<str<strong>on</strong>g>to</str<strong>on</strong>g> left in, left out <strong>at</strong> the Highway intersecti<strong>on</strong>. The route will <str<strong>on</strong>g>be</str<strong>on</strong>g> via Pacific Highway<br />

northbound, then via sub-arterial roads such as Juncti<strong>on</strong> Road. This plan does not<br />

address the routes for m<strong>at</strong>erials delivery vehicles travelling <str<strong>on</strong>g>to</str<strong>on</strong>g> and from the west where<br />

left in, left out <strong>at</strong> the Highway intersecti<strong>on</strong> will also apply.<br />

The plan correctly st<strong>at</strong>es th<strong>at</strong> no c<strong>on</strong>structi<strong>on</strong> vehicles will <str<strong>on</strong>g>be</str<strong>on</strong>g> permitted <str<strong>on</strong>g>to</str<strong>on</strong>g> enter or<br />

leave the site <str<strong>on</strong>g>be</str<strong>on</strong>g>tween 8 and 9.30am and 2.30 and 4pm. There does not seem <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> a<br />

crossing guard for the school crossing, so it is not c<strong>on</strong>sidered desirable for drivers<br />

unfamiliar with the area <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> turning this corner <strong>at</strong> school times. In additi<strong>on</strong>, the<br />

Highway narrows <str<strong>on</strong>g>to</str<strong>on</strong>g> two lanes south <str<strong>on</strong>g>of</str<strong>on</strong>g> the intersecti<strong>on</strong>, so queuing vehicles <strong>at</strong> these<br />

times could obstruct northbound traffic.<br />

A Works Z<strong>on</strong>e will <str<strong>on</strong>g>be</str<strong>on</strong>g> required for the fr<strong>on</strong>tage <str<strong>on</strong>g>of</str<strong>on</strong>g> the site, although <strong>on</strong>ly about 10 <str<strong>on</strong>g>to</str<strong>on</strong>g> 12<br />

vehicles will <str<strong>on</strong>g>be</str<strong>on</strong>g> able <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> accommod<strong>at</strong>ed.<br />

Vehicle Access and accommod<strong>at</strong>i<strong>on</strong> layout<br />

Proposed vehicle access and accommod<strong>at</strong>i<strong>on</strong> arrangements have <str<strong>on</strong>g>be</str<strong>on</strong>g>en assessed in the<br />

traffic report submitted against the Australian Standard 2890.1 2004 – “Off street Car<br />

Parking”.<br />

There are two errors in the compliance table in rel<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> allowable ramp grades.<br />

However, from the architectural plans, it can <str<strong>on</strong>g>be</str<strong>on</strong>g> seen th<strong>at</strong> the dimensi<strong>on</strong>s and grades <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the car park do comply with the standard.<br />

Based <strong>on</strong> LEP 194, the proposal requires a minimum <str<strong>on</strong>g>of</str<strong>on</strong>g> 58 resident spaces and 11<br />

visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r spaces. The proposal provides 79 spaces and therefore complies.<br />

Garbage collecti<strong>on</strong><br />

A waste s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage and collecti<strong>on</strong> area is required internally under Councils DCP 40 for<br />

Waste Management. This has <str<strong>on</strong>g>be</str<strong>on</strong>g>en provided in the basement parking area <strong>on</strong> Level<br />

RL174.00 (the first level accessed from the street) and there is adequ<strong>at</strong>e provisi<strong>on</strong> for<br />

Council’s waste collecti<strong>on</strong> vehicle <str<strong>on</strong>g>to</str<strong>on</strong>g> enter the subject site, collect the garbage and then<br />

exit the site in a forward directi<strong>on</strong> by turning in <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r parking spaces.<br />

Impacts <strong>on</strong> Council infrastructure and associ<strong>at</strong>ed works – comments<br />

The site has footp<strong>at</strong>h al<strong>on</strong>g most <str<strong>on</strong>g>of</str<strong>on</strong>g> the fr<strong>on</strong>tage, and kerb al<strong>on</strong>g the whole fr<strong>on</strong>tage.<br />

The road reserve may <str<strong>on</strong>g>be</str<strong>on</strong>g> supported in places by retaining structures inside the<br />

properties. Dilapid<strong>at</strong>i<strong>on</strong> surveys <str<strong>on</strong>g>of</str<strong>on</strong>g> Finlay Road and infrastructure as far as the<br />

Highway will <str<strong>on</strong>g>be</str<strong>on</strong>g> required <str<strong>on</strong>g>be</str<strong>on</strong>g>fore and after the works, with full res<str<strong>on</strong>g>to</str<strong>on</strong>g>r<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> any<br />

damage by the developer prior <str<strong>on</strong>g>to</str<strong>on</strong>g> the issue <str<strong>on</strong>g>of</str<strong>on</strong>g> an Occup<strong>at</strong>i<strong>on</strong> Certific<strong>at</strong>e.<br />

If the road reserve is <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> supported permanently by retaining structures within the<br />

property, then easement(s) for support will <str<strong>on</strong>g>be</str<strong>on</strong>g> required.<br />
