introduced the Building Sustainability Index (BASIX) for developments (commenced on 1 July
2004). The DCP must <strong>be</strong> updated for consistency with this planning <strong>to</strong>ol.
It has also <strong>be</strong>en noted that the adopted DCP is <strong>be</strong>ing interpreted by applicants for larger
developments that they may use the concession provisions <strong>of</strong> the Plan <strong>to</strong> fully remove the
requirement for on-site detention. Consistent application <strong>of</strong> this interpretation would result in
insufficient protection <strong>to</strong> downstream properties. Amendments are therefore proposed <strong>to</strong> DCP 47 in
order <strong>to</strong> properly protect properties.
It is proposed <strong>to</strong> now include controls <strong>to</strong> enable pump-out systems for a very limited range <strong>of</strong>
developments, specifically, those where an easement for gravity drainage cannot <strong>be</strong> obtained.
Pump-out systems would <strong>be</strong> subject <strong>to</strong> strict control.
Additional appendices are proposed in order <strong>to</strong> provide necessary information <strong>to</strong> cus<strong>to</strong>mers and
some information in appendices has <strong>be</strong>en removed where other Council documents have superseded
the information provided.
Minor corrections are also proposed throughout the body and appendices <strong>of</strong> the DCP <strong>to</strong> improve
communication.
RECOMMENDATION
That the revised Draft DCP47 – Water Management <strong>be</strong> adopted.
