Hwy fr<strong>on</strong>tage and the terracing proposed within the Lam<strong>on</strong>d Dr fr<strong>on</strong>tage, impact up<strong>on</strong> the<br />

available space/area for large tree replenishment.<br />

Drainage plan<br />

A c<strong>on</strong>cept s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er drainage plan has <str<strong>on</strong>g>be</str<strong>on</strong>g>en submitted with the applic<strong>at</strong>i<strong>on</strong>. The plan indic<strong>at</strong>es a<br />

large above ground detenti<strong>on</strong> basin loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the western site corner. This area has also<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>en included as deep soil landscaping. However, there is no detail as <str<strong>on</strong>g>to</str<strong>on</strong>g> how this area is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

tre<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure th<strong>at</strong> the w<strong>at</strong>er is retained. In other developments detail is provided, and in some<br />

cases an impervious layer is c<strong>on</strong>structed as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the detenti<strong>on</strong> basin, as a result <str<strong>on</strong>g>of</str<strong>on</strong>g> which the<br />

detenti<strong>on</strong> area is calcul<strong>at</strong>ed as built up<strong>on</strong> area (BUA) under the LEP definiti<strong>on</strong>s and likewise<br />

cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>sidered as deep soil landscaping. If this is the case with this site the detenti<strong>on</strong> area is<br />

required <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> excluded from the deep soil landscaping calcul<strong>at</strong>i<strong>on</strong>s.<br />

To clarify this issue, further detail is required as <str<strong>on</strong>g>to</str<strong>on</strong>g> how this surface detenti<strong>on</strong> basin is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

c<strong>on</strong>structed.<br />

Deep soil landscaping<br />

The areas shown <strong>on</strong> the submitted deep soil landscaping diagram as deep soil landscaping areas<br />

does not strictly comply with the LEP guidelines and definiti<strong>on</strong>s. LEP194 defines deep soil<br />

landscaping as “part <str<strong>on</strong>g>of</str<strong>on</strong>g> a site th<strong>at</strong>: a/ is not occupied by any structure wh<strong>at</strong>soever, whether <str<strong>on</strong>g>be</str<strong>on</strong>g>low<br />

or above the surface <str<strong>on</strong>g>of</str<strong>on</strong>g> the ground (except for p<strong>at</strong>hs up <str<strong>on</strong>g>to</str<strong>on</strong>g> 1metre wide), and b/ is not used for car<br />

parking”. Areas calcul<strong>at</strong>ed by the applicant include structures such as raised boardwalks and<br />

p<strong>at</strong>hways gre<strong>at</strong>er than 1metre wide. Under the LEP definiti<strong>on</strong> these are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> excluded from the<br />

deep soil calcul<strong>at</strong>i<strong>on</strong>s. In additi<strong>on</strong>, deep soil landscaping is required <str<strong>on</strong>g>to</str<strong>on</strong>g> have a minimum width <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

2.0m. With this in mind the terraced planters within the Lam<strong>on</strong>d Ave site fr<strong>on</strong>tage should also <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

excluded from the deep soil landscaping calcul<strong>at</strong>i<strong>on</strong>s as they are <strong>on</strong>ly 1.0m wide. C<strong>on</strong>sider<strong>at</strong>i<strong>on</strong><br />

should also <str<strong>on</strong>g>be</str<strong>on</strong>g> given, <str<strong>on</strong>g>to</str<strong>on</strong>g> the surface detenti<strong>on</strong> basin, <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> excluded from the deep soil landscaping<br />

calcul<strong>at</strong>i<strong>on</strong>s. It is required th<strong>at</strong> the proposed development comply with deep soil landscaping<br />

requirements.<br />

Setbacks<br />

The proposed development will result in a setback (as measured <strong>on</strong> the submitted drawings) from<br />

Lam<strong>on</strong>d Ave <str<strong>on</strong>g>of</str<strong>on</strong>g> approxim<strong>at</strong>ely 7.0m <str<strong>on</strong>g>to</str<strong>on</strong>g> the basement car parking, 7.0m <str<strong>on</strong>g>to</str<strong>on</strong>g> the terraces and<br />

approxim<strong>at</strong>ely 10.0m <str<strong>on</strong>g>to</str<strong>on</strong>g> the dwelling itself. It must <str<strong>on</strong>g>be</str<strong>on</strong>g> noted, however, th<strong>at</strong> <strong>on</strong>ly 4.0m is available<br />

within the site fr<strong>on</strong>tage as deep soil landscaping as the terraced planters do not comply with<br />

LEP194 guidelines. This does not allow for adequ<strong>at</strong>e tree replenishment within the Lam<strong>on</strong>d Dr<br />

fr<strong>on</strong>tage th<strong>at</strong> is characteristic <str<strong>on</strong>g>of</str<strong>on</strong>g> the site and immedi<strong>at</strong>e area. This is highlighted within the<br />

proposed landscape works th<strong>at</strong> show no large trees within this setback. Trees proposed are small <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

medium sized species, n<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> which are locally occurring species. This goes against LEP site<br />

requirements and standards which st<strong>at</strong>es the “desirability <str<strong>on</strong>g>of</str<strong>on</strong>g> adequ<strong>at</strong>e landscaping so th<strong>at</strong> the built<br />

form does not domin<strong>at</strong>e the landscape”. The site and surrounding area’s site character is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

large Eucalypts and a c<strong>on</strong>tinuous interc<strong>on</strong>necting tree canopy. The proposed development,<br />
