THE SITE<br />

c) in additi<strong>on</strong> 2m <str<strong>on</strong>g>to</str<strong>on</strong>g> 3.6m <str<strong>on</strong>g>of</str<strong>on</strong>g> the remaining setback area currently<br />

forms part <str<strong>on</strong>g>of</str<strong>on</strong>g> the c<strong>on</strong>creted area <str<strong>on</strong>g>of</str<strong>on</strong>g> Kirawa Close. The<br />

necessary c<strong>on</strong>sent has not <str<strong>on</strong>g>be</str<strong>on</strong>g>en provided <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish part <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the driveway and replace those areas with landscaping.<br />

With or without the above c<strong>on</strong>sent, the effective area for deep soil<br />

landscaping in the side setback adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> Unit A11 is gre<strong>at</strong>ly reduced.<br />

This is not sufficient <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> effective landscaping<br />

and canopy trees th<strong>at</strong> would screen the adjacent property No. 1446 Pacific<br />

Highway or provide appropri<strong>at</strong>e separ<strong>at</strong>i<strong>on</strong>. This is especially relevant in<br />

light <str<strong>on</strong>g>of</str<strong>on</strong>g> the fact th<strong>at</strong> No 1446 was not incorpor<strong>at</strong>ed in<str<strong>on</strong>g>to</str<strong>on</strong>g> DA 0077/05 and<br />

may end up as an isol<strong>at</strong>ed dwelling <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the two high density<br />

developments.<br />

2.7 The proposed finishes <str<strong>on</strong>g>of</str<strong>on</strong>g> the development is c<strong>on</strong>sidered inappropri<strong>at</strong>e as it<br />

fails <str<strong>on</strong>g>to</str<strong>on</strong>g> harm<strong>on</strong>ise with existing envir<strong>on</strong>ment and c<strong>on</strong>text which reflects<br />

mid <str<strong>on</strong>g>to</str<strong>on</strong>g>ne <str<strong>on</strong>g>to</str<strong>on</strong>g> dark colours and gre<strong>at</strong>er use <str<strong>on</strong>g>of</str<strong>on</strong>g> brick and tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r.<br />

3. IMPACT ON TREES<br />

The proposed development will result in the clearing <str<strong>on</strong>g>of</str<strong>on</strong>g> the site. The site<br />

analysis plan shows the retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>ly 6 <str<strong>on</strong>g>of</str<strong>on</strong>g> the 55 trees identified as<br />

<str<strong>on</strong>g>be</str<strong>on</strong>g>ing associ<strong>at</strong>ed with the site, <str<strong>on</strong>g>of</str<strong>on</strong>g> which three (3) or 50% are loc<strong>at</strong>ed <str<strong>on</strong>g>of</str<strong>on</strong>g>f<br />

site. The trees <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> retained are No’s 382, 383, 4<strong>26</strong>, 428, 436, and 424.<br />

Tree No’s 395 – 419 are part <str<strong>on</strong>g>of</str<strong>on</strong>g> an existing tree grouping/stand loc<strong>at</strong>ed<br />

centrally <strong>on</strong> site. Given the scale <str<strong>on</strong>g>of</str<strong>on</strong>g> development for the site it is not<br />

possible <str<strong>on</strong>g>to</str<strong>on</strong>g> retain these trees due <str<strong>on</strong>g>to</str<strong>on</strong>g> their central loc<strong>at</strong>i<strong>on</strong>.<br />

It should <str<strong>on</strong>g>be</str<strong>on</strong>g> noted th<strong>at</strong> the removal <str<strong>on</strong>g>of</str<strong>on</strong>g> Tree No. 427 Eucalyptus saligna<br />

(Bluegum), misidentified as Eucalyptus pilularis (Blackbutt), is<br />

unacceptable and cannot supported. The tree, which is loc<strong>at</strong>ed adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the southern site boundary is outwardly in excellent health and c<strong>on</strong>diti<strong>on</strong>,<br />

has not suffered s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damage and is significant within the broader<br />

landscape. The tree forms part <str<strong>on</strong>g>of</str<strong>on</strong>g> the interc<strong>on</strong>necting canopy th<strong>at</strong> typifies<br />

the locality and as the c<strong>on</strong>sulting arborist st<strong>at</strong>es “the retenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the these<br />

trees [including #427] allows them as comp<strong>on</strong>ents <str<strong>on</strong>g>of</str<strong>on</strong>g> the current curtilage<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> transferred <str<strong>on</strong>g>to</str<strong>on</strong>g> the new dwellings, maintaining elements <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

c<strong>on</strong>tinuous landscape, providing a more harm<strong>on</strong>ious integr<strong>at</strong>i<strong>on</strong> and<br />

transiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the use <str<strong>on</strong>g>of</str<strong>on</strong>g> the land”.<br />
