>g>of</str<strong>on</strong>g> units th<strong>at</strong><br />

comply with the N<strong>at</strong>HERS 4.5 star r<strong>at</strong>ing. 65% <str<strong>on</strong>g>of</str<strong>on</strong>g> the units actually achieve a 5 star r<strong>at</strong>ing which<br />

exceeds the DCP requirements.<br />

Part 5.0 Parking and vehicular access:<br />

Car parking, vehicular access and egress <str<strong>on</strong>g>to</str<strong>on</strong>g> the site are s<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry. A c<strong>on</strong>diti<strong>on</strong> could <str<strong>on</strong>g>be</str<strong>on</strong>g> imposed<br />

by the Development Engineer requires th<strong>at</strong> the applicant seek <str<strong>on</strong>g>to</str<strong>on</strong>g> install no-right turn signage <strong>at</strong> the<br />

intersecti<strong>on</strong> which will restrict access <str<strong>on</strong>g>to</str<strong>on</strong>g> and from Lam<strong>on</strong>d Ave <str<strong>on</strong>g>to</str<strong>on</strong>g> a left in, left out movement <strong>on</strong>ly.<br />

The install<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this signage would <str<strong>on</strong>g>be</str<strong>on</strong>g> subject <str<strong>on</strong>g>to</str<strong>on</strong>g> the final approval <str<strong>on</strong>g>of</str<strong>on</strong>g> the RTA (who will require<br />

a Traffic Management Plan (TMP) <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> prepared). In the interests <str<strong>on</strong>g>of</str<strong>on</strong>g> safety during c<strong>on</strong>structi<strong>on</strong>,<br />

this signage would <str<strong>on</strong>g>be</str<strong>on</strong>g> put in place prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> any works <strong>on</strong> site.<br />

Turramurra - Design Principles.<br />

The purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> the Code (adopted 5 April <strong>2005</strong>) is <str<strong>on</strong>g>to</str<strong>on</strong>g> provide design principles <str<strong>on</strong>g>to</str<strong>on</strong>g> guide the future<br />

development <str<strong>on</strong>g>of</str<strong>on</strong>g> land in the vicinity <str<strong>on</strong>g>of</str<strong>on</strong>g> Finlay Road, Lam<strong>on</strong>d Drive and Duff Street, Turramurra for<br />

the purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> residential fl<strong>at</strong> buildings.<br />

The design principles c<strong>on</strong>tained in this code are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>sidered in the assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> any<br />

applic<strong>at</strong>i<strong>on</strong> for a residential fl<strong>at</strong> building <strong>on</strong> land covered by this Code in accordance with clause<br />

33(d) <str<strong>on</strong>g>of</str<strong>on</strong>g> the Ku-ring-gai Planning Scheme Ordinance 1971 (as amended).<br />

1. New development will resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> the site <str<strong>on</strong>g>to</str<strong>on</strong>g>pography (Figure 1) by:<br />

(a) Loc<strong>at</strong>ing new buildings within existing terraced areas formed by existing pools;<br />

(b) Avoiding the steep lower (southern) slopes <str<strong>on</strong>g>of</str<strong>on</strong>g> the site (refer site analysis);<br />

(c) Allow for n<strong>at</strong>ural overland flow so as <str<strong>on</strong>g>to</str<strong>on</strong>g> minimise changes <str<strong>on</strong>g>to</str<strong>on</strong>g> the site hydrology; and<br />

(d) New buildings <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> loc<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> align with the <str<strong>on</strong>g>to</str<strong>on</strong>g>pography (perpendicular <str<strong>on</strong>g>to</str<strong>on</strong>g>, or parallel<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g>, the c<strong>on</strong><str<strong>on</strong>g>to</str<strong>on</strong>g>urs).<br />

The building footprint will occupy the area <str<strong>on</strong>g>of</str<strong>on</strong>g> four dwellings, part <str<strong>on</strong>g>of</str<strong>on</strong>g> the tennis court and the two<br />

pools already <strong>on</strong> site. Although the building is not designed parallel <str<strong>on</strong>g>to</str<strong>on</strong>g> the c<strong>on</strong><str<strong>on</strong>g>to</str<strong>on</strong>g>urs, it is <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

receding tier design th<strong>at</strong> resp<strong>on</strong>ds <str<strong>on</strong>g>to</str<strong>on</strong>g> the steep slope. The n<strong>at</strong>ural overland flow <str<strong>on</strong>g>of</str<strong>on</strong>g> the property is<br />

affected through the extensive excav<strong>at</strong>i<strong>on</strong> required for the five basement parking levels.<br />

2. The existing tree canopy and remnant veget<strong>at</strong>i<strong>on</strong> <strong>on</strong> the site (Figure 2 & 3) will <str<strong>on</strong>g>be</str<strong>on</strong>g> protected<br />

by:<br />

(a) Loc<strong>at</strong>ing new buildings within the areas currently occupied by the footprints <str<strong>on</strong>g>of</str<strong>on</strong>g> existing<br />

dwellings and other large structures such as pools and tennis courts;<br />

(b) Loc<strong>at</strong>ing buildings outside the drip-line <str<strong>on</strong>g>of</str<strong>on</strong>g> trees in the central area <str<strong>on</strong>g>of</str<strong>on</strong>g> the site;<br />

(c) Protecting the veget<strong>at</strong>i<strong>on</strong> <strong>on</strong> the steep lower slopes;<br />
