Highway as requested by Council’s Landscape Development Officer, pipes laid<br />

outside deep soil z<strong>on</strong>e, w<strong>at</strong>er balance <str<strong>on</strong>g>to</str<strong>on</strong>g> dem<strong>on</strong>str<strong>at</strong>e <strong>at</strong>tenu<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> discharge, or<br />

the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an <strong>on</strong> site detenti<strong>on</strong> comp<strong>on</strong>ent.<br />

Background<br />

A pre-DA <str<strong>on</strong>g>meeting</str<strong>on</strong>g> was <str<strong>on</strong>g>held</str<strong>on</strong>g> for this site <strong>at</strong> which the applicant was presented with<br />

assessment criteria rel<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> the engineering aspects. The following is an extract from<br />

the report<br />

“Priv<strong>at</strong>e interallotment drainage easement(s) must <str<strong>on</strong>g>be</str<strong>on</strong>g> dem<strong>on</strong>str<strong>at</strong>ed for the entire<br />

c<strong>on</strong>solid<strong>at</strong>ed site in accordance with chapter 5.7 <str<strong>on</strong>g>of</str<strong>on</strong>g> W<strong>at</strong>er Management Development<br />

C<strong>on</strong>trol Plan 47.<br />

In additi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> chapter 6 <str<strong>on</strong>g>of</str<strong>on</strong>g> Development C<strong>on</strong>trol Plan 47, an<br />

absolute minimum <strong>on</strong>-site detenti<strong>on</strong> volume <str<strong>on</strong>g>of</str<strong>on</strong>g> 60% <str<strong>on</strong>g>of</str<strong>on</strong>g> the SSR calcul<strong>at</strong>ed <strong>at</strong> appendix 3<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the DCP must <str<strong>on</strong>g>be</str<strong>on</strong>g> provided. The subject development must c<strong>on</strong>sider loading <strong>on</strong> any<br />

easement/drainage system <str<strong>on</strong>g>to</str<strong>on</strong>g> which c<strong>on</strong>necti<strong>on</strong> is proposed and <strong>on</strong>-site<br />

detenti<strong>on</strong>/discharge c<strong>on</strong>trol must <str<strong>on</strong>g>be</str<strong>on</strong>g> dem<strong>on</strong>str<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> suit this capacity.”<br />

The applic<strong>at</strong>i<strong>on</strong> is for a residential fl<strong>at</strong> building comprising 42 units (4 x 1 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom, 22<br />

x 2 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom and 16 x 3 <str<strong>on</strong>g>be</str<strong>on</strong>g>droom). Because <str<strong>on</strong>g>of</str<strong>on</strong>g> the slope <str<strong>on</strong>g>of</str<strong>on</strong>g> the site, carparking is<br />

proposed <strong>on</strong> five levels, with a combined entry and exit approxim<strong>at</strong>ely half way al<strong>on</strong>g<br />

the site fr<strong>on</strong>tage.<br />

Existing drainage easement<br />

There appears <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> an interallotment drainage easement al<strong>on</strong>g the rear site boundary,<br />

which probably <str<strong>on</strong>g>be</str<strong>on</strong>g>nefits the property <strong>at</strong> 1458 Pacific Highway, despite Secti<strong>on</strong> 2.2.1 <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the St<strong>at</strong>ement <str<strong>on</strong>g>of</str<strong>on</strong>g> Envir<strong>on</strong>mental Effects, which st<strong>at</strong>es: “We are unaware <str<strong>on</strong>g>of</str<strong>on</strong>g> any<br />

encumbrances affecting the subject site”. It is noted <strong>on</strong> the survey plan “No covenants<br />

and/or restricti<strong>on</strong>s have <str<strong>on</strong>g>be</str<strong>on</strong>g>en investig<strong>at</strong>ed…“.<br />
