Safety and security:<br />

‘SEPP 65 : Good design optimises safety and security, both internal <str<strong>on</strong>g>to</str<strong>on</strong>g> the development<br />

and for the public domain. This is achieved by maximising activity <strong>on</strong> the streets,<br />

providing clear, safe access points, providing quality public spaces th<strong>at</strong> c<strong>at</strong>er for<br />

desired recre<strong>at</strong>i<strong>on</strong>al uses, providing lighting appropri<strong>at</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> the loc<strong>at</strong>i<strong>on</strong> and desired<br />

activities, and clear definiti<strong>on</strong> <str<strong>on</strong>g>be</str<strong>on</strong>g>tween public and priv<strong>at</strong>e spaces.’<br />

There are no safety and security issues.<br />

Social dimensi<strong>on</strong>s:<br />

in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> lifestyles, affordability and access <str<strong>on</strong>g>to</str<strong>on</strong>g> social facilities. New developments<br />

should optimise the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> housing <str<strong>on</strong>g>to</str<strong>on</strong>g> suit the social mix and needs in the<br />

neighbourhood, or, in the case <str<strong>on</strong>g>of</str<strong>on</strong>g> precincts undergoing transiti<strong>on</strong>, provide for the<br />

A reas<strong>on</strong>able mix <str<strong>on</strong>g>of</str<strong>on</strong>g> apartments has <str<strong>on</strong>g>be</str<strong>on</strong>g>en provided <str<strong>on</strong>g>to</str<strong>on</strong>g> allow housing choice.<br />

Aesthetics:<br />

‘SEPP 65 : Quality aesthetics require the appropri<strong>at</strong>e compositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> building elements,<br />

textures, m<strong>at</strong>erials and colours and reflect the use, internal design and structure <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

development. Aesthetics should resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> the envir<strong>on</strong>ment and c<strong>on</strong>text, particularly <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

desirable elements f the existing streetscape or, in precincts undergoing transiti<strong>on</strong>,<br />

c<strong>on</strong>tribute <str<strong>on</strong>g>to</str<strong>on</strong>g> the desired future character <str<strong>on</strong>g>of</str<strong>on</strong>g> the area.’<br />

The existing built character <str<strong>on</strong>g>of</str<strong>on</strong>g> the area is almost exclusively brick facades and brick fences. These<br />

colours and m<strong>at</strong>erials are not as strident within their landscape setting as the white buildings<br />

proposed, which will c<strong>on</strong>trast significantly with the landscape. The colour and m<strong>at</strong>erials <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

development need <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> substantially more warm, mid <str<strong>on</strong>g>to</str<strong>on</strong>g>ne <str<strong>on</strong>g>to</str<strong>on</strong>g> dark colours fe<strong>at</strong>uring brick and<br />

tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r m<strong>at</strong>erials.<br />
