In additi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the associ<strong>at</strong>ed landscape issues raised in Part 4.3 <str<strong>on</strong>g>be</str<strong>on</strong>g>low, a further c<strong>on</strong>cern is raised<br />

with regard <str<strong>on</strong>g>to</str<strong>on</strong>g> insufficient detail c<strong>on</strong>tained in the landscape plan. The site analysis plan shows the<br />

retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>ly 6 <str<strong>on</strong>g>of</str<strong>on</strong>g> the 55 trees identified as <str<strong>on</strong>g>be</str<strong>on</strong>g>ing associ<strong>at</strong>ed with the site, <str<strong>on</strong>g>of</str<strong>on</strong>g> which three (3) or<br />

50% are loc<strong>at</strong>ed <str<strong>on</strong>g>of</str<strong>on</strong>g>f site. The trees <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> retained are No’s 382, 383, 4<strong>26</strong>, 428, 436, and 424. Tree<br />

No’s 395-419 are part <str<strong>on</strong>g>of</str<strong>on</strong>g> an existing tree grouping/stand loc<strong>at</strong>ed centrally <strong>on</strong> site. Given the scale<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> development, it is not possible <str<strong>on</strong>g>to</str<strong>on</strong>g> retain these trees due <str<strong>on</strong>g>to</str<strong>on</strong>g> their central loc<strong>at</strong>i<strong>on</strong>.<br />

The removal <str<strong>on</strong>g>of</str<strong>on</strong>g> Tree No. 427 Eucalyptus saligna (Bluegum) misidentified as a Eucalyptus pilularis<br />

(Blackbutt) is unacceptable and cannot supported. The tree, which is loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

southern site boundary is in excellent health and c<strong>on</strong>diti<strong>on</strong>, has not suffered s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damage and is<br />

significant within the broader landscape. The tree forms part <str<strong>on</strong>g>of</str<strong>on</strong>g> the interc<strong>on</strong>necting canopy th<strong>at</strong><br />

typifies the locality.<br />

Part 4.3 Setbacks:<br />

The 7 metres setback <str<strong>on</strong>g>to</str<strong>on</strong>g> Lam<strong>on</strong>d Drive and the 72 metres length <str<strong>on</strong>g>of</str<strong>on</strong>g> the building will cre<strong>at</strong>e an<br />

over<str<strong>on</strong>g>be</str<strong>on</strong>g>aring built form in Lam<strong>on</strong>d Drive. The built form will undermine the streetscape setting, by<br />

reas<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> its limited landscaped character; prominence <str<strong>on</strong>g>to</str<strong>on</strong>g> the street boundaries and the cramped<br />

arrangement <str<strong>on</strong>g>of</str<strong>on</strong>g> the structure due <str<strong>on</strong>g>to</str<strong>on</strong>g> the disproporti<strong>on</strong><strong>at</strong>e distributi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the open space areas<br />

compared <str<strong>on</strong>g>to</str<strong>on</strong>g> the existing character <str<strong>on</strong>g>of</str<strong>on</strong>g> the locality.<br />

The already limited scope for landscaping within the 7 metres setback is further reduced by:<br />

• the extensive retaining walls required in the setback area due <str<strong>on</strong>g>to</str<strong>on</strong>g> the >5 metres height difference<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>tween street level and ground levels;<br />

• the resulting stepped planter boxes (
