p<strong>at</strong>hways are clearly visible from the streets, with unimpeded sightlines which would <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

provided with lighting.<br />

Furthermore, all <str<strong>on</strong>g>of</str<strong>on</strong>g> the comm<strong>on</strong> open space areas will <str<strong>on</strong>g>be</str<strong>on</strong>g> overlooked by apartments, with no<br />

c<strong>on</strong>cealed or entrapment areas.<br />

Social dimensi<strong>on</strong>s:<br />

‘SEPP 65: Good design resp<strong>on</strong>ds <str<strong>on</strong>g>to</str<strong>on</strong>g> the social c<strong>on</strong>text and needs <str<strong>on</strong>g>of</str<strong>on</strong>g> the local community<br />

in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> lifestyles, affordability and access <str<strong>on</strong>g>to</str<strong>on</strong>g> social facilities. New developments<br />

should optimise the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> housing <str<strong>on</strong>g>to</str<strong>on</strong>g> suit the social mix and needs in the<br />

neighbourhood, or, in the case <str<strong>on</strong>g>of</str<strong>on</strong>g> precincts undergoing transiti<strong>on</strong>, provide for the<br />

desired future community.’<br />

Aesthetics:<br />

A reas<strong>on</strong>able mix <str<strong>on</strong>g>of</str<strong>on</strong>g> apartments has <str<strong>on</strong>g>be</str<strong>on</strong>g>en provided <str<strong>on</strong>g>to</str<strong>on</strong>g> allow housing choice.<br />

‘SEPP 65 : Quality aesthetics require the appropri<strong>at</strong>e compositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> building elements,<br />

textures, m<strong>at</strong>erials and colours and reflect the use, internal design and structure <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

development. Aesthetics should resp<strong>on</strong>d <str<strong>on</strong>g>to</str<strong>on</strong>g> the envir<strong>on</strong>ment and c<strong>on</strong>text, particularly <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

desirable elements f the existing streetscape or, in precincts undergoing transiti<strong>on</strong>,<br />

c<strong>on</strong>tribute <str<strong>on</strong>g>to</str<strong>on</strong>g> the desired future character <str<strong>on</strong>g>of</str<strong>on</strong>g> the area.’<br />

As noted in C<strong>on</strong>text, above, the use <str<strong>on</strong>g>of</str<strong>on</strong>g> a little tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and blockwork in the building<br />

facades is a c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> retaining the existing balance <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the n<strong>at</strong>ural m<strong>at</strong>erials<br />

in building and the n<strong>at</strong>ural setting, however, it is not enough. The facades are<br />

comprised almost entirely <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>f-white render, which c<strong>on</strong>trasts with r<strong>at</strong>her than<br />

complements, the n<strong>at</strong>ural and built setting.<br />

The proposed percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and blockwork is insufficient, and the colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

render is <str<strong>on</strong>g>to</str<strong>on</strong>g>o light, <str<strong>on</strong>g>to</str<strong>on</strong>g> complement the n<strong>at</strong>ural and built envir<strong>on</strong>ment. It is recommended<br />

th<strong>at</strong> the percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>at</strong>erials other than render, is increased and th<strong>at</strong> the colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

render is in the mid <str<strong>on</strong>g>to</str<strong>on</strong>g> dark <str<strong>on</strong>g>to</str<strong>on</strong>g>nal range <str<strong>on</strong>g>to</str<strong>on</strong>g> complement the existing envir<strong>on</strong>ment.<br />

Residential Fl<strong>at</strong> Design Code<br />

Rel<strong>at</strong>ing <str<strong>on</strong>g>to</str<strong>on</strong>g> the local c<strong>on</strong>text:<br />

The proposal is <str<strong>on</strong>g>be</str<strong>on</strong>g>st defined as a ‘stepped apartment’ design. This form <str<strong>on</strong>g>of</str<strong>on</strong>g> development<br />

is most suitable for sites where the land is sloping, where green open space is required<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> the fr<strong>on</strong>t, where large terraces and balc<strong>on</strong>ies are desired and where visual integr<strong>at</strong>i<strong>on</strong><br />

with the n<strong>at</strong>ural c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> the site and landscape is necessary. Given the sloping n<strong>at</strong>ure<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the site and the character <str<strong>on</strong>g>of</str<strong>on</strong>g> the street, this type <str<strong>on</strong>g>of</str<strong>on</strong>g> development is most suitable for<br />

the area.<br />
