As noted in C<strong>on</strong>text above, the use <str<strong>on</strong>g>of</str<strong>on</strong>g> a little tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and blockwork in the building<br />

facades is a c<strong>on</strong>tributi<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> retaining the existing balance <str<strong>on</strong>g>be</str<strong>on</strong>g>tween the n<strong>at</strong>ural m<strong>at</strong>erials<br />

in building and the n<strong>at</strong>ural setting, however it is not enough. The facades are<br />

comprised almost entirely <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g>f-white render, which c<strong>on</strong>trasts with r<strong>at</strong>her than<br />

complements, the n<strong>at</strong>ural and built setting.<br />

The proposed percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> tim<str<strong>on</strong>g>be</str<strong>on</strong>g>r and blockwork is insufficient, and the colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

render is <str<strong>on</strong>g>to</str<strong>on</strong>g>o light, <str<strong>on</strong>g>to</str<strong>on</strong>g> complement the n<strong>at</strong>ural and built envir<strong>on</strong>ment. It is recommended<br />

th<strong>at</strong> the percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>at</strong>erials other than render, is increased, and the colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

2.0 Recommend<strong>at</strong>i<strong>on</strong>s<br />

It is recommended th<strong>at</strong><br />

• the percentage <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>at</strong>erials other than render, is increased, and the colour <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

render is in the mid <str<strong>on</strong>g>to</str<strong>on</strong>g> dark <str<strong>on</strong>g>to</str<strong>on</strong>g>nal range, <str<strong>on</strong>g>to</str<strong>on</strong>g> complement the existing envir<strong>on</strong>ment.<br />

• the visual prominence <str<strong>on</strong>g>of</str<strong>on</strong>g> the building in its c<strong>on</strong>text is reduced by setting the<br />

building footprint back an additi<strong>on</strong>al 2m from the Finlay Road boundary, <str<strong>on</strong>g>to</str<strong>on</strong>g> make<br />

a minimum setback <str<strong>on</strong>g>of</str<strong>on</strong>g> 11m, with some parts <str<strong>on</strong>g>of</str<strong>on</strong>g> the building footprint <str<strong>on</strong>g>be</str<strong>on</strong>g>ing set<br />

back 12m, so th<strong>at</strong> the percentage c<strong>on</strong>trols in the DCP are met.<br />

• the eastern boundary setback for the facade is reduced <str<strong>on</strong>g>to</str<strong>on</strong>g> 6m. The existing<br />

balc<strong>on</strong>ies should <str<strong>on</strong>g>be</str<strong>on</strong>g> set back within the building, with a maximum <str<strong>on</strong>g>of</str<strong>on</strong>g> 1m <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

balc<strong>on</strong>y projecting past the facade, <str<strong>on</strong>g>to</str<strong>on</strong>g> within 5m <str<strong>on</strong>g>of</str<strong>on</strong>g> the boundary.<br />

Landscaping<br />

Council’s Landscape and Tree Assessment Officer has commented <strong>on</strong> the proposal as follows:<br />

The site<br />

It is proposed <str<strong>on</strong>g>to</str<strong>on</strong>g> demolish the existing dwellings and associ<strong>at</strong>ed structures and<br />

c<strong>on</strong>struct a five s<str<strong>on</strong>g>to</str<strong>on</strong>g>rey residential fl<strong>at</strong> building with basement parking, <strong>on</strong> the<br />

amalgam<strong>at</strong>ed site area <str<strong>on</strong>g>of</str<strong>on</strong>g> 3 083sqm with vehicular access from Finlay Rd. The steeply<br />

sloping site is characterised by an established landscape setting with m<strong>at</strong>ure trees and<br />

shrubs within garden <str<strong>on</strong>g>be</str<strong>on</strong>g>ds and terraced lawn areas. The site is domin<strong>at</strong>ed by an<br />

established interc<strong>on</strong>necting overhead tree canopy <str<strong>on</strong>g>of</str<strong>on</strong>g> predominantly n<strong>at</strong>ive endemic tree<br />

species th<strong>at</strong> are c<strong>on</strong>sistent with Sydney Bluegum High Forest (SBHF). The site is<br />

loc<strong>at</strong>ed within an area th<strong>at</strong> was extensively s<str<strong>on</strong>g>to</str<strong>on</strong>g>rm damaged in 1991, which resulted in<br />

many trees <str<strong>on</strong>g>be</str<strong>on</strong>g>ing ‘<str<strong>on</strong>g>to</str<strong>on</strong>g>pped’ due <str<strong>on</strong>g>to</str<strong>on</strong>g> the str<strong>on</strong>g winds. The site adjoins a heritage listed<br />

residential property, and Warrawee Public School (Infants/Primary) is loc<strong>at</strong>ed <strong>on</strong> the<br />

opposite side <str<strong>on</strong>g>of</str<strong>on</strong>g> Finlay Rd.<br />

Impacts <strong>on</strong> trees/Trees <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> removed/Tree replenishment<br />

The proposed development will result in the removal <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing veget<strong>at</strong>i<strong>on</strong> through<br />

the core <str<strong>on</strong>g>of</str<strong>on</strong>g> the site <str<strong>on</strong>g>to</str<strong>on</strong>g> accommod<strong>at</strong>e the new building footprint and associ<strong>at</strong>ed works. A<br />
