<strong>to</strong> left in, left out at the Highway intersection. The route will <strong>be</strong> via Pacific Highway
northbound, then via sub-arterial roads such as Junction Road. This plan does not
address the routes for materials delivery vehicles travelling <strong>to</strong> and from the west where
left in, left out at the Highway intersection will also apply.
The plan correctly states that no construction vehicles will <strong>be</strong> permitted <strong>to</strong> enter or
leave the site <strong>be</strong>tween 8 and 9.30am and 2.30 and 4pm. There does not seem <strong>to</strong> <strong>be</strong> a
crossing guard for the school crossing, so it is not considered desirable for drivers
unfamiliar with the area <strong>to</strong> <strong>be</strong> turning this corner at school times. In addition, the
Highway narrows <strong>to</strong> two lanes south <strong>of</strong> the intersection, so queuing vehicles at these
times could obstruct northbound traffic.
A Works Zone will <strong>be</strong> required for the frontage <strong>of</strong> the site, although only about 10 <strong>to</strong> 12
vehicles will <strong>be</strong> able <strong>to</strong> <strong>be</strong> accommodated.
Vehicle Access and accommodation layout
Proposed vehicle access and accommodation arrangements have <strong>be</strong>en assessed in the
traffic report submitted against the Australian Standard 2890.1 2004 – “Off street Car
Parking”.
There are two errors in the compliance table in relation <strong>to</strong> allowable ramp grades.
However, from the architectural plans, it can <strong>be</strong> seen that the dimensions and grades <strong>of</strong>
the car park do comply with the standard.
Based on LEP 194, the proposal requires a minimum <strong>of</strong> 58 resident spaces and 11
visi<strong>to</strong>r spaces. The proposal provides 79 spaces and therefore complies.
Garbage collection
A waste s<strong>to</strong>rage and collection area is required internally under Councils DCP 40 for
Waste Management. This has <strong>be</strong>en provided in the basement parking area on Level
RL174.00 (the first level accessed from the street) and there is adequate provision for
Council’s waste collection vehicle <strong>to</strong> enter the subject site, collect the garbage and then
exit the site in a forward direction by turning in one <strong>of</strong> the visi<strong>to</strong>r parking spaces.
Impacts on Council infrastructure and associated works – comments
The site has footpath along most <strong>of</strong> the frontage, and kerb along the whole frontage.
The road reserve may <strong>be</strong> supported in places by retaining structures inside the
properties. Dilapidation surveys <strong>of</strong> Finlay Road and infrastructure as far as the
Highway will <strong>be</strong> required <strong>be</strong>fore and after the works, with full res<strong>to</strong>ration <strong>of</strong> any
damage by the developer prior <strong>to</strong> the issue <strong>of</strong> an Occupation Certificate.
If the road reserve is <strong>to</strong> <strong>be</strong> supported permanently by retaining structures within the
property, then easement(s) for support will <strong>be</strong> required.
