Additi<strong>on</strong>al boreholes are recommended in the report, and the engineering c<strong>on</strong>diti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

c<strong>on</strong>sent will recommend th<strong>at</strong> they <str<strong>on</strong>g>be</str<strong>on</strong>g> drilled prior <str<strong>on</strong>g>to</str<strong>on</strong>g> issue <str<strong>on</strong>g>of</str<strong>on</strong>g> the C<strong>on</strong>structi<strong>on</strong><br />

Certific<strong>at</strong>e, so th<strong>at</strong> the excav<strong>at</strong>i<strong>on</strong> works and support can <str<strong>on</strong>g>be</str<strong>on</strong>g> properly planned and<br />

designed.<br />

A dilapid<strong>at</strong>i<strong>on</strong> survey <str<strong>on</strong>g>of</str<strong>on</strong>g> the heritage item <strong>at</strong> 1458 Pacific Highway will also <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

recommended.<br />

Groundw<strong>at</strong>er was not noted in the boreholes due <str<strong>on</strong>g>to</str<strong>on</strong>g> the use <str<strong>on</strong>g>of</str<strong>on</strong>g> w<strong>at</strong>er as a drilling fluid,<br />

nor were standpipes installed for subsequent measurements. If permanent drawdown<br />

effects <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed basement are <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> assessed as required by Council’s Landscape<br />

Development Officer, then it will <str<strong>on</strong>g>be</str<strong>on</strong>g> necessary for further investig<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> carried<br />

out. From an engineering point <str<strong>on</strong>g>of</str<strong>on</strong>g> view, this can <str<strong>on</strong>g>be</str<strong>on</strong>g> d<strong>on</strong>e prior <str<strong>on</strong>g>to</str<strong>on</strong>g> C<strong>on</strong>structi<strong>on</strong><br />

Certific<strong>at</strong>e issue, however if fully tanked basement c<strong>on</strong>structi<strong>on</strong> is required <str<strong>on</strong>g>to</str<strong>on</strong>g> maintain<br />

moisture levels <str<strong>on</strong>g>to</str<strong>on</strong>g> the existing and new deep soil planting, then this should <str<strong>on</strong>g>be</str<strong>on</strong>g> a<br />

c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sent. The arborist and geotechnical engineer should advise jointly <strong>on</strong><br />

the potential effects if required by Council’s Landscape Development Officer.<br />

Tree and veget<strong>at</strong>i<strong>on</strong> service<br />

Council’s Manager Tree and Veget<strong>at</strong>i<strong>on</strong> Services has commented <strong>on</strong> the proposal as follows:<br />

I refer <str<strong>on</strong>g>to</str<strong>on</strong>g> your request for an inspecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> three trees in loc<strong>at</strong>ed <strong>on</strong> Council's n<strong>at</strong>ure<br />

strip adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> 3-5 Finlay Road Warrawee as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the current Development<br />

Applic<strong>at</strong>i<strong>on</strong>.<br />

Tree 89: Eucalyptus saligna (Sydney Bluegum)<br />

This tree has <str<strong>on</strong>g>be</str<strong>on</strong>g>en s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damaged in the past and is infected with bracket fungus in a<br />

large trunk wound indic<strong>at</strong>ing significant internal decay. The entire weight <str<strong>on</strong>g>of</str<strong>on</strong>g> the tree is<br />

above this structural weakpoint and it is c<strong>on</strong>sidered th<strong>at</strong> the tree is in a potentially<br />

hazardous c<strong>on</strong>diti<strong>on</strong>.<br />

It is noted th<strong>at</strong> this tree is shown for removal as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the applic<strong>at</strong>i<strong>on</strong>.<br />

Given the c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this tree, there would <str<strong>on</strong>g>be</str<strong>on</strong>g> no objecti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> its removal and<br />

replacement, should the applic<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>be</str<strong>on</strong>g> approved, as a c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> development<br />

c<strong>on</strong>sent. This work should <str<strong>on</strong>g>be</str<strong>on</strong>g> undertaken <strong>at</strong> the developer's expense with no cost <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

Council.<br />

Tree 88 and un-num<str<strong>on</strong>g>be</str<strong>on</strong>g>red tree <str<strong>on</strong>g>be</str<strong>on</strong>g>tween tree num<str<strong>on</strong>g>be</str<strong>on</strong>g>rs 86 and 78, both Eucalyptus<br />

saligna (Sydney Bluegum)<br />

These trees have both <str<strong>on</strong>g>be</str<strong>on</strong>g>en severely s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damaged in the past resulting in the loss <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

their main leader(s). This has resulted in the emergence <str<strong>on</strong>g>of</str<strong>on</strong>g> weakly <strong>at</strong>tached epicormics<br />

as new leaders and also decay in the trunk <strong>at</strong> these points.<br />

It is noted th<strong>at</strong> these trees are proposed for retenti<strong>on</strong> as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the development<br />

applic<strong>at</strong>i<strong>on</strong>.<br />
