Additional boreholes are recommended in the report, and the engineering conditions <strong>of</strong>
consent will recommend that they <strong>be</strong> drilled prior <strong>to</strong> issue <strong>of</strong> the Construction
Certificate, so that the excavation works and support can <strong>be</strong> properly planned and
designed.
A dilapidation survey <strong>of</strong> the heritage item at 1458 Pacific Highway will also <strong>be</strong>
recommended.
Groundwater was not noted in the boreholes due <strong>to</strong> the use <strong>of</strong> water as a drilling fluid,
nor were standpipes installed for subsequent measurements. If permanent drawdown
effects <strong>of</strong> the proposed basement are <strong>to</strong> <strong>be</strong> assessed as required by Council’s Landscape
Development Officer, then it will <strong>be</strong> necessary for further investigation <strong>to</strong> <strong>be</strong> carried
out. From an engineering point <strong>of</strong> view, this can <strong>be</strong> done prior <strong>to</strong> Construction
Certificate issue, however if fully tanked basement construction is required <strong>to</strong> maintain
moisture levels <strong>to</strong> the existing and new deep soil planting, then this should <strong>be</strong> a
condition <strong>of</strong> consent. The arborist and geotechnical engineer should advise jointly on
the potential effects if required by Council’s Landscape Development Officer.
Tree and vegetation service
Council’s Manager Tree and Vegetation Services has commented on the proposal as follows:
I refer <strong>to</strong> your request for an inspection <strong>of</strong> three trees in located on Council's nature
strip adjacent <strong>to</strong> 3-5 Finlay Road Warrawee as part <strong>of</strong> the current Development
Application.
Tree 89: Eucalyptus saligna (Sydney Bluegum)
This tree has <strong>be</strong>en s<strong>to</strong>rm damaged in the past and is infected with bracket fungus in a
large trunk wound indicating significant internal decay. The entire weight <strong>of</strong> the tree is
above this structural weakpoint and it is considered that the tree is in a potentially
hazardous condition.
It is noted that this tree is shown for removal as part <strong>of</strong> the application.
Given the condition <strong>of</strong> this tree, there would <strong>be</strong> no objection <strong>to</strong> its removal and
replacement, should the application <strong>be</strong> approved, as a condition <strong>of</strong> development
consent. This work should <strong>be</strong> undertaken at the developer's expense with no cost <strong>to</strong>
Council.
Tree 88 and un-num<strong>be</strong>red tree <strong>be</strong>tween tree num<strong>be</strong>rs 86 and 78, both Eucalyptus
saligna (Sydney Bluegum)
These trees have both <strong>be</strong>en severely s<strong>to</strong>rm damaged in the past resulting in the loss <strong>of</strong>
their main leader(s). This has resulted in the emergence <strong>of</strong> weakly attached epicormics
as new leaders and also decay in the trunk at these points.
It is noted that these trees are proposed for retention as part <strong>of</strong> the development
application.
