The traffic in the area will <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>siderably increased, with the rise from 6 <str<strong>on</strong>g>to</str<strong>on</strong>g> 79 car spaces.<br />

Parking <strong>on</strong> the street is already difficult <strong>at</strong> times, particularly given th<strong>at</strong> Finlay Road is<br />

effectively a dead-end street.<br />

The applic<strong>at</strong>i<strong>on</strong> provides for a compliant level <str<strong>on</strong>g>of</str<strong>on</strong>g> parking spaces in accordance with LEP194.<br />

An independent traffic survey <str<strong>on</strong>g>of</str<strong>on</strong>g> Finlay Road indic<strong>at</strong>es significantly higher num<str<strong>on</strong>g>be</str<strong>on</strong>g>r <str<strong>on</strong>g>of</str<strong>on</strong>g> traffic<br />

movements than indic<strong>at</strong>ed within the applic<strong>at</strong>i<strong>on</strong> (George Brown, 8 Finlay Road).<br />

The traffic survey submitted with the applic<strong>at</strong>i<strong>on</strong> has <str<strong>on</strong>g>be</str<strong>on</strong>g>en prepared by Traffic Soluti<strong>on</strong>s Pty<br />

Limited, which is a pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al organis<strong>at</strong>i<strong>on</strong> with appropri<strong>at</strong>e traffic qualific<strong>at</strong>i<strong>on</strong>s and pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />

mem<str<strong>on</strong>g>be</str<strong>on</strong>g>rships.<br />

Infrastructure<br />

Failure <str<strong>on</strong>g>to</str<strong>on</strong>g> address the overall affect <str<strong>on</strong>g>of</str<strong>on</strong>g> this development, in particular the access <str<strong>on</strong>g>to</str<strong>on</strong>g> the area<br />

bounded by the Kissing Point Road and Fox Valley Road by police, ambulance, fire and<br />

emergency service vehicles, and the impact up<strong>on</strong> usage <str<strong>on</strong>g>of</str<strong>on</strong>g> Turramurra Railway St<strong>at</strong>i<strong>on</strong>.<br />

Adequ<strong>at</strong>e parking has <str<strong>on</strong>g>be</str<strong>on</strong>g>en provided <strong>on</strong> site <str<strong>on</strong>g>to</str<strong>on</strong>g> accommod<strong>at</strong>e visi<str<strong>on</strong>g>to</str<strong>on</strong>g>r and resident vehicles and thus<br />

no additi<strong>on</strong>al parking <strong>on</strong> Finlay Road should result from the applic<strong>at</strong>i<strong>on</strong>. The development should<br />

therefore have no impact <strong>on</strong> accessibility for emergency service vehicles.<br />

With respect <str<strong>on</strong>g>to</str<strong>on</strong>g> Turramurra Railway St<strong>at</strong>i<strong>on</strong>, Stage II <str<strong>on</strong>g>of</str<strong>on</strong>g> Council’s Residential Str<strong>at</strong>egy will include<br />

provisi<strong>on</strong> for the upgrade <str<strong>on</strong>g>of</str<strong>on</strong>g> the Turramurra <str<strong>on</strong>g>to</str<strong>on</strong>g>wn centre and will address the accessibility <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

Railway St<strong>at</strong>i<strong>on</strong> from the <str<strong>on</strong>g>to</str<strong>on</strong>g>wn centre.<br />

The upgrade <str<strong>on</strong>g>of</str<strong>on</strong>g> the Turramurra Railway St<strong>at</strong>i<strong>on</strong> itself is <strong>at</strong> this present time <str<strong>on</strong>g>be</str<strong>on</strong>g>ing addressed by the<br />

St<strong>at</strong>e Railway Infrastructure Corpor<strong>at</strong>i<strong>on</strong>, whilst the frequency <str<strong>on</strong>g>of</str<strong>on</strong>g> the services provided from the<br />

st<strong>at</strong>i<strong>on</strong> is <strong>at</strong> the discreti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> St<strong>at</strong>e Rail and will <str<strong>on</strong>g>be</str<strong>on</strong>g> dependent up<strong>on</strong> usage. This is not <strong>at</strong> the<br />

discreti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Council.<br />

The report fails <str<strong>on</strong>g>to</str<strong>on</strong>g> address the impact up<strong>on</strong> basic infrastructure, including electricity, sewage and<br />

w<strong>at</strong>er usage.<br />

W<strong>at</strong>er and sewage would <str<strong>on</strong>g>be</str<strong>on</strong>g> dealt with through Sydney W<strong>at</strong>er, which would provide <str<strong>on</strong>g>to</str<strong>on</strong>g> the<br />

applicant details <str<strong>on</strong>g>of</str<strong>on</strong>g> w<strong>at</strong>er and sewage extensi<strong>on</strong>s and charges <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> paid. This would <str<strong>on</strong>g>be</str<strong>on</strong>g> ensured via<br />

a c<strong>on</strong>diti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> any c<strong>on</strong>sent.<br />

Electricity will have <str<strong>on</strong>g>to</str<strong>on</strong>g> <str<strong>on</strong>g>be</str<strong>on</strong>g> c<strong>on</strong>sidered by service providers, although it is envisaged th<strong>at</strong> the<br />

development will have <str<strong>on</strong>g>to</str<strong>on</strong>g> provide an electricity subst<strong>at</strong>i<strong>on</strong> <strong>on</strong> site.<br />

Process<br />

The development applic<strong>at</strong>i<strong>on</strong> notific<strong>at</strong>i<strong>on</strong> was displayed after the c<strong>on</strong>clusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the 2004 school<br />

year, thereby making it extremely difficult for parents <str<strong>on</strong>g>to</str<strong>on</strong>g> know <str<strong>on</strong>g>of</str<strong>on</strong>g> the plans. The sign erected <strong>on</strong><br />

site also fell down within 10 days, and was completely removed from the site during the last week<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the school holidays. This means some parents have not had the opportunity <str<strong>on</strong>g>to</str<strong>on</strong>g> learn <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

plans.<br />

Due <str<strong>on</strong>g>to</str<strong>on</strong>g> the above c<strong>on</strong>cerns, which were expressed by several residents, the notific<strong>at</strong>i<strong>on</strong> time frame<br />

was extended until 4 February <strong>2005</strong>.<br />
