Council’s Landscape Development Officer initial comments are as follows:
The site
It is proposed <strong>to</strong> demolish the existing detached residential dwellings and associated structures on
four allotments and construct a multi-unit residential flat building with basement car parking on the
amalgamated site area <strong>of</strong> 4,240sqm. The site has frontage <strong>to</strong> both Pacific Hwy and Lamond Dr.
Vehicular access is proposed from Lamond Dr. The steeply sloping site is characterised by an
established landscape setting with mature trees and shrubs. The site frontage is dominated by a
mature Eucalyptus centrally located on Council’ s nature strip. The rear <strong>of</strong> the site is dominated by
a continuous canopy <strong>of</strong> large Eucalyptus saligna (Bluegum) and Eucalyptus pilularis (Blackbutt)
which continue around the site and <strong>to</strong> the north-west <strong>of</strong>f site. The plant community that is locally
occurring <strong>to</strong> the area is Sydney Bluegum High Forest (SBHF) which is identified as <strong>be</strong>ing an
endangered/threatened plant community. The existing trees are parent species for SBHF.
Impacts on trees/Tree removal/Tree replenishment
The proposed development will result in the clearing <strong>of</strong> the site. The site analysis plan shows the
retention <strong>of</strong> only six (6) trees identified as <strong>be</strong>ing associated with the site, <strong>of</strong> which three (3) or 50%
are located <strong>of</strong>f site. The trees <strong>to</strong> <strong>be</strong> retained are #’s 382, 383, 426, 428, 436, and 424. It must <strong>be</strong>
noted however, that many identified trees within the submitted Arborists Report do not have
broader landscape significance and as such their retention is not specifically required.
Large existing Eucalypts that require removal include #’s 369 Eucalyptus pilularis (Blackbutt)
located adjacent <strong>to</strong> the south western site corner, 371 Eucalyptus pilularis (Blackbutt) located
adjacent <strong>to</strong> the south western site boundary, 373 Eucalyptus pilularis (Blackbutt) located adjacent
<strong>to</strong> the south western site boundary, 377 Eucalyptus pilularis (Blackbutt) located adjacent <strong>to</strong> the
north west site boundary, 387 Eucalyptus pilularis (Blackbutt) centrally located on site, the tree is
presently exempt under Council’s TPO as it’s within 3m <strong>of</strong> the existing dwelling. The tree has also
had previous s<strong>to</strong>rm damage, 388 Eucalyptus elata (Peppermint) located adjacent <strong>to</strong> the north west
site boundary, 398 Eucalyptus pilularis (Blackbutt) centrally located on site, 399 Eucalyptus elata
(Peppermint) centrally located on site, 400 Eucalyptus nicholii (Peppermint) centrally located on
site, 419 Eucalyptus pilularis (Blackbutt) centrally located on site, and 430 Eucalyptus saligna
(Bluegum),incorrectly identified as Eucalyptus pilularis (Blackbutt) located adjacent <strong>to</strong> the south
east corner, the tree has suffered previous s<strong>to</strong>rm damage.
Tree #’s 395 - 419 are part <strong>of</strong> an existing tree grouping/stand located centrally on site. Given the
scale <strong>of</strong> development for the site and the ministers rezoning, it is not possible <strong>to</strong> retain these trees
due <strong>to</strong> their central location.
It should <strong>be</strong> noted that the removal <strong>of</strong> tree #427 Eucalyptus saligna (Bluegum), misidentified as
Eucalyptus pilularis (Blackbutt), is unacceptable and cannot <strong>be</strong> supported. The tree, which is
located adjacent <strong>to</strong> the southern site boundary is outwardly in excellent health and condition, has
not suffered s<strong>to</strong>rm damage and is significant within the broader landscape. The tree forms part <strong>of</strong>
