adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the site boundary, which would heavily rely <strong>on</strong> the amenity given by the<br />

neighbouring property <str<strong>on</strong>g>to</str<strong>on</strong>g> establish and grow <str<strong>on</strong>g>to</str<strong>on</strong>g> m<strong>at</strong>urity. This is uns<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry and<br />

does not comply with Council’s DCP55 and goes against the LEP objectives which<br />

encourages the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> sufficient viable deep soil landscaping and tall trees in rear<br />

and fr<strong>on</strong>t gardens where new development is carried out. In additi<strong>on</strong>, the LEP st<strong>at</strong>es<br />

‘the provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> viable deep soil landscaping in order <str<strong>on</strong>g>to</str<strong>on</strong>g> maintain and improve the tree<br />

canopy in a sustainable way, so the tree canopy will <str<strong>on</strong>g>be</str<strong>on</strong>g> in scale with the built form. As<br />

the proposed development works will result in a building <str<strong>on</strong>g>be</str<strong>on</strong>g>tween five and six s<str<strong>on</strong>g>to</str<strong>on</strong>g>reys<br />

high, as seen in the south east elev<strong>at</strong>i<strong>on</strong>, the proposed setback <str<strong>on</strong>g>of</str<strong>on</strong>g> 3.6m does not allow<br />

adequ<strong>at</strong>e deep soil landscaping for the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘ canopy’ trees <str<strong>on</strong>g>to</str<strong>on</strong>g> reduce the<br />

scale <str<strong>on</strong>g>of</str<strong>on</strong>g> the development <strong>at</strong> the rear.<br />

Other comments<br />

Site access/entry<br />

It is noted th<strong>at</strong> the development proposes raised pedestrian entry ramps with railings<br />

directly from the kerb, as there is no pedestrian p<strong>at</strong>h. C<strong>on</strong>cern is raised as <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

practicality <str<strong>on</strong>g>of</str<strong>on</strong>g> this, particularly as they have minimum width with no landing. As a<br />

result, if a car is parked in fr<strong>on</strong>t <str<strong>on</strong>g>of</str<strong>on</strong>g> the entry point no access can <str<strong>on</strong>g>be</str<strong>on</strong>g> gained in or out. It<br />

is suggested th<strong>at</strong> a landing approxim<strong>at</strong>ely 2 or 3 metres l<strong>on</strong>g <str<strong>on</strong>g>be</str<strong>on</strong>g> included adjacent <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

kerb <str<strong>on</strong>g>to</str<strong>on</strong>g> ensure site access <strong>at</strong> all times.<br />

The proposed development cannot <str<strong>on</strong>g>be</str<strong>on</strong>g> supported by Landscape Services due <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

insufficient inform<strong>at</strong>i<strong>on</strong> and misidentific<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> trees within the Arborist’s Report,<br />

inadequ<strong>at</strong>e setbacks, and n<strong>on</strong>-compliance with deep soil landscaping areas.<br />

Engineering<br />

Council’s Engineering Assessment Officer, K<strong>at</strong>hy Hawken, has commented <strong>on</strong> the proposal as<br />

follows:<br />

Summary<br />

The following inform<strong>at</strong>i<strong>on</strong> should <str<strong>on</strong>g>be</str<strong>on</strong>g> requested from the applicant:<br />

- C<strong>on</strong>sent <str<strong>on</strong>g>of</str<strong>on</strong>g> downstream property owners (1456a and 1454 Pacific Highway) <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

grant an interallotment drainage easement.<br />

- Title certific<strong>at</strong>es for the subject lots <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>firm the existence or otherwise <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

drainage easement al<strong>on</strong>g the rear boundary.<br />

- Amended C<strong>on</strong>structi<strong>on</strong> Management Plan addressing:<br />

- Loc<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Works Z<strong>on</strong>e, <strong>on</strong> site parking for employees and tradesmen,<br />

c<strong>on</strong>structi<strong>on</strong> vehicle routes <str<strong>on</strong>g>to</str<strong>on</strong>g> and from the west, correct hours <str<strong>on</strong>g>of</str<strong>on</strong>g> work.<br />

- Amended s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er management plan <str<strong>on</strong>g>to</str<strong>on</strong>g> the level <str<strong>on</strong>g>of</str<strong>on</strong>g> detail given in Appendix 13<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Council’s DCP 47 W<strong>at</strong>er Management, including:<br />

- Separ<strong>at</strong>e s<str<strong>on</strong>g>to</str<strong>on</strong>g>rage <str<strong>on</strong>g>of</str<strong>on</strong>g> rainw<strong>at</strong>er and s<str<strong>on</strong>g>to</str<strong>on</strong>g>rmw<strong>at</strong>er, w<strong>at</strong>er quality measures, c<strong>on</strong>cept<br />

design for the proposed interallotment drainage through 1456a and 1454 Pacific<br />
