Site drainage comments It is proposed ong>toong> convey song>toong>rmwater runong>ofong>f from this development ong>toong> an interallotment drainage easement through 1456a and 1454 Pacific Highway and then inong>toong> a natural watercourse. The consent ong>ofong> the owners ong>ofong> the affected properties ong>toong> grant the easement has not ong>beong>en provided. This is required ong>beong>fore the application can ong>beong> supported. The submitted concept song>toong>rmwater management plan Dincel & Associates 04060- C01/A, dated 26.11.04, (1 sheet only) does not contain the information required in Appendix 13 ong>ofong> DCP 47; in particular design information for the interallotment drainage system and details ong>ofong> water quality devices. The plan shows a large retention tank accessed from car park level RL165.00, although the architectural plans show the tank at RL162.00 (the lowest level), but not at 165.00. Notation states “Song>toong>rmwater retention tank volume provided = 130m3”. However no details ong>ofong> the song>toong>rage are provided. It is not possible ong>toong> determine whether the rainwater song>toong>rage is in a separate sealed lightproong>ofong> system, what proportion ong>ofong> the song>toong>rage is ong>toong> ong>beong> detained, or even what the song>toong>red runong>ofong>f will ong>beong> used for. A song>toong>rmwater retention requirement ong>ofong> 3000 litres per unit applies under DCP 47 – and this water is ong>toong> ong>beong> used for ong>toong>ilet flushing, laundry, car washing and irrigation. Roong>ofong>water for re-use inside the buildings is ong>toong> ong>beong> song>toong>red in a sealed lightproong>ofong> system, suitably screened against mosquiong>toong> infestation, and separate from runong>ofong>f from landscaped and paved areas. This site is not suitable for other retention measures such as swales or infiltration trenches, due ong>toong> the slope and deep clay subsoil, so detention/ retention song>toong>rage in large tanks will ong>beong> the most suitable management measure. The permissible site discharge for this site would ong>beong> 24 litres per second under DCP 47. The overflow from the retention tank is shown as ong>beong>ing 225 litres per second. Calculations should ong>beong> submitted ong>toong> indicate the expected frequency ong>ofong> this flow entering the downstream drainage system, and the likely impact on the watercourse. If it can ong>beong> demonstrated that less than 3000 litres per unit ong>ofong> rainwater retention would still result in significantly less use ong>ofong> mains water, and on site detention ong>ofong> 60% ong>ofong> the site song>toong>rage requirement is ong>toong> ong>beong> provided, then a discount on the retention volume may ong>beong> allowed. A water balance analysis should ong>beong> submitted ong>toong> support the proposal. Water quality measures have not ong>beong>en included, although they are required under DCP 47 Sections 8.3 and 8.4. It is expected that some sort ong>ofong> proprietary product can ong>beong> provided, as long as its location does not impact on the deep soil zone. Council’s Landscape Officer has commented on the lack ong>ofong> concept design information in relation ong>toong> the proposed interallotment drainage line through the downstream properties. The two pipes leading ong>toong> pit P9 are 225mm and 300mm diameter. Given the likely size ong>ofong> the pipe and the presence ong>ofong> large trees along the line ong>ofong> the proposed easement, hand excavation is not likely ong>toong> ong>beong> practicable here. Flooding and overland flow comments The site itself does not appear ong>toong> ong>beong> subject ong>toong> overland flow, although seepage and dampness due ong>toong> the steep slope is noted within No. 4A. A depression runs downstream through 4B Finlay Road (dry upon inspection on 1 March). At present this appears ong>toong> ong>beong> conveying some runong>ofong>f from hard surfaces ong>ofong> the upstream property. Natural areas will continue ong>toong> drain inong>toong> this depression during times ong>ofong> rain. The dwelling at 4B is well above ground level and there would not appear ong>toong> ong>beong> any associated overland flow issues. Geotechnical/structural comments A geotechnical investigation, comprising two cored boreholes, has ong>beong>en carried out by Geotechnique. One ong>ofong> the boreholes was terminated at RL170.4, that is some 9 metres above the lowest basement level, and without confirming the depth ong>toong> Class III shale. The site is underlain by about 6 ong>toong> 9 metres ong>ofong> hard clay. The basement excavation along the north, east and western frontages will not ong>beong> able ong>toong> ong>beong> battered ong>toong> the recommended slopes ong>beong>cause ong>ofong> the small setbacks and the Tree Protection Zones, so it is expected that soldier piles as recommended will ong>beong> adopted. This means that anchors will extend ong>beong>neath the road, ong>beong>neath 1458 Pacific Highway and ong>beong>neath 1456a Pacific Highway. The approval ong>ofong> the relevant property owners will ong>beong> required ong>beong>fore proceeding, as identified in the Geotechnique report. Since 1456a Pacific Highway is also subject ong>toong> a 2(d3) zoning, the proposed rock anchors may conflict with future development proposals for that site. This will ong>beong> a matter for the owners ong>toong> resolve, so if an alternative means ong>ofong> excavation support is likely ong>toong> ong>beong> required, it should ong>beong> identified in the supplementary geotechnical report. With regard ong>toong> Finlay Road, Council will not approve the use ong>ofong> permanent rock anchors, and approval under the Roads Act will ong>beong> required for temporary anchors under the road reserve. Conditions will ong>beong> imposed including de-stressing ong>ofong> the anchors after completion and the provision ong>ofong> permanent warning signs on the building. Protecti<strong>on</strong> Z<strong>on</strong>es, so it is expected th<strong>at</strong> soldier piles as recommended will <str<strong>on</strong>g>be</str<strong>on</strong>g> adopted.<br />

This means th<strong>at</strong> anchors will extend <str<strong>on</strong>g>be</str<strong>on</strong>g>ne<strong>at</strong>h the road, <str<strong>on</strong>g>be</str<strong>on</strong>g>ne<strong>at</strong>h 1458 Pacific Highway<br />

and <str<strong>on</strong>g>be</str<strong>on</strong>g>ne<strong>at</strong>h 1456a Pacific Highway.<br />

The approval <str<strong>on</strong>g>of</str<strong>on</strong>g> the relevant property owners will <str<strong>on</strong>g>be</str<strong>on</strong>g> required <str<strong>on</strong>g>be</str<strong>on</strong>g>fore proceeding, as<br />

identified in the Geotechnique report. Since 1456a Pacific Highway is also subject <str<strong>on</strong>g>to</str<strong>on</strong>g> a<br />

2(d3) z<strong>on</strong>ing, the proposed rock anchors may c<strong>on</strong>flict with future development<br />

proposals for th<strong>at</strong> site. This will <str<strong>on</strong>g>be</str<strong>on</strong>g> a m<strong>at</strong>ter for the owners <str<strong>on</strong>g>to</str<strong>on</strong>g> resolve, so if an<br />

altern<strong>at</strong>ive means <str<strong>on</strong>g>of</str<strong>on</strong>g> excav<strong>at</strong>i<strong>on</strong> support is likely <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> required, it should <str<strong>on</strong>g>be</str<strong>on</strong>g> identified<br />

in the supplementary geotechnical report.<br />
