e. a large part <str<strong>on</strong>g>of</str<strong>on</strong>g> the fr<strong>on</strong>t setback area is also affected by the s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm<br />

w<strong>at</strong>er drainage system which further reduces the landscape area;<br />

The above does not adequ<strong>at</strong>ely allow for tree replenishment within the<br />

Lam<strong>on</strong>d Drive fr<strong>on</strong>tage th<strong>at</strong> is characteristic <str<strong>on</strong>g>of</str<strong>on</strong>g> the site and immedi<strong>at</strong>e<br />

area. This is highlighted within the proposed landscape works th<strong>at</strong> show<br />

no canopy trees within this setback. Trees proposed are small <str<strong>on</strong>g>to</str<strong>on</strong>g> medium<br />

sized species, n<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> which are locally occurring species. This goes<br />

against LEP site requirements and standards which st<strong>at</strong>es the “desirability<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> adequ<strong>at</strong>e landscaping so th<strong>at</strong> the built form does not domin<strong>at</strong>e the<br />

landscape”. The site and surrounding area’s character is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> large<br />

Eucalypts and a c<strong>on</strong>tinuous interc<strong>on</strong>necting tree canopy. The proposed<br />

development, particularly within the Lam<strong>on</strong>d Dr fr<strong>on</strong>tage, does not<br />

provide for effective landscaping <str<strong>on</strong>g>to</str<strong>on</strong>g> lessen the dominance <str<strong>on</strong>g>of</str<strong>on</strong>g> the built form.<br />

2.5 The proposal fails <str<strong>on</strong>g>to</str<strong>on</strong>g> maintain a fr<strong>on</strong>t setback z<strong>on</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> the Pacific Highway<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> 10-12m as required by Clause 4.3 C-1 <str<strong>on</strong>g>of</str<strong>on</strong>g> DCP 55.<br />

2.5.1 The basement car park and acoustic fence are shown with setbacks<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> 7.2m and 5m respectively.<br />

2.5.2 The limited scope for landscaping within the reduced setback areas<br />

is further reduced by the priv<strong>at</strong>e courtyards th<strong>at</strong>:<br />

a) make significant screen planting highly unlikely (within the<br />

courtyards) and;<br />

b) undermine the preserv<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a co-coordin<strong>at</strong>ed landscape<br />

theme in the l<strong>on</strong>g term.<br />

A large percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> the Pacific Hwy site fr<strong>on</strong>tage is taken up by priv<strong>at</strong>e<br />

courtyards leaving a fr<strong>on</strong>t setback less than 5m as communal open space<br />

th<strong>at</strong> is available for large tree replenishment. It is noted th<strong>at</strong> Eucalyptus<br />

saligna (Bluegum) have <str<strong>on</strong>g>be</str<strong>on</strong>g>en nomin<strong>at</strong>ed within the site fr<strong>on</strong>tage in close<br />

proximity <str<strong>on</strong>g>to</str<strong>on</strong>g> a proposed fr<strong>on</strong>t wall. In the l<strong>on</strong>g term this is impractical as<br />

the expanding roots from the trees will crack and compromise the integrity<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the wall.<br />

2.6 The proposal will not achieve appropri<strong>at</strong>e separ<strong>at</strong>i<strong>on</strong> with properties <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

the north (1446 and 1446A Pacific Highway) due <str<strong>on</strong>g>to</str<strong>on</strong>g> the inadequ<strong>at</strong>e side<br />

setback and lack <str<strong>on</strong>g>of</str<strong>on</strong>g> substantial screen planting and canopy trees.<br />

A 6m setback is proposed <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the terrace/pergola <str<strong>on</strong>g>of</str<strong>on</strong>g> Unit A11 and the<br />

northern boundary (1446 Pacific Highway). The 6m available for<br />

landscaping is reduced by:<br />

a) A series <str<strong>on</strong>g>of</str<strong>on</strong>g> retaining walls th<strong>at</strong> cre<strong>at</strong>e a planter box app. 1.6m<br />

wide and 2-3m high,<br />

b) a p<strong>at</strong>h (1.2m wide) almost stretching the entire length <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

rear boundary and<br />
