<str<strong>on</strong>g>to</str<strong>on</strong>g>tal <str<strong>on</strong>g>of</str<strong>on</strong>g> fifty three (53) trees have <str<strong>on</strong>g>be</str<strong>on</strong>g>en identified by the c<strong>on</strong>sulting Arborist as <str<strong>on</strong>g>be</str<strong>on</strong>g>ing<br />

loc<strong>at</strong>ed <strong>on</strong> or associ<strong>at</strong>ed with the site. Of these identified trees, it is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> remove<br />

fourteen (14). However it must <str<strong>on</strong>g>be</str<strong>on</strong>g> noted th<strong>at</strong> this nomin<strong>at</strong>ed tree removal does not<br />

include trees loc<strong>at</strong>ed within the drainage easement needed, th<strong>at</strong> is loc<strong>at</strong>ed <str<strong>on</strong>g>to</str<strong>on</strong>g> the south<br />

east <str<strong>on</strong>g>of</str<strong>on</strong>g> the site. It must <str<strong>on</strong>g>be</str<strong>on</strong>g> noted th<strong>at</strong> this area <str<strong>on</strong>g>of</str<strong>on</strong>g> the adjoining site was not surveyed as<br />

the area was <str<strong>on</strong>g>to</str<strong>on</strong>g>o thick with undergrowth and trees, and as such there is no inform<strong>at</strong>i<strong>on</strong><br />

as <str<strong>on</strong>g>to</str<strong>on</strong>g> the exact loc<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> significant trees and therefore the most appropri<strong>at</strong>e loc<strong>at</strong>i<strong>on</strong><br />

for the drainage easement. This is uns<strong>at</strong>isfac<str<strong>on</strong>g>to</str<strong>on</strong>g>ry.<br />

Of the trees nomin<strong>at</strong>ed for removal, tree #89 Eucalyptus saligna (Bluegum),<br />

misidentified as a Eucalyptus pilularis (Blackbutt), which is loc<strong>at</strong>ed <strong>on</strong> Council’s n<strong>at</strong>ure<br />

strip and has high landscape significance. The tree is recommended for removal due <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

mechanical damage <str<strong>on</strong>g>to</str<strong>on</strong>g> the trunk, and the presence <str<strong>on</strong>g>of</str<strong>on</strong>g> a bracket fungi/fruiting body in<br />

the wound. As the tree is loc<strong>at</strong>ed <strong>on</strong> Council’s n<strong>at</strong>ure strip, further inform<strong>at</strong>i<strong>on</strong> from<br />

Council’s Urban Forest Officer has <str<strong>on</strong>g>be</str<strong>on</strong>g>en requested. M<strong>at</strong>thew Drago (Manager, Tree<br />

and Veget<strong>at</strong>i<strong>on</strong> Services) has advised th<strong>at</strong> he raises no objecti<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> the removal <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

tree, subject <str<strong>on</strong>g>to</str<strong>on</strong>g> further detailed aerial investig<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>be</str<strong>on</strong>g>ing undertaken <strong>on</strong> other existing<br />

trees <strong>on</strong> Council’s n<strong>at</strong>ure strip <str<strong>on</strong>g>to</str<strong>on</strong>g> determine whether or not they should or should not <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

retained. This can <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>diti<strong>on</strong>ed. Tree replenishment <strong>on</strong> Council’s n<strong>at</strong>ure strip will<br />

also <str<strong>on</strong>g>be</str<strong>on</strong>g> required.<br />

Tree replenishment for the site is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> two Angophora’s, three Flame Trees,<br />

six palms, and two smaller unders<str<strong>on</strong>g>to</str<strong>on</strong>g>rey trees. Although there are numerous trees<br />

loc<strong>at</strong>ed <strong>on</strong> and associ<strong>at</strong>ed with the site, it is required th<strong>at</strong> the proposed tree<br />

replenishment for the site <str<strong>on</strong>g>be</str<strong>on</strong>g> n<strong>at</strong>ive endemic species. In this instance n<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

proposed trees/palms comply. It can <str<strong>on</strong>g>be</str<strong>on</strong>g> specifically c<strong>on</strong>diti<strong>on</strong>ed for these proposed<br />

plantings <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> changed for more appropri<strong>at</strong>e endemic species.<br />

Other impacts <strong>on</strong> existing trees, particularly downhill <str<strong>on</strong>g>of</str<strong>on</strong>g> the development will <str<strong>on</strong>g>be</str<strong>on</strong>g> the<br />

alter<strong>at</strong>i<strong>on</strong>s <str<strong>on</strong>g>to</str<strong>on</strong>g> the ground moisture levels and surface w<strong>at</strong>er flow, which will <str<strong>on</strong>g>be</str<strong>on</strong>g><br />

significantly altered through the substantial excav<strong>at</strong>i<strong>on</strong> for the basement carpark and<br />

the proposed drainage works. These impacts will not <str<strong>on</strong>g>be</str<strong>on</strong>g> immedi<strong>at</strong>e but over the short <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

medium term with the slow decline <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing trees.<br />

DCP55 requires th<strong>at</strong> sites gre<strong>at</strong>er than 1800sqm have num<str<strong>on</strong>g>be</str<strong>on</strong>g>rs <str<strong>on</strong>g>of</str<strong>on</strong>g> trees equivalent <str<strong>on</strong>g>to</str<strong>on</strong>g> 1<br />

per 300sqm <str<strong>on</strong>g>of</str<strong>on</strong>g> site area. The site area for this development will require a minimum ten<br />

trees <strong>on</strong> site.<br />

Arborist’s Report<br />

The submitted Arborist’s Report has misidentified the existing Eucalyptus saligna<br />

(Bluegum) loc<strong>at</strong>ed <strong>on</strong> site as Eucalyptus pilularis (Blackbutt), although the two<br />

Eucalypt species display similarities they do have distinctly differing characteristics,<br />

particularly with regard <str<strong>on</strong>g>to</str<strong>on</strong>g> their bark colourings and markings. It should also <str<strong>on</strong>g>be</str<strong>on</strong>g> noted<br />

th<strong>at</strong> the c<strong>on</strong>sulting Arborist has failed <str<strong>on</strong>g>to</str<strong>on</strong>g> make menti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the fact th<strong>at</strong> the site was<br />

impacted by a severe s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm in 1991, but more importantly has failed <str<strong>on</strong>g>to</str<strong>on</strong>g> menti<strong>on</strong>/discuss<br />

the fact th<strong>at</strong> some trees have <str<strong>on</strong>g>be</str<strong>on</strong>g>en ‘<str<strong>on</strong>g>to</str<strong>on</strong>g>pped’ as a result and now display m<strong>at</strong>ure<br />
