SEPP 65 : Good design resp<strong>on</strong>ds and c<strong>on</strong>tributes <str<strong>on</strong>g>to</str<strong>on</strong>g> its c<strong>on</strong>text…Resp<strong>on</strong>ding <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>text involves<br />

identifying the desirable elements <str<strong>on</strong>g>of</str<strong>on</strong>g> a loc<strong>at</strong>i<strong>on</strong>’s current character, or, in the case <str<strong>on</strong>g>of</str<strong>on</strong>g> precincts<br />

undergoing a transiti<strong>on</strong>, the desired future character as st<strong>at</strong>ed in planning and design policies.<br />

The n<strong>at</strong>ural envir<strong>on</strong>ment forming a major part <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>text for this development c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

extensive areas <str<strong>on</strong>g>of</str<strong>on</strong>g> high canopied trees, including blue gums, which cre<strong>at</strong>e a str<strong>on</strong>g sense <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

n<strong>at</strong>ural envir<strong>on</strong>ment as a setting for the development.<br />

The built form in the existing c<strong>on</strong>text is comprised <str<strong>on</strong>g>of</str<strong>on</strong>g> heritage items and detached houses. The<br />

heritage items are c<strong>on</strong>structed <str<strong>on</strong>g>of</str<strong>on</strong>g> brick and tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and the detached houses are predominantly<br />

brick and tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r. These m<strong>at</strong>erials complement with the n<strong>at</strong>ural wooded setting and cre<strong>at</strong>e an<br />

overall effect <str<strong>on</strong>g>of</str<strong>on</strong>g> harm<strong>on</strong>y <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the n<strong>at</strong>ural and the built envir<strong>on</strong>ment.<br />

The objectives <str<strong>on</strong>g>of</str<strong>on</strong>g> LEP 194 and DCP 55 c<strong>on</strong>tain numerous references <str<strong>on</strong>g>to</str<strong>on</strong>g> the importance <str<strong>on</strong>g>of</str<strong>on</strong>g> rel<strong>at</strong>ing<br />

developments <str<strong>on</strong>g>to</str<strong>on</strong>g> the n<strong>at</strong>ural setting.<br />

The use <str<strong>on</strong>g>of</str<strong>on</strong>g> rough block, tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and face brick in the building facades is a minor c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

retaining the existing balance <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the n<strong>at</strong>ural m<strong>at</strong>erials in buildings and the landscaped<br />

setting. However the percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> these m<strong>at</strong>erials within the facades is insufficient. The facades<br />

are comprised almost entirely <str<strong>on</strong>g>of</str<strong>on</strong>g> light coloured, painted render. It is recommended th<strong>at</strong> a far<br />

gre<strong>at</strong>er percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> the facades is made <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>at</strong>erials and finishes, as descri<str<strong>on</strong>g>be</str<strong>on</strong>g>d <str<strong>on</strong>g>be</str<strong>on</strong>g>low under<br />

"Aesthetics", <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g>tter rel<strong>at</strong>e the building <str<strong>on</strong>g>to</str<strong>on</strong>g> its n<strong>at</strong>ural setting, and the existing built form.<br />

Principle 2 - Scale<br />

SEPP 65 : Good design provides an appropri<strong>at</strong>e scale in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the bulk and height th<strong>at</strong> suits the<br />

scale <str<strong>on</strong>g>of</str<strong>on</strong>g> the street and the surrounding buildings. Establishing an appropri<strong>at</strong>e scale requires a<br />

c<strong>on</strong>sidered resp<strong>on</strong>se <str<strong>on</strong>g>to</str<strong>on</strong>g> the scale <str<strong>on</strong>g>of</str<strong>on</strong>g> existing development. In precincts undergoing transiti<strong>on</strong><br />

proposed bulk and height needs <str<strong>on</strong>g>to</str<strong>on</strong>g> achieve the scale identified for the desired future character <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the area.<br />

Principle 3 - Built Form<br />

SEPP 65 : Good design achieves an appropri<strong>at</strong>e built form for a site and the buildings purpose, in<br />

terms <str<strong>on</strong>g>of</str<strong>on</strong>g> building alignments, proporti<strong>on</strong>s, building type and the manipul<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> building<br />

elements…<br />

The setback from Lam<strong>on</strong>d Drive does not comply with the required set back within DCP 55. The<br />

street width is not less than 12m, therefore the fr<strong>on</strong>t setback <str<strong>on</strong>g>to</str<strong>on</strong>g> the building footprint is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> 12m (<br />

40% <str<strong>on</strong>g>of</str<strong>on</strong>g> the footprint may <str<strong>on</strong>g>be</str<strong>on</strong>g> <strong>at</strong> 10m from the boundary ) . The building footprint includes balc<strong>on</strong>ies,<br />

and the fr<strong>on</strong>t setback is <str<strong>on</strong>g>to</str<strong>on</strong>g> include basement car parking.<br />

The proposed fr<strong>on</strong>t setback <str<strong>on</strong>g>of</str<strong>on</strong>g> the building footprint is predominantly 10m, with <strong>on</strong>e secti<strong>on</strong> <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

9m and the corner balc<strong>on</strong>y <str<strong>on</strong>g>be</str<strong>on</strong>g>ing 7.5m set back. The proposed car parking setback is 7m.<br />
