In precincts undergoing transiti<strong>on</strong> proposed bulk and height needs <str<strong>on</strong>g>to</str<strong>on</strong>g> achieve the scale<br />

identified for the desired future character <str<strong>on</strong>g>of</str<strong>on</strong>g> the area.’<br />

This building is 60m l<strong>on</strong>g, substantially exceeding the 36m length c<strong>on</strong>trol in the DCP.<br />

The site has a 2(c) z<strong>on</strong>e heritage item <str<strong>on</strong>g>to</str<strong>on</strong>g> the north and a 2(c2) z<strong>on</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> the south.<br />

Existing and future houses <str<strong>on</strong>g>to</str<strong>on</strong>g> the south will <str<strong>on</strong>g>be</str<strong>on</strong>g> hardly visible from the street. A school<br />

playground is across the street. The building will always <str<strong>on</strong>g>be</str<strong>on</strong>g> much larger and more<br />

prominent than its neighbours. Its rel<strong>at</strong>i<strong>on</strong>ship <str<strong>on</strong>g>to</str<strong>on</strong>g> the n<strong>at</strong>ural setting, including its fr<strong>on</strong>t<br />

setback depth and landscaping, is important <str<strong>on</strong>g>to</str<strong>on</strong>g> minimise this scale change.<br />

Principle 3 - Built Form<br />

‘SEPP 65: Good design achieves an appropri<strong>at</strong>e built form for a site and the buildings<br />

purpose, in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> building alignments, proporti<strong>on</strong>s, building type and the<br />

manipul<strong>at</strong>i<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> building elements…’<br />

The setback from Finlay Road is 9m. This is less than the allowable setback in the DCP<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> 12m (with 40% <str<strong>on</strong>g>of</str<strong>on</strong>g> the facade length able <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> 10m). The setback from the eastern<br />

boundary is 8m <str<strong>on</strong>g>to</str<strong>on</strong>g> the facade, and 5m <str<strong>on</strong>g>to</str<strong>on</strong>g> the balc<strong>on</strong>ies. The setbacks <str<strong>on</strong>g>to</str<strong>on</strong>g> the northern<br />

and southern boundaries are 9m and 9.5m.<br />

It is a large building in rel<strong>at</strong>i<strong>on</strong> its existing built c<strong>on</strong>text and future built c<strong>on</strong>text. It is<br />

recommended th<strong>at</strong> the visual prominence <str<strong>on</strong>g>of</str<strong>on</strong>g> the building in its c<strong>on</strong>text is reduced by<br />

setting the building footprint back an additi<strong>on</strong>al 2m from the Finlay Road boundary, <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

make a minimum setback <str<strong>on</strong>g>of</str<strong>on</strong>g> 11m, with some parts <str<strong>on</strong>g>of</str<strong>on</strong>g> the building footprint <str<strong>on</strong>g>be</str<strong>on</strong>g>ing set<br />

back 12m, so th<strong>at</strong> the percentage c<strong>on</strong>trols in the DCP are met. It is recommended th<strong>at</strong><br />

the eastern boundary setback for the facade is reduced <str<strong>on</strong>g>to</str<strong>on</strong>g> 6m. The existing balc<strong>on</strong>ies<br />

should <str<strong>on</strong>g>be</str<strong>on</strong>g> set back within the building, with a maximum <str<strong>on</strong>g>of</str<strong>on</strong>g> 1m <str<strong>on</strong>g>of</str<strong>on</strong>g> balc<strong>on</strong>y projecting<br />

past the facade, <str<strong>on</strong>g>to</str<strong>on</strong>g> within 5m <str<strong>on</strong>g>of</str<strong>on</strong>g> the boundary.<br />

Principle 4 – Density<br />

‘SEPP 65: Good design has a density appropri<strong>at</strong>e <str<strong>on</strong>g>to</str<strong>on</strong>g> its site and its c<strong>on</strong>text, in terms <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Acceptable. The density complies with LEP 194.<br />

Principle 5 - Resources, Energy and W<strong>at</strong>er Efficiency<br />

‘SEPP 65: Sustainability is integral <str<strong>on</strong>g>to</str<strong>on</strong>g> the design process. Aspects include…layouts and<br />

built form, passive solar design principles,…soil z<strong>on</strong>es for veget<strong>at</strong>i<strong>on</strong> and re-use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

w<strong>at</strong>er.’<br />

Acceptable. The envir<strong>on</strong>mental design proposals comply with the SEPP 65 Residential<br />

Fl<strong>at</strong> Design Code guidelines.<br />
