In addition <strong>to</strong> the associated landscape issues raised in Part 4.3 <strong>be</strong>low, a further concern is raised
with regard <strong>to</strong> insufficient detail contained in the landscape plan. The site analysis plan shows the
retention <strong>of</strong> only 6 <strong>of</strong> the 55 trees identified as <strong>be</strong>ing associated with the site, <strong>of</strong> which three (3) or
50% are located <strong>of</strong>f site. The trees <strong>to</strong> <strong>be</strong> retained are No’s 382, 383, 426, 428, 436, and 424. Tree
No’s 395-419 are part <strong>of</strong> an existing tree grouping/stand located centrally on site. Given the scale
<strong>of</strong> development, it is not possible <strong>to</strong> retain these trees due <strong>to</strong> their central location.
The removal <strong>of</strong> Tree No. 427 Eucalyptus saligna (Bluegum) misidentified as a Eucalyptus pilularis
(Blackbutt) is unacceptable and cannot supported. The tree, which is located adjacent <strong>to</strong> the
southern site boundary is in excellent health and condition, has not suffered s<strong>to</strong>rm damage and is
significant within the broader landscape. The tree forms part <strong>of</strong> the interconnecting canopy that
typifies the locality.
Part 4.3 Setbacks:
The 7 metres setback <strong>to</strong> Lamond Drive and the 72 metres length <strong>of</strong> the building will create an
over<strong>be</strong>aring built form in Lamond Drive. The built form will undermine the streetscape setting, by
reason <strong>of</strong> its limited landscaped character; prominence <strong>to</strong> the street boundaries and the cramped
arrangement <strong>of</strong> the structure due <strong>to</strong> the disproportionate distribution <strong>of</strong> the open space areas
compared <strong>to</strong> the existing character <strong>of</strong> the locality.
The already limited scope for landscaping within the 7 metres setback is further reduced by:
• the extensive retaining walls required in the setback area due <strong>to</strong> the >5 metres height difference
