Garbage Collection A waste song>toong>rage and collection area is required internally under Councils DCP 40 for Waste Management. This has ong>beong>en provided in the basement parking area and there is adequate provision ong>toong> ong>beong> provided for Councils waste collection vehicle ong>toong> enter the subject site, collect the garbage and then exit the site. Impacts on Council Infrastructure and associated works - comments The scale ong>ofong> construction work for this site is expected ong>toong> damage the road shoulder, and possibly the road surface. In addition, the applicant will ong>beong> required ong>toong> provide a pedestrian footpath link ong>beong>tween the foot entrances on Lamond Drive. Accordingly, the following infrastructure works will ong>beong> required under this consent: • Construction ong>ofong> a fully new concrete footpath over the site frontage in Lamond Drive. As this site is located within walking distance ong>ofong> the Turramurra Rail station, the area may experience a higher demand for on-street parking in this location at certain times during the day. This may make on-street parking or queuing in Lamond Drive difficult for construction related vehicles (e.g waiting in the road reserve for loading during spoil removal). Accordingly, it is recommended (subject ong>toong> approval by the Local Traffic Committee) that a Work Zone ong>beong> installed in the immediate vicinity ong>ofong> the site. This will assist in preventing non-construction related vehicles interfering with the site frontage during works. Accordingly, a condition will ong>beong> applied that the applicant obtain a resolution from the Traffic Committee in relation ong>toong> obtaining a work zone - proceed in accordance with any recommendation from the resolution. The requirement for a work zone is considered reasonable for this scale ong>ofong> development. As with all development ong>ofong> this scale, there is the direct risk ong>ofong> damage ong>toong> Council infrastructure during the course ong>ofong> the works. A $50,000 bond ong>toong> cover resong>toong>ration ong>ofong> such damage (or completion ong>ofong> incomplete works by Council) is ong>toong> ong>beong> applied. Site drainage comments The submitted concept song>toong>rmwater services plans (refer plan 04042-C01A by Dincel and Associates), have ong>beong>en designed in accordance with the Council requirements contained in the adopted Water Management DCP 47. A minimum song>toong>rmwater retention requirement ong>ofong> 3000 litres per unit applies – and this water is ong>toong> ong>beong> used for ong>toong>ilet flushing, laundry, car washing and irrigation (as a minimum). The site drains ong>toong> what is shown as an existing interallotment drainage system which ong>beong>nefits the lower lot at point ong>ofong> discharge. Accordingly, the applicant has shown a component ong>ofong> on-site detention on the proposal ong>toong> control run-ong>ofong>f inong>toong> the interallotment system. The interallotment drainage right must ong>beong> transferred ong>toong> the entire site when the lots are consolidated. The consent ong>ofong> the burdened property will ong>beong> required. This requirement will ong>beong> handled by way ong>ofong> condition ong>ofong> consent requiring the applicant ong>toong> create the necessary drainage easements. Further, it will ong>beong> the responsibility ong>ofong> the applicant ong>toong> ensure that the drainage infrastructure within the necessary easement will have adequate capacity. This will ong>beong> dealt with by way ong>ofong> condition. Conditions ong>ofong> consent are ong>toong> ong>beong> applied which will require the refinement and advancement ong>ofong> the DA concept drainage plans ong>toong> a detail suitable for Construction Certificate issue. Flooding and Overland comments The site is located ong>toong>wards the ong>toong>p ong>ofong> the local catchment (along the ridge ong>ofong> the Pacific Highway) and as such the site will not ong>beong> affected by trunk flows ong>ofong> sufficient volume around the site ong>toong> cause concern. detenti<strong>on</strong> <strong>on</strong> the proposal <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>trol run-<str<strong>on</strong>g>of</str<strong>on</strong>g>f in<str<strong>on</strong>g>to</str<strong>on</strong>g> the interallotment system. The interallotment<br />

drainage right must <str<strong>on</strong>g>be</str<strong>on</strong>g> transferred <str<strong>on</strong>g>to</str<strong>on</strong>g> the entire site when the lots are c<strong>on</strong>solid<strong>at</strong>ed. The c<strong>on</strong>sent <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the burdened property will <str<strong>on</strong>g>be</str<strong>on</strong>g> required. C<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> applied which will require the refinement and advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
