The traffic in the area will <strong>be</strong> considerably increased, with the rise from 6 <strong>to</strong> 79 car spaces.
Parking on the street is already difficult at times, particularly given that Finlay Road is
effectively a dead-end street.
The application provides for a compliant level <strong>of</strong> parking spaces in accordance with LEP194.
An independent traffic survey <strong>of</strong> Finlay Road indicates significantly higher num<strong>be</strong>r <strong>of</strong> traffic
movements than indicated within the application (George Brown, 8 Finlay Road).
The traffic survey submitted with the application has <strong>be</strong>en prepared by Traffic Solutions Pty
Limited, which is a pr<strong>of</strong>essional organisation with appropriate traffic qualifications and pr<strong>of</strong>essional
mem<strong>be</strong>rships.
Infrastructure
Failure <strong>to</strong> address the overall affect <strong>of</strong> this development, in particular the access <strong>to</strong> the area
bounded by the Kissing Point Road and Fox Valley Road by police, ambulance, fire and
emergency service vehicles, and the impact upon usage <strong>of</strong> Turramurra Railway Station.
Adequate parking has <strong>be</strong>en provided on site <strong>to</strong> accommodate visi<strong>to</strong>r and resident vehicles and thus
no additional parking on Finlay Road should result from the application. The development should
therefore have no impact on accessibility for emergency service vehicles.
With respect <strong>to</strong> Turramurra Railway Station, Stage II <strong>of</strong> Council’s Residential Strategy will include
provision for the upgrade <strong>of</strong> the Turramurra <strong>to</strong>wn centre and will address the accessibility <strong>of</strong> the
Railway Station from the <strong>to</strong>wn centre.
The upgrade <strong>of</strong> the Turramurra Railway Station itself is at this present time <strong>be</strong>ing addressed by the
State Railway Infrastructure Corporation, whilst the frequency <strong>of</strong> the services provided from the
station is at the discretion <strong>of</strong> State Rail and will <strong>be</strong> dependent upon usage. This is not at the
discretion <strong>of</strong> the Council.
The report fails <strong>to</strong> address the impact upon basic infrastructure, including electricity, sewage and
water usage.
Water and sewage would <strong>be</strong> dealt with through Sydney Water, which would provide <strong>to</strong> the
applicant details <strong>of</strong> water and sewage extensions and charges <strong>to</strong> <strong>be</strong> paid. This would <strong>be</strong> ensured via
a condition <strong>of</strong> any consent.
Electricity will have <strong>to</strong> <strong>be</strong> considered by service providers, although it is envisaged that the
development will have <strong>to</strong> provide an electricity substation on site.
Process
The development application notification was displayed after the conclusion <strong>of</strong> the 2004 school
year, thereby making it extremely difficult for parents <strong>to</strong> know <strong>of</strong> the plans. The sign erected on
site also fell down within 10 days, and was completely removed from the site during the last week
<strong>of</strong> the school holidays. This means some parents have not had the opportunity <strong>to</strong> learn <strong>of</strong> the
plans.
Due <strong>to</strong> the above concerns, which were expressed by several residents, the notification time frame
was extended until 4 February 2005.
