Should Council grant c<strong>on</strong>sent, its Development Engineer would require a c<strong>on</strong>structi<strong>on</strong> and traffic<br />

management plan <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> submitted prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the commencement <str<strong>on</strong>g>of</str<strong>on</strong>g> any works.<br />

Loss <str<strong>on</strong>g>of</str<strong>on</strong>g> property values surrounding the site<br />

The objec<str<strong>on</strong>g>to</str<strong>on</strong>g>r’s property is set back more than 45m from the proposal. The physical separ<strong>at</strong>i<strong>on</strong> and<br />

substantial veget<strong>at</strong>i<strong>on</strong> is sufficient <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure th<strong>at</strong> amenity impacts such as privacy and loss <str<strong>on</strong>g>of</str<strong>on</strong>g> solar<br />

access are not unreas<strong>on</strong>able.<br />

C<strong>on</strong>structi<strong>on</strong> and the <strong>on</strong>going noise post c<strong>on</strong>structi<strong>on</strong><br />

This m<strong>at</strong>ter can <str<strong>on</strong>g>be</str<strong>on</strong>g> addressed through a c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent th<strong>at</strong> would ensure th<strong>at</strong> c<strong>on</strong>structi<strong>on</strong><br />

takes place during reas<strong>on</strong>able standard hours.<br />

Human noise is inevitable and <str<strong>on</strong>g>to</str<strong>on</strong>g> a large extent unc<strong>on</strong>trollable. The proposal provides adequ<strong>at</strong>e<br />

setbacks which would reas<strong>on</strong>ably limit acoustic impacts. Mechanical ventil<strong>at</strong>i<strong>on</strong> noise can <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

further c<strong>on</strong>trolled via c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent.<br />

The proposal is an over-development <str<strong>on</strong>g>of</str<strong>on</strong>g> the site<br />

The proposal is largely compliant with Council’s c<strong>on</strong>trols in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> height, num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> s<str<strong>on</strong>g>to</str<strong>on</strong>g>reys,<br />

building footprint and floor space r<strong>at</strong>io. The receding tier design reduces the bulk impacts <str<strong>on</strong>g>to</str<strong>on</strong>g> lower<br />

lying properties.<br />

Loss <str<strong>on</strong>g>of</str<strong>on</strong>g> trees and wild life<br />

Council’s Landscape Development Officer raised c<strong>on</strong>cerns in respect <str<strong>on</strong>g>of</str<strong>on</strong>g> the loss <str<strong>on</strong>g>of</str<strong>on</strong>g> a significant<br />

Blackbutt tree. The remainder <str<strong>on</strong>g>of</str<strong>on</strong>g> the veget<strong>at</strong>i<strong>on</strong> is either not c<strong>on</strong>sidered significant or is s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm<br />

damaged.<br />

The Open Space Department has raised no objecti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong> as Council’s records do not<br />

show th<strong>at</strong> any endangered wildlife will <str<strong>on</strong>g>be</str<strong>on</strong>g> affected by this development.<br />
