The Tree Protecti<strong>on</strong> Z<strong>on</strong>e Plan (UTM Appendix A Site Plan B) does not appear <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g><br />
c<strong>on</strong>sistent with either the c<strong>on</strong>cept s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er management plan or the envir<strong>on</strong>mental<br />
site management plan (Dincel & Associ<strong>at</strong>es 04060-C02/A) in rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> m<strong>at</strong>erial<br />
s<str<strong>on</strong>g>to</str<strong>on</strong>g>ckpile and waste bin loc<strong>at</strong>i<strong>on</strong>s.<br />
Council’s Landscape Officer has commented <strong>on</strong> the lack <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cept design inform<strong>at</strong>i<strong>on</strong><br />
in rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the proposed interallotment drainage line through the downstream<br />
properties. The two pipes leading <str<strong>on</strong>g>to</str<strong>on</strong>g> pit P9 are 225mm and 300mm diameter. Given<br />
the likely size <str<strong>on</strong>g>of</str<strong>on</strong>g> the pipe and the presence <str<strong>on</strong>g>of</str<strong>on</strong>g> large trees al<strong>on</strong>g the line <str<strong>on</strong>g>of</str<strong>on</strong>g> the proposed<br />
easement, hand excav<strong>at</strong>i<strong>on</strong> is not likely <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> practicable here.<br />
Flooding and overland flow comments<br />
The site itself does not appear <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> subject <str<strong>on</strong>g>to</str<strong>on</strong>g> overland flow, although seepage and<br />
dampness due <str<strong>on</strong>g>to</str<strong>on</strong>g> the steep slope is noted within No. 4A. A depressi<strong>on</strong> runs downstream<br />
through 4B Finlay Road (dry up<strong>on</strong> inspecti<strong>on</strong> <strong>on</strong> 1 March). At present this appears <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
<str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>veying some run<str<strong>on</strong>g>of</str<strong>on</strong>g>f from hard surfaces <str<strong>on</strong>g>of</str<strong>on</strong>g> the upstream property. N<strong>at</strong>ural areas<br />
will c<strong>on</strong>tinue <str<strong>on</strong>g>to</str<strong>on</strong>g> drain in<str<strong>on</strong>g>to</str<strong>on</strong>g> this depressi<strong>on</strong> during times <str<strong>on</strong>g>of</str<strong>on</strong>g> rain. The dwelling <strong>at</strong> 4B is<br />
well above ground level and there would not appear <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> any associ<strong>at</strong>ed overland flow<br />
issues.<br />
Geotechnical/structural comments<br />
A geotechnical investig<strong>at</strong>i<strong>on</strong>, comprising two cored boreholes, has <str<strong>on</strong>g>be</str<strong>on</strong>g>en carried out by<br />
Geotechnique. One <str<strong>on</strong>g>of</str<strong>on</strong>g> the boreholes was termin<strong>at</strong>ed <strong>at</strong> RL170.4, th<strong>at</strong> is some 9 metres<br />
above the lowest basement level, and without c<strong>on</strong>firming the depth <str<strong>on</strong>g>to</str<strong>on</strong>g> Class III shale.<br />
The site is underlain by about 6 <str<strong>on</strong>g>to</str<strong>on</strong>g> 9 metres <str<strong>on</strong>g>of</str<strong>on</strong>g> hard clay.<br />
The basement excav<strong>at</strong>i<strong>on</strong> al<strong>on</strong>g the north, east and western fr<strong>on</strong>tages will not <str<strong>on</strong>g>be</str<strong>on</strong>g> able <str<strong>on</strong>g>to</str<strong>on</strong>g><br />
<str<strong>on</strong>g>be</str<strong>on</strong>g> b<strong>at</strong>tered <str<strong>on</strong>g>to</str<strong>on</strong>g> the recommended slopes <str<strong>on</strong>g>be</str<strong>on</strong>g>cause <str<strong>on</strong>g>of</str<strong>on</strong>g> the small setbacks and the Tree<br />
Protecti<strong>on</strong> Z<strong>on</strong>es, so it is expected th<strong>at</strong> soldier piles as recommended will <str<strong>on</strong>g>be</str<strong>on</strong>g> adopted.<br />
This means th<strong>at</strong> anchors will extend <str<strong>on</strong>g>be</str<strong>on</strong>g>ne<strong>at</strong>h the road, <str<strong>on</strong>g>be</str<strong>on</strong>g>ne<strong>at</strong>h 1458 Pacific Highway<br />
and <str<strong>on</strong>g>be</str<strong>on</strong>g>ne<strong>at</strong>h 1456a Pacific Highway.<br />
The approval <str<strong>on</strong>g>of</str<strong>on</strong>g> the relevant property owners will <str<strong>on</strong>g>be</str<strong>on</strong>g> required <str<strong>on</strong>g>be</str<strong>on</strong>g>fore proceeding, as<br />
identified in the Geotechnique report. Since 1456a Pacific Highway is also subject <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />
2(d3) z<strong>on</strong>ing, the proposed rock anchors may c<strong>on</strong>flict with future development<br />
proposals for th<strong>at</strong> site. This will <str<strong>on</strong>g>be</str<strong>on</strong>g> a m<strong>at</strong>ter for the owners <str<strong>on</strong>g>to</str<strong>on</strong>g> resolve, so if an<br />
altern<strong>at</strong>ive means <str<strong>on</strong>g>of</str<strong>on</strong>g> excav<strong>at</strong>i<strong>on</strong> support is likely <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> required, it should <str<strong>on</strong>g>be</str<strong>on</strong>g> identified<br />
in the supplementary geotechnical report.<br />
With regard <str<strong>on</strong>g>to</str<strong>on</strong>g> Finlay Road, Council will not approve the use <str<strong>on</strong>g>of</str<strong>on</strong>g> permanent rock<br />
anchors, and approval under the Roads Act will <str<strong>on</strong>g>be</str<strong>on</strong>g> required for temporary anchors<br />
under the road reserve. C<strong>on</strong>diti<strong>on</strong>s will <str<strong>on</strong>g>be</str<strong>on</strong>g> imposed including de-stressing <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
anchors after completi<strong>on</strong> and the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> permanent warning signs <strong>on</strong> the building.<br />
