Council’s Landscape Development Officer initial comments are as follows:<br />

The site<br />

It is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish the existing detached residential dwellings and associ<strong>at</strong>ed structures <strong>on</strong><br />

four allotments and c<strong>on</strong>struct a multi-unit residential fl<strong>at</strong> building with basement car parking <strong>on</strong> the<br />

amalgam<strong>at</strong>ed site area <str<strong>on</strong>g>of</str<strong>on</strong>g> 4,240sqm. The site has fr<strong>on</strong>tage <str<strong>on</strong>g>to</str<strong>on</strong>g> both Pacific Hwy and Lam<strong>on</strong>d Dr.<br />

Vehicular access is proposed from Lam<strong>on</strong>d Dr. The steeply sloping site is characterised by an<br />

established landscape setting with m<strong>at</strong>ure trees and shrubs. The site fr<strong>on</strong>tage is domin<strong>at</strong>ed by a<br />

m<strong>at</strong>ure Eucalyptus centrally loc<strong>at</strong>ed <strong>on</strong> Council’ s n<strong>at</strong>ure strip. The rear <str<strong>on</strong>g>of</str<strong>on</strong>g> the site is domin<strong>at</strong>ed by<br />

a c<strong>on</strong>tinuous canopy <str<strong>on</strong>g>of</str<strong>on</strong>g> large Eucalyptus saligna (Bluegum) and Eucalyptus pilularis (Blackbutt)<br />

which c<strong>on</strong>tinue around the site and <str<strong>on</strong>g>to</str<strong>on</strong>g> the north-west <str<strong>on</strong>g>of</str<strong>on</strong>g>f site. The plant community th<strong>at</strong> is locally<br />

occurring <str<strong>on</strong>g>to</str<strong>on</strong>g> the area is Sydney Bluegum High Forest (SBHF) which is identified as <str<strong>on</strong>g>be</str<strong>on</strong>g>ing an<br />

endangered/thre<strong>at</strong>ened plant community. The existing trees are parent species for SBHF.<br />

Impacts <strong>on</strong> trees/Tree removal/Tree replenishment<br />

The proposed development will result in the clearing <str<strong>on</strong>g>of</str<strong>on</strong>g> the site. The site analysis plan shows the<br />

retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>ly six (6) trees identified as <str<strong>on</strong>g>be</str<strong>on</strong>g>ing associ<strong>at</strong>ed with the site, <str<strong>on</strong>g>of</str<strong>on</strong>g> which three (3) or 50%<br />

are loc<strong>at</strong>ed <str<strong>on</strong>g>of</str<strong>on</strong>g>f site. The trees <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> retained are #’s 382, 383, 4<strong>26</strong>, 428, 436, and 424. It must <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

noted however, th<strong>at</strong> many identified trees within the submitted Arborists Report do not have<br />

broader landscape significance and as such their retenti<strong>on</strong> is not specifically required.<br />

Large existing Eucalypts th<strong>at</strong> require removal include #’s 369 Eucalyptus pilularis (Blackbutt)<br />

loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the south western site corner, 371 Eucalyptus pilularis (Blackbutt) loc<strong>at</strong>ed<br />

adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the south western site boundary, 373 Eucalyptus pilularis (Blackbutt) loc<strong>at</strong>ed adjacent<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the south western site boundary, 377 Eucalyptus pilularis (Blackbutt) loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

north west site boundary, 387 Eucalyptus pilularis (Blackbutt) centrally loc<strong>at</strong>ed <strong>on</strong> site, the tree is<br />

presently exempt under Council’s TPO as it’s within 3m <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing dwelling. The tree has also<br />

had previous s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damage, 388 Eucalyptus el<strong>at</strong>a (Peppermint) loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the north west<br />

site boundary, 398 Eucalyptus pilularis (Blackbutt) centrally loc<strong>at</strong>ed <strong>on</strong> site, 399 Eucalyptus el<strong>at</strong>a<br />

(Peppermint) centrally loc<strong>at</strong>ed <strong>on</strong> site, 400 Eucalyptus nicholii (Peppermint) centrally loc<strong>at</strong>ed <strong>on</strong><br />

site, 419 Eucalyptus pilularis (Blackbutt) centrally loc<strong>at</strong>ed <strong>on</strong> site, and 430 Eucalyptus saligna<br />

(Bluegum),incorrectly identified as Eucalyptus pilularis (Blackbutt) loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the south<br />

east corner, the tree has suffered previous s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damage.<br />

Tree #’s 395 - 419 are part <str<strong>on</strong>g>of</str<strong>on</strong>g> an existing tree grouping/stand loc<strong>at</strong>ed centrally <strong>on</strong> site. Given the<br />

scale <str<strong>on</strong>g>of</str<strong>on</strong>g> development for the site and the ministers rez<strong>on</strong>ing, it is not possible <str<strong>on</strong>g>to</str<strong>on</strong>g> retain these trees<br />

due <str<strong>on</strong>g>to</str<strong>on</strong>g> their central loc<strong>at</strong>i<strong>on</strong>.<br />

It should <str<strong>on</strong>g>be</str<strong>on</strong>g> noted th<strong>at</strong> the removal <str<strong>on</strong>g>of</str<strong>on</strong>g> tree #427 Eucalyptus saligna (Bluegum), misidentified as<br />

Eucalyptus pilularis (Blackbutt), is unacceptable and cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> supported. The tree, which is<br />

loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the southern site boundary is outwardly in excellent health and c<strong>on</strong>diti<strong>on</strong>, has<br />

not suffered s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damage and is significant within the broader landscape. The tree forms part <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
