This will ensure that some protection is afforded ong>toong> downstream properties and that the integrity ong>ofong> the drainage system capacity as well as the impacts ong>ofong> increased multi-unit development are appropriately managed. Specifically, the proposed amendments ong>toong> Chapter 6 are: 1. An update ong>toong> Section 6.4 so as ong>toong> properly reflect the current status ong>ofong> BASIX. 2. Introduction ong>ofong> a retention component ong>ofong> 5000 litres (garden irrigation minimum) for existing dwellings retained in straightforward subdivision applications. 3. Introduction ong>ofong> mandaong>toong>ry on-site detention for Types 4, 5 and 6 development with a minimum site song>toong>rage requirement (SSR) ong>beong>ing 50% (for all Types 4), and either 50% (for eight or fewer units) or 75% (for nine or more units) for Type 5 & 6. This limits the concession for other song>toong>rage devices ong>toong> not more than 50% or 25% respectively. 4. Formatting ong>ofong> modifications ong>toong> Sections 6.7 and 6.9 ong>toong> reflect other changes and ong>toong> improve clarity ong>toong> users ong>ofong> the document. 5. Examples added ong>toong> clarify the meaning ong>ofong> control 6.7.2 (d). Amendments ong>toong> Chapter 7 – Development Adjacent ong>toong> or over Existing Drainage Systems It is proposed ong>toong> add a section containing controls for the establishment ong>ofong> swimming pools and spas adjacent ong>toong> drainage systems. Some other minor amendments and additions are proposed ong>toong> improve clarity. Amendments ong>toong> Chapter 8 – Water Quality Some additional information is proposed ong>toong> ong>beong> included in order ong>toong> improve cusong>toong>mers’ understanding ong>ofong> processes. It is proposed ong>toong> delete the section detailing the requirements for the environmental site management plan, as these are now detailed in the DA Guide. Some other minor amendments are also proposed including ong>toong> the formatting. Amendments ong>toong> Chapter 9 – Road and Trunk Drainage Some minor amendments and additions are proposed ong>toong> improve communication. Amendments ong>toong> Chapter 10 – Water Conservation Following the introduction ong>ofong> BASIX, some controls relating ong>toong> water conservation cannot now ong>beong> included. It is proposed ong>toong> rename this chapter “On-site Wastewater Management” and ong>toong> delete the introduction on water conservation as well as the general water conservation requirements such as rainwater tanks and ratings for fixtures. Amendments ong>toong> Appendices Appendix 3 – It is proposed ong>toong> remove “Flow 3” from the calculation sheet ong>beong>cause this calculation provides a higher permitted site discharge than is warranted. Line 5 has therefore also ong>beong>en deleted from the adopted DCP and necessary changes made accordingly. Appendix 7 – Some minor alterations and additions are proposed ong>toong> the controls so as ong>toong> clarify design requirements for property and interallotment drainage systems. Appendix 8 – Some minor amendments are proposed ong>toong> correct errors and improve clarity. Appendix 11 – It is proposed ong>toong> correct Section 11.1(f) for consistency with Chapter 7. It is also proposed ong>toong> amend the diagram by deleting reference ong>toong> information in a superseded document. Some minor amendments ong>toong> wording are also proposed. Appendix 13 – The majority ong>ofong> this information is now included in Council’s DA Guide. It is proposed ong>toong> include the remainder ong>ofong> this information in the DA Guide so that all information about submission requirements is in a single location that may ong>beong> easily accessed by cusong>toong>mers. The information in the existing Appendix 13 may therefore ong>beong> deleted. It is proposed ong>toong> replace this information with a new Rainwater Tank Certification Sheet. Appendix 15 – A new appendix is proposed containing a typical detail ong>ofong> a dispersal trench. Appendix 16 – Following the adoption ong>ofong> Council’s Riparian Policy and in line with Council’s resolution, it is proposed ong>toong> add controls ong>toong> the DCP ong>toong> limit development in the vicinity ong>ofong> riparian zones. So as ong>toong> minimize the need for cross-referencing, it is proposed ong>toong> include a new appendix containing the mapped information from the Riparian Policy showing the three different kinds ong>ofong> riparian corridor. CONSULTATION External engineering consultants have ong>ofong>fered their opinion in respect ong>toong> limiting the concession on OSD ong>toong> afford some protection from flooding as well as the extent ong>ofong> the concession. FINANCIAL CONSIDERATIONS Costs are associated with notification in local papers and printing. Further costs ong>toong> Council primarily relate ong>toong> staff time and exhibition for the proposed amendments ong>toong> the DCP (for advertising, printing and staff time). If adopted, an advertisement will ong>beong> placed in local papers informing the community ong>ofong> the proposed amendments and the cost met from the Planning & Environment Department. CONSULTATION WITH OTHER COUNCIL DEPARTMENTS The review has ong>beong>en conducted by staff from the Departments ong>ofong> Technical Services, Development & Regulation Department, Planning & Environment and Open Space. SUMMARY On 23 March 2004, Development Control Plan (DCP) 47 was adopted by Council.
