• New c<strong>on</strong>crete driveway crossings from Lam<strong>on</strong>d Drive.<br />
• Removal <str<strong>on</strong>g>of</str<strong>on</strong>g> all redundant driveway laybacks and re-inst<strong>at</strong>ement <str<strong>on</strong>g>to</str<strong>on</strong>g> upright kerb and gutter.<br />
• Repair <str<strong>on</strong>g>of</str<strong>on</strong>g> all damaged public infrastructure.<br />
As this site is loc<strong>at</strong>ed within walking distance <str<strong>on</strong>g>of</str<strong>on</strong>g> the Turramurra Rail st<strong>at</strong>i<strong>on</strong>, the area may<br />
experience a higher demand for <strong>on</strong>-street parking in this loc<strong>at</strong>i<strong>on</strong> <strong>at</strong> certain times during the day.<br />
This may make <strong>on</strong>-street parking or queuing in Lam<strong>on</strong>d Drive difficult for c<strong>on</strong>structi<strong>on</strong> rel<strong>at</strong>ed<br />
vehicles (e.g waiting in the road reserve for loading during spoil removal). Accordingly, it is<br />
recommended (subject <str<strong>on</strong>g>to</str<strong>on</strong>g> approval by the Local Traffic Committee) th<strong>at</strong> a Work Z<strong>on</strong>e <str<strong>on</strong>g>be</str<strong>on</strong>g> installed in<br />
the immedi<strong>at</strong>e vicinity <str<strong>on</strong>g>of</str<strong>on</strong>g> the site. This will assist in preventing n<strong>on</strong>-c<strong>on</strong>structi<strong>on</strong> rel<strong>at</strong>ed vehicles<br />
interfering with the site fr<strong>on</strong>tage during works. Accordingly, a c<strong>on</strong>diti<strong>on</strong> will <str<strong>on</strong>g>be</str<strong>on</strong>g> applied th<strong>at</strong> the<br />
applicant obtain a resoluti<strong>on</strong> from the Traffic Committee in rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> obtaining a work z<strong>on</strong>e -<br />
proceed in accordance with any recommend<strong>at</strong>i<strong>on</strong> from the resoluti<strong>on</strong>. The requirement for a work<br />
z<strong>on</strong>e is c<strong>on</strong>sidered reas<strong>on</strong>able for this scale <str<strong>on</strong>g>of</str<strong>on</strong>g> development.<br />
As with all development <str<strong>on</strong>g>of</str<strong>on</strong>g> this scale, there is the direct risk <str<strong>on</strong>g>of</str<strong>on</strong>g> damage <str<strong>on</strong>g>to</str<strong>on</strong>g> Council infrastructure<br />
during the course <str<strong>on</strong>g>of</str<strong>on</strong>g> the works. A $50,000 b<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> cover res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> such damage (or completi<strong>on</strong><br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> incomplete works by Council) is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> applied.<br />
Site drainage comments<br />
The submitted c<strong>on</strong>cept s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er services plans (refer plan 04042-C01A by Dincel and<br />
Associ<strong>at</strong>es), have <str<strong>on</strong>g>be</str<strong>on</strong>g>en designed in accordance with the Council requirements c<strong>on</strong>tained in the<br />
adopted W<strong>at</strong>er Management DCP 47. A minimum s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er retenti<strong>on</strong> requirement <str<strong>on</strong>g>of</str<strong>on</strong>g> 3000 litres<br />
per unit applies – and this w<strong>at</strong>er is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> used for <str<strong>on</strong>g>to</str<strong>on</strong>g>ilet flushing, laundry, car washing and<br />
irrig<strong>at</strong>i<strong>on</strong> (as a minimum).<br />
The site drains <str<strong>on</strong>g>to</str<strong>on</strong>g> wh<strong>at</strong> is shown as an existing interallotment drainage system which <str<strong>on</strong>g>be</str<strong>on</strong>g>nefits the<br />
lower lot <strong>at</strong> point <str<strong>on</strong>g>of</str<strong>on</strong>g> discharge. Accordingly, the applicant has shown a comp<strong>on</strong>ent <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>-site<br />
detenti<strong>on</strong> <strong>on</strong> the proposal <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>trol run-<str<strong>on</strong>g>of</str<strong>on</strong>g>f in<str<strong>on</strong>g>to</str<strong>on</strong>g> the interallotment system. The interallotment<br />
drainage right must <str<strong>on</strong>g>be</str<strong>on</strong>g> transferred <str<strong>on</strong>g>to</str<strong>on</strong>g> the entire site when the lots are c<strong>on</strong>solid<strong>at</strong>ed. The c<strong>on</strong>sent <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the burdened property will <str<strong>on</strong>g>be</str<strong>on</strong>g> required. This requirement will <str<strong>on</strong>g>be</str<strong>on</strong>g> handled by way <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
c<strong>on</strong>sent requiring the applicant <str<strong>on</strong>g>to</str<strong>on</strong>g> cre<strong>at</strong>e the necessary drainage easements. Further, it will <str<strong>on</strong>g>be</str<strong>on</strong>g> the<br />
resp<strong>on</strong>sibility <str<strong>on</strong>g>of</str<strong>on</strong>g> the applicant <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure th<strong>at</strong> the drainage infrastructure within the necessary<br />
easement will have adequ<strong>at</strong>e capacity. This will <str<strong>on</strong>g>be</str<strong>on</strong>g> dealt with by way <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>diti<strong>on</strong>.<br />
C<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> applied which will require the refinement and advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
DA c<strong>on</strong>cept drainage plans <str<strong>on</strong>g>to</str<strong>on</strong>g> a detail suitable for C<strong>on</strong>structi<strong>on</strong> Certific<strong>at</strong>e issue.<br />
Flooding and Overland comments<br />
The site is loc<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g>wards the <str<strong>on</strong>g>to</str<strong>on</strong>g>p <str<strong>on</strong>g>of</str<strong>on</strong>g> the local c<strong>at</strong>chment (al<strong>on</strong>g the ridge <str<strong>on</strong>g>of</str<strong>on</strong>g> the Pacific Highway)<br />
and as such the site will not <str<strong>on</strong>g>be</str<strong>on</strong>g> affected by trunk flows <str<strong>on</strong>g>of</str<strong>on</strong>g> sufficient volume around the site <str<strong>on</strong>g>to</str<strong>on</strong>g> cause<br />
c<strong>on</strong>cern. The driveway level <strong>at</strong> the property boundary shall <str<strong>on</strong>g>be</str<strong>on</strong>g> set a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 150mm above the<br />
